Government

The Theocracy of Holy Sheep is a non-denominational democracy, who only holds onto the name "Theocracy" for historic reasons. The Theocracy of Holy Sheep is a massive, safe nation, remarkable for its punitive income tax rates. Its hard-nosed population of 1.8 billion have some civil rights, but not too many, enjoy the freedom to spend their money however they like, to a point, and take part in free and open elections, although not too often. The Autonomous Holy District is a self-governing portion of the Theocracy that opposed the shift to democracy, and thus seperated to avoid conflict.

The Head of State is The Divine Emperor, currently Nikolai Paladin.

Politics

Currently striving to revive the stricken economy while maintaining the ludicrous tax rates, the government strives to keep the populace happy and free. Each historical Province has its own government – or not, as it chooses – but has no effect on federal politics. The land is divided up into fiefs of one million people; each fief has one seat and one vote in the Holy Council. Should there be a tie, the populations of each fief on each side are added up, and the one with more people wins, unless it is within four million people, then a referendum is held. Of course, most of the time seat-holders agree to pass the motion in return for another favour. Seat-holders are not required to vote along any lines, as political parties are barred, each person running as independent. After an election for Seat-Holders, another election is held for the Divine Emperor and his cabinet, and this election has nothing to do with the fief system. This is done to prevent the problems of political parties, which causes people to often choose between good politics or good representation.

Army

The army is comprised of 18 Legions [each lead by an Archon], each of a hundred thousand men. Only eight Legions are ever active at once, unless it is in a time of war. The army is divided into two wings - Army and Navy, although each one is present in each Legion.

The standard Legion is divided into a hundred Companies of a thousand, lead by a Strategos or an Admiral, and each Company is divided into twenty Divisions of fifty, each lead by a Knight of the Fleece. Each Division contains one Champlain and four medics.

Most Legions are comprised of
  • 50 Infantry Companies (50,000 men)
  • 20 Cavalry Companies (20,000 men)
  • 20 Navy Companies (20,000 men on 132 combat ships, and 146 support and landing craft)
  • 8 HS Companies (5 Ships each)
  • 7 T Companies (6 Com ships, 3 Non-Com)
  • 5 L Companies (10 Com ships, 25 Non-Com)
  • 5 Irregular forces (2,000 combat men, 3,000 non-combat Engineers)
  • 5 Air Companies (500 planes)
Each Infantry Company contains
  • 15 Light Infantry Divisions,
  • 5 Artillery Divisions,
Each Infantry Division has
  • 30 men armed with a Springfield 1903 Rifle
  • 10 men armed with Lewis Gun
  • 5 men armed with a 60mm Trench Mortar
  • 5 Non-Coms (1 Chaplain, 3 medics, 1 Camp Boy)

All have a Smith & Wesson 1917 as a sidearm

Each Cavalry Company consists of
  • 10 Dragoon Divisions,
  • 5 Lancer Divisions,
  • 5 Non-combat divisions for the care and feed of horses,
Each Naval
  • HS-Company contains:
    • 1 Dreadnought class Battleship (700 men) [1],
    • 4 DD-1 Destroyers (75 men each)[2],
  • T-company contains:
    • 6 DD-1 Destroyers
    • 3 Port-Port Transports
  • L-Company
    • 5 Standard DD-1 Destroyers
    • 5 Modified DD-1 Destroyers (Artillery cannons)
    • 25 Landing Craft
Each Irregular Company contains
  • 12 Divisions of Engineers,
  • 4 Imperial Guard Divisions,
  • 4 Special Ops Divisions,

Each Air Company contains one hundred aeroplanes; the remaining men are either engineers to build battlefield aerodromes or men to keep the planes ready for combat.

Each Air Company contains
  • 50 Albatross Fighters (D-type),
  • 20 Sopwith Cuckoos or 20 Sopwith 1½ Strutters, depending on where Company is stationed ,
  • 20 Albatross Bombers (C-type),
  • Ten larger aircraft for ferrying equipment and troops,
