Fontis Hominis is a nation located on the Ramus Peninsula on the east coast of Nova Territoria. It currently shares no land borders with any other nation. Elsewhere it is bordered by the Radicis Sea and the Pax Sea.
Fontis Hominis became a fully-fledged state on the 13th of February 2007 and takes its name from the latin for 'Fountain of Humanity'. The capital city of Fontis Hominis is Nova Prospekt, which is the largest city on the Ramus Peninsula.
Provinces
Fontis Hominis is divided into two Provinces; Territoria Borealis on the Formus Locus Plateau, and Territoria Australis on the Ramus Peninsula
Policies
The following is an excerpt from the state paper of policies
1.1 – Education, Employment & Citizen Aptitude Tests (CATs)
From birth, every citizen is put through a series of biological, physical, cognitive, emotional, and social aptitude tests called CATs. The primary function of these tests is to ascertain the citizen’s strengths and weaknesses in each category to determine their future education and career opportunities.
CATs are taken by every citizen every 3 months until the optional retirement age of 50.
1.2 - The 5 Phases of CATs
CATs are conducted in 5 phases –
0 – 3 years; >14 years; >18 years; >21 years; >Retirement
1.3 - Phase 1
Phase 1 is designed to measure the early stages of development, and also to identify any genetic illnesses or disabilities that may affect the future development of the citizen. Citizens with physical disabilities or mild cognitive disabilities such as Dyslexia, ADHD, and Autism are tutored in specialist programs each catered to their individual needs. Citizens with severe cognitive and physical disabilities which prevent them from benefiting from standard education are catered for by the state in specialist programs.
1.4 - Phase 2
Phase 2 is designated as the period in which the citizen is most able to absorb knowledge and so is designed as an intensive educational program in which the citizen is tutored to a standard level in all fields including -
Languages: English, Spanish, Urdu, Mandarin
Mathematics: Arithmetic, Algebra, Geometry, Analysis
Sciences: Physics, Biology, Chemistry
Humanities: Geology, Geography, Religious Studies, History
D&T: Graphic Design, Textiles, Home Economics, Resistant Materials
Arts: Art, Music, Drama, Dance
Health: Physical Education, Drug Awareness, Food & Hygiene, First Aid
Citizenship: Sociology, Psychology, Morality, State Studies
Applied Studies: Politics, Business, Philosophy
1.5 Phases 3, 4 and 5
In Phase 3, citizens engage in compulsory work placements in their specialist field (based on the results of their Phase 2 CATs).
In Phase 4, if citizens are predicted to benefit from re-engagement in educational programs, they will study an advanced course in their specialised field. If they are deemed suitable to work they will continue to do so.
In Phase 5, citizens from Phase 4 who entered advanced educational programs are re-assessed for work in their chosen field and will remain in work until the age of retirement.
2.1 – Welfare & The State
The State provides all. From birth to death, each citizen is provided with everything they need to develop to their maximum potential and enjoy life in Fontis Hominis. To ensure this, The State is divided into six departments each one specialising in catering for the needs of the citizens in all stages of life.
2.2 – Department for Regional Relations (DRR)
The DRR ensures that Fontis Hominis and its citizens are safe, secure and well-represented within the region of Nova Territoria
2.3 – Department for Safety & Welfare (DSW)
The DSW ensures that all citizens are safe, secure, and comfortable within the country of Fontis Hominis.
2.4 – Department for Material Possessions (DMP)
The DMP ensures all citizens have a place of residence, all necessary possessions, and all travel needs required for daily life.
2.5 – Department for Education & Employment (DEE)
The DEE ensures all citizens have the tools to reach their full potential and find their correct position within society.
2.6 – Department for Nutrition & Development (DND)
The DND ensures all citizens have the food and water required for a healthy lifestyle, and also ensures their physical and emotional well being.
2.7 – Department for Recreation & Entertainment (DRE)
The DRE ensures all citizens are content in their personal lives by providing recreation and entertainment to those who require it. The DRE also caters for the needs of retired citizens.
2.8 – Retirement
Citizens who fulfil 50 years of service to The State are awarded with the option of retirement. Those who wish to continue serving The State can continue to do so indefinitely. Those who choose retirement are awarded the honorary title of ‘Brother’ or ‘Sister’ to acknowledge their service to The State. Once a citizen is retired they have a duty to pass on the knowledge they have learned in their many years of experience serving The State, and so every retired citizen must fulfil a senior lecturing post in their field for the period of 10 years, teaching 3 days a week in Fontis Hominis fine advanced educational programs. At the age of 60 citizens can fully retire and are under full care of the DRE.
