The Most Serene Republic of Greill is a far-flung nation that encompasses many solar systems. It is known for its emphasis on common law, enshrining of private property rights, extremely limited government, its highly liberal stances on civil rights and freedom, and its educated, wealthy population.

History

Founding

Greill was originally part of the Hohrenzall Empire, which was more or less a confederation of various states under a fairly weak Emperor. While most of the Hohrenzall Empire is composed of people of the Hohrenzall ethnicity, the people of Greill were Greillat and spoke a completely different language. For most of its history, the Greillats enjoyed a great deal of autonomy and were able to maintain a liberal, limited government. However, 100 years prior, the powerful Emperor Barbarossa came to power, and began to systematically build up the central power of the Hohrenzall empire in order to take control of the other components of the Hohrenzall Empire. Barbarossa attempted to increase his power over Greill by offering the Greill Senate, the highest council of Greill, more control over their nation. However, the fiercely independent Senate rejected the offer (especially considering that most of the Greillats would balk at this sudden centralization), and declared their secession from the Hohrenzall empire. Barbarossa, who had subjugated many other of the component nations of the Hohrenzall, was beaten back in his attempt to assert military control over Greill, thanks to the powerful navy and extremely motivated soldiers of Greill.

Growth and Expansion

The newly formed Most Serene Republic of Greill was quick to assert its new position in international affairs. It A.) Worked to destabilize the Hohrenzall Empire, and B.) Maintained a variety of defenses against another Hohrenzall incursion. Emperor Barbarossa II proved to be less competent than his father, and the Imperial system that had been constructed began to fall apart, with a push from Greill to the other constituent nations of the Empire. With the Empire no longer a major threat, Greill moved to wipe out the various pirates that prevented the further expansion of its merchant class. Thus began a rapid period of expansion all over the universe, which continues to this day.

Government and Politics

Constitution

An official constitution for the Most Serene Republic was finished soon after its creation. This constitution limits the government to an unusually high level. The government is incapable of levying taxes, drafting, creating its own money, owning means of production, or regulating commerce. It also allows for almost absolute freedom of action. The only powers given to government are protecting its people from force and fraud. Suffrage can only be attained through two years of service combatting force and fraud, with little pay to those who volunteer.

Legislative Branch

The legislative branch of Greill is highly unusual. It is entirely comprised of those who have earned suffrage through service. The most basic unit of the legislative branch is an association of ten people, called a thune. This thune must be able to meet in person every week. Its responsibilities are to maintain a local militia, and to appoint a representative from their number to the next level of government, called an assembly. The assembly's responsibility is to maintain a local police force, and to make sure the thune is performing its responsibilities. An assembly can have a varying number of constituent thunes- some sparsely populated areas tend to have only two or three thunes each, while other, more densely populated areas have many more. The assembly chooses one representative to go to the next level, called a politeia. The politeia's responsibility is to maintain a more advanced police force and a local court system, as well as making sure the assembly performs its duties. The politeia then appoints a representative to the next level of government, the council. The council's responsibility is to maintain a local military, an investigative police body, and a regional court system, as well as making sure that the lower levels of government are performing their duties. After this, all councils must appoint a representative to go to the senate, the highest level of the legislature. The senate's duty is to maintain a national military, police force, and a national court system, as well as perform all of the foreign affairs duties of a nation. Each representative of each level has votes equal to the number of thunes he represents.

Executive Branch

The primary executive of Greill, the Consul, has only the powers of executing the laws of the Senate and serving as commander-in-chief of Greill's military and national police agencies. He is unable to declare war without the power of the senate, and must ask the senate to declare war if the military is kept in hostilities for over a month.
