History

The rising of a nation

The Galatzian Union was formerly a free alliance of nations, which joined in confederation in order to preserve their particularities against the surrounding nations. Originally it took the form of a militar alliance in the "La Guerra de los Draconicos" (War of Dracomen), but the destruction brought by the invaders made necessary an economic integration of the territories. Likewise, the people claims for rights around the land, motivated a group of diplomats an generals which drove the restoration of political powers (usually known as "El Concilio" o "The Council"), to stablish some basic rules for granting the government of the land territories to be consecuent with the rights demanded by citizens.

The "Fuero del Aire", a basic law for citizienship

The alliegance to this basic rules (which where written and signed by all powers of the land, under the name of "Fuero del Aire") needed of the existence of a controller organism over the states, so "El Concilio" became a political instance for negotiating fund affairs and guarding the "Fuero del Aire". This organism was quickly reformed to be more efficient and moved from the city of Trimontán to the city of Galatz. There the name changed to "Consejo Territorial" (Over-land Council), and also created the figure of the "Arbitro General" (General Mediator) who tries to bring to an end the frequent plaints between the new jurisdictions created by the "Fuero del Aire", in territorial and economic affairs.

The Army and the Confederative Act

The unsuccesful coup d'etat in the State of Farsalia, ispired by the General Alberto Barahona, which produced the death of one hundred and thirteen citizens, alerted that without unifiying Army, the "Fuero del Aire" couldn't be guarded. Then, the members of the original "El Concilio" got the pass of the "Estatuto Confederal"(Confederative Act) in all states except Arquidia which remained under the "Fuero del Aire", but the local army of this little state didn't seem a great menace.

The Confederation of Galatz was the first intent of avoiding that local powers revoked citizen rights (as people said, "El caciquismo" ), granting that all offices were ellective (municipal, regional, national and federal), and also responsible of their government acts. It instituted the General Army of the Confederation, recognized the "Arbitro General" as the Head of State and gave him a Cabinet in which entrusted the balancing of the jurisdictional judges and the "Fuero del Aire". Likewise the "Consejo Territorial",acting as a legislative chamber, can add "Estatutos" (Statutes) to the "Fuero del Aire", a lesser ranged law system which can be modified easily.

The new way of life

Nevertheless, citizienship was developing new ways of life, as a result of the economic growth provided by free market ordenances, and the "Fuero del Aire" was not enough to grant the new liberties. Because of this, people revolted usually in metropolis and big cities, and the "Arbitro General" was not able to pact measures in time to avoid new rebellions.

The "Consejo Territorial" was also bloqued by the magnates of the jurisdictions,which obstructed the the pass of "Estatutos" which granted new rights to citizens, cities and regions.

The first general reform

This situation alarmed the original members of "El Concilio",now supported for a new generation of politicians, and undertook the mission of changing the confederation system in order to make it more efficient. Then, they got passed bills and laws in the jurisdictional parliaments changing the representation model of the jurisdictions, invalidating the "Consejo Territorial" which became a consultive instance of "Arbitro General".

Finally they enforced the creation of the "Gran Senado" (Great Senate), using a legal trick that recognized a congress of parliamentarians of the jurisdictions in the city Galatz as a Constitutional Convention. The parliamentarians accorded some ordinary measures for improving inter-jurisdictional interchanges, and the conspirers of the "Nuevo Concilio" presented this as a draft of constitution, and argued that the structure accorded in the congress was legitimated to be the legislative branch of the confederation. The trick, contained in an obscure article of the "Fuero del Aire" about the right of the citizens to associate and empower representatives in areas granted by the "Fuero del Aire" but not covered by the state, could not be refused legally and the "Gran Senado" opened his doors a year and a day after the proposal.

The first law passed in the "Gran Senado" constituded a general Cabinet of Government elected by senators, which rules over domestic affairs of confederation (but not invading state domestic affairs), while foreign policies relied in the Senate.

The equality quest and the fall of the state

After a few years of social peace, newspapers started to reveal that some states were crushing others using the formal model of representation of the "Gran Senado". People now claimed for equality, an movilized around the confederation, causing the fall of the "Gran Senado" and the "Arbitro General".

The second general reform: The Constitution

A committee formed by civil representatives, old members of the "El Concilio" and "El Nuevo Concilio", technological gurus and judges called for ellections to a Constitutional Assembly, called "La Junta General", ellected proportionally and with territorial representation.

"La Junta General" approved the constitution, which preamble includes the "Fuero del Aire", which is extended and corrected, and after this institutes the political form of the land as an "Union based in the values of the Liberty, the Self-Government, the Respect and the Equality of the individuals and collectives".

• Legislative: Junta of the Councils, elects president and validates his cabinet.
• Executive: Presidential cabinet works over domestic affairs, Delegate - Senator on Galatz has power on foreign policies.
• Justice: Judges vote one the higher rank judges, and the nine winners go to the Council of Law, a consultive institution. The General Council of Justice is the higher legal authority in the state. It is composed by three parts. The first part is reserved to veterans of the Council of Law, the second is voted by judges ,but filtered by the Junta, which selects three from the nine winners, the last three are ellected directly by people as district attorneys.

There is also a People's Defender which can call "Gran Senado" and Rights Chamber (which can put the citizens under protection of Federal Justice Courts) for defending citizens and grant constitutional rights against administrative abuses.

Economy:

This state levys all taxes, but is enforced by constitution to cede a part to the solidarity found controlled by the federal legislative, which is renegotiated each three years. Also should pay for federal services.
