History

Free Tulsa - consisting of what was formerly Oklahoma, Kansas, Texas, Louisiana, and parts of Colorado and northern Mexico - seceded from the United States in 1983. This was the beginning of a lengthy civil war - discussed further in its own article - which eventually left two major powers in North America: Free Tulsa on the West Coast and the United States of America in the East. Both were too decimated to conduct further offensive operations after nearly twelve years of fighting. There was no treaty signed - both sides simply stopped fighting in 1994. In 2033, overcrowding was reaching dangerous levels in the United States, and there was talk of retaking Free Tulsa to relieve the pressure. This talk became action by November, when the U.S. military launched a massive assault against Free Tulsa, assisted by both Canada and Mexico. Faced with certain destruction, the nation began one of the greatest engineering feats in human history - the construction of an artificial archipelago in the central Pacific Ocean. While Free Tulsa's military bought them time, her civilian population labored to complete the construction of what would eventually become their new home. Although they fought valiantly, the Free Tulsan military was ultimately defeated after six brutal years, and all those who could evacuate, did so. The nearly 75 million Free Tulsan refugees - a combination of Americans, Mexicans, and Creek and Cherokee Indians - were scattered across the planet, and remained so for over three years, until the Free Tulsan government-in-exile made a startling announcement - the Free Tulsan Archipelago Project had actually been completed! There were now over a hundred islands of varying sizes (the largest being approx. five hundred miles across) in the middle of the Pacific just waiting to be settled. Free Tulsa reformed practically overnight, with dozens of "tent cities" springing up on the various islands. The two largest ones, which would eventually become the nation's capitals of administration and culture, respectively, were New Oklahoma City and New Tulsa. Overcrowding in the U.S. ensured a steady stream - or rather a flood - of immigrants, bringing the national population to over two hundred milion in only three years. After this initial period of rapid growth, Free Tulsa went through a lengthy period of more stable growth as it began to establish infrastructure and permanent cities on the islands. By 2060, Free Tulsa was a fully developed and established nation. However, there was much disapproval among the populace about the use of the American system of government. This dissent erupted into an event known as the Great Constitutional Convention in 2067. Over a million people stormed the capital, led by a few dozen idealistic men and women who rewrote the Constitution and reformed the government into its current state. It has been nineteen years since the Convention and Free Tulsa is a thriving and stable nation under the current government.


Government

Free Tulsa has a unique government system which is partially based on the government of the old American Indian nations. All major domestic policy is decided by popular vote - direct democracy at its finest - while day-today government operations are handled by a group of 21 elected ministers and 80 appointed subministers (The House of Kings). The twenty SubMinisters in each department are each in charge of a certain branch of their department, with all twenty reporting to the Minister in charge of their department. In addition, all foreign affairs are handled by a seperate, elected body - the 400-man Proletarian Council (the House of Warriors). Ministers serve eight years, unless the population votes to oust them early. Council members serve for six years, with half of the seats on the Council open every three years. Ministers have a strict two-term limit; with Council members it is four terms.


Free Tulsan Ministerial Positions

Principal Chief- The Principal Chief is head of state and government, much like the American president. He/she also heads the Proletarian Council while he/she is in office. A person who has been Principal Chief cannot serve in any other capacity in the Free Tulsan government once their term(s) has/have expired.

Minister of Commerce- The Minister of Commerce is in charge of all non-military domestic and foreign trade, as well as the regulation of business, the management of the national treasury, and the collecting of taxes.
