The People of Forteia

The state exists not as one government institution, but as a wide ranging separation of powers whereas in the heart of Forteia, democracy exists at a communal level. Community is a leading principle in every aspect of not only the entire country's society, but in the way the country is governed. The government is not simply of checks and balances, but goes much deeper, with powers separating on the intent of upholding community government.

Social thought begins getting ingrained in their psyche the moment children start school and enter a public forum free from the traditions upheld by their parents. Private schooling is illegal, and public schools are usually large and well funded. On that matter, all private enterprise is illegal. Nothing is trully owned, not even monopolized by the State. The individual communities own all industry within their indivudal towns, including all farms, factories, etcetera. That's not the say the managers don't have plenty of control, but a balance is achieved between the community government and the managers of any particular industry.

The Central Government has plenty of power, but again the issue exists in micromanagement as a separation of powers between over 200 departments, which fall under the jurisdiction of 5 houses, which works succintly with the President, the Legislature, the Senate, the Union, and the People.

History

The Puppet Government of Forteia

Originally, the country was an authoritarian Police State, with high poverty and crime, a secret police, and an unknown sponsor of the regime. While the dictatorship grew richer, the lands grew quite poor. Under deforestation, many species were wiped off the planet. Ethnic Cleansing attempted to rid the Islands of their native inhabitants, farms were owned by corporations that made stay in Forteia because of its low tax laws, and the unknown sponsor continued to suck resources out, as though Forteia were its own colony. Coup after Coup after Coup failed to touch the regime. Men with heavy weaponry often came to silence protests. The Safeguard Prison Corporation became a monopoly on prisons in the Southern part of the Region thanks to the Police Force that could easily round up 100 civillians a night and ship them off to a corporate prison where they would be sexually abused before sold off to slave trade.

Michael Uvirus

In 1597, Michael Uvirus was born in a small town called Diamond Bay City. hHe was born in a shack to a single homeless mother. He was raised as drug peddler, before being incarcerated. There was a Prison break on the ship he was aboard, and after enduring freezing water he made it to a small island along with three hundred new comrades. The organizer of the break died of disease, and Uvirus successed him as leader of the people of that Island. It wasn't long before they upgraded to jumping prison transport boats. Somehow along the way of just trying to free a few prisoners they became an exiled people hunted at every corner of the Region. Michael Uvirus became a symbol for freedom from corruption, and hope was restored in the oppressed people. In 1640, he was disappeared.

The Uvirites and the Loyalists

The followers of Michael Uvirus called themselves the Uvirites in his memory. By 1657 they became the prominant terrorist organization in Forteia. The Regime knew it could not stand against a completely united people, so it manipulated the people and pit them against themselves, and hostilities began arising. Anyone who adhered to the title of a Uvirite was declared an enemy of the state and hunted to no end. Many villages within Forteia took in Uvirites and hid them from the armies, police, and loyalist mobs. The Uvirites refused to raise a hand against the Loyalists, claiming they were simply misled people, but could not be harsher on the government. Rich districts and Capitol buildings were bombed, gang wars were fought on the streetsm and casualties were at an all time high.

Perry Reevus

The same day that a hacker sent a Virus known as the U-Virus through corporate computers in the Safeguard Prison Systems which resulted in the doors unlocking themselves at over 400 prisons (that lead the the complete destruction of the Corporation), a man made a speech in front of 50,000 people, 80 tanks and 6000 soldiers with their guns pointed at him. His name was Perry Reevus, and through his life span he managed to united all the impoverished people of Forteia together. His attempt was the nonviolently remove the Regime, and though violence broke out in many cases he managed to force the hand of the Unknown Sponsor, causing most of the armed forces to pull out. The regime fled shortly afterwards. Perry Reevus was assassinated just three years after Forteia became free.

The rapid industrialization

The first democratically elected government was not much better than the dictatorship. Business for the most part still controlled the nation, and in fact CEO of a Uranium Mining Industry was even quoted as saying, "It's great, the government increases minimum wage, but no one pays attention. What are they going to do, kick us out? Go ahead, kick us out with your huge armies." A philosopher named Marina Undrigus said, "It's a sad truth that the people of Forteia will never be free. They can either free themselves with violence so that the violent can control them, or try to handle things peacefully and be ignored."

On the contrary, another philosopher named Dean Marcus said, "It's a beautiful predicament. They are in the perfect position to invent a Utopian society without suffering the chance of getting ****ed over later, because in the end the Government has no armies, no police, no way to enforce their laws. The people can simply look upon their government and say, 'How perfect a creation, we must be the wonder of the world.'"

Meanwhile the Industries turned Forteia into a thriving, heavily industrialized state, the spils of which only enjoyed by about 2% of the population. GD Legus defined it as, "The testing ground for technology that can make rich people live in the highest comfort possible. The irony is while a a poor citizen in Forteia can't eat a slice of bed without getting the runs for two weeks, a rich one can have his rump cleaned, waxed and massaged on every voyage to the toilet. Yes, Forteia is remarkable for their technologically advanced toilets."

The Great Removal

It was not long before the government officials became restless and decided to put their perfect government to the test. The openly organized a complete uprising. The night before the uprising 400 well known speakers were disappeared, but it only infuriated the people more. The Uprising was later recorded as the Great Ousting. The rich were either murdered or fled for thier lives and all industries were completely overrun.

Over the next few years communities evolved to governm themselves and work democratically, with the central government there to support them the entire time. In a sense, traditional Forteian values were enplaced in just two decades, and the government supported the people the entire time.

Present Day Forteia

Today the state is separated into hundreds of villages and towns. Reforestation has been swift and the lands are once against covered in the Ancient Beauty they once held. Native nomads are flourishing again, even after the people thought those traditions were dead. Crime is not a federal issue, and likewise there is no army, nor any federal police. Voting and Petitioning is an easy, fluid process and there tends to be a 96% turn out at every election. The State encompasses the three main islands, as well as hundreds of little Islands scattered long the westerns area of the Sea of Saints (mostly villages that were pawned off Uvirites escaping prosecution).

Government

Government for the most part is run on community based programs, with plenty of exceptions. The Central Government is separated into Branches, The President, the Legislature, the Senate, The Houses, the Unions, the Departments and the People.

The President

Currently Finch Atticus, the powers of the President are purely macro management. The three Branches in charge of Macromanagment are the President, the Legislature and the Senate, and all three have different jobs with intertwine quite heavily. They have no all consuming power nor is their say above the micromanagement parties. The President holds Management over Classified Information, Armed Forces Policy, Foreign Affairs and Industry.

The President is elected every 6 years, and they may not run for a second term.
