Government of Ileou

Government: Semi-Constitutional Imperium

Head of State: Emperor Flaithri Finchard
Method of Appointment: Candidate by bloodline. Appointed by predecessor.
Responsibilities: Handles Important Decisions and/or day to day affairs. Can supersede Legislative decisions that do not have at least 2/3’s support.

Proxy Head of State: Crown Prince Phinehas Finchard
Method of Appointment: Chosen by incumbent Emperor, must be of blood relation. Most distant relation can be 3rd cousin.
Responsibilities: Rules in place of Emperor if sick or away. Upon Emperor’s death, Crown Prince is crowned Emperor of the Ileousan Empire. Provided he/she has proper training and the commendation of at least two senior officers, Crown Prince can serve on General Staff. Crown Prince Phinehas is the current Chief of Staff.


Four Branches of Government

Executive: Premier, Cabinet, President of Popular Senate
Legislative: Popular Senate, Dominoin Legislatures
Judicial: Imperial Court, Emperor and Crown Prince may serve as Judges if requested by any of the four branches or both parties involved in trial/lawsuit. Consists of 13 Justices. (Note: If either one serves, they both must serve so as to prevent a tie vote.)


History of Ileou

Settling, Stirrings of Independence

In the 1640’s the Finchard family was on the few Noble families to travel northward from the more developed nations. This land was barely colonized when they settled down in what is presently Port Retrea. Along with other noble families, the Finchards helped create an oligarchy that ruled the region, despite formal foreign rule.
It took quite some time, nearly 150 years, before the thought of independence ever took root. When it did, it was the Eastern Dominion that lifted the banner. Thinkers from noble families were among the leading denouncers of imperialist rule. Thomas Finchard, though a leading man was not the true leader of the thinker movement. It was Isabella Frementia that inspired nearly every adult in the Eastern Dominion.

Ileousan Revolution

Much to her dismay, her wishes for a peaceful movement were shadowed by the entrance of the Northwestern Dominion into the independence pact. Windsor Gray, a high ranking noble and apt general, was the leader of the more violent calls. While Colonial nobles and leading thinkers met, Gray moved southward with Eastern and Northwestern militia. Much like the American Revolution, the loyalists were well entrenched in the plantation society of the Southern Dominion. Regardless, Fort Gree was their target as were neighboring plantations owned by Loyalists.
It was fast and gruesome. Muskets and swords in hand, militia men stormed the battlements while most of the Colonials slept. No prisoners were taken. Gray laughed as the females were passed around the ranks and victimized. Their actions were repeated time and again to the properties and women of Loyalist plantation owners.
Their march east was devastating to the Loyalists. Many were hung from trees and their bodies cut into pieces. By the time the force made it to Port Retrea, the capital of the resistance, the casualties were estimated by the thousands. No children would be born of the men’s actions as the victimized women were executed after the men were bored with them.
Gray felt himself a hero, as did his Northwestern men. The nobles and thinkers in Retrea thought otherwise. Using the loyalty of the Eastern Militias, General Gray was arrested and after a quick and speedy trial he was acquitted and sent to fight in the north where he would do less harm to the young nation’s relations with its southern citizens.
Letters of peace were sent over seas but the Monarch overseas rejected them and sent more men. It was thankful that the trip to Ileou took so much time. The Eastern leaders managed to discipline the Northwestern men and plan a proper defense by the time Colonial forces marched in from the southern border.
It was Thomas Finchard that led the defense. Time and again he was defeated but from apparently no where he would reappear with thousands of new, fresh militia regiments and appear on the Royalist flank, attacking them with a fervor that the Royalists could not match. The combat never got near the Northwestern Dominion though Port Retrea was burned in June of 1792. The Revolutionary Legislature moved North to the City of Norde, present day Frementia Imperia.

Treaty of Valuus

The war was short, lasting but two and a half years, January 1791 to May 1793. The Treaty of Valuus was signed on October 29th, 1794 and the free nation of Ileou was born. It didn’t take long, only a month before Ileou had it’s first Government. The Revolutionary Legislature elected Isabella Frementia Empress. Her husband was named Crown Prince, as there could only be one Imperial Power.

Self Rule

Her rule was somewhat short, only a four year reign before pneumonia took her away. Her husband, Theodore Frementia, served much longer as he was Emperor for a lengthy twenty-seven years. Under him, the Consitution was ratified by the three Dominions and the Nationalism for the Empire took shape. Before a year passed after his death in 1825, the city of Norde was renamed Frementia Imperia after its first two Imperial rulers.
On the ground of Fort Gree, Fort Dynastic was erected. This battlements, office buildings, and classrooms grew together as the fort served the home for both the War Department and the Military Academy.
Ileou had caused a bit of a scene in the late 18th century but since it’s independence little has happened to affect other nations. Liberalism has become it’s main agenda as slavery was abolished not long after Emperor Theodore passed away. His nephew, Theodore II led the bill through the senate and smacked down opposition and filibusters with Imperial authority. Liberalism remained the agenda throughout the 19t, 20th, and now the 21st Century. While only a few brief conflicts had mobilized the military, the otherwise Liberal nation maintains a highly disciplined Army that can sent multiple divisions anywhere in the country within a day.
It didn’t take too long before the Frementia Dynasty gave way to the Gray Dynasty. These Nobles were relatives of General Windsor Gray but far more moderate. Their last Emperor served until 1944 when he passed away and the Finchard Dynasty began.
In the 1930’s a secessionist movement spread through the Southern Dominion. Minorities in the provinces worked the massive plantations and were often paid below minimum wage. They had attempted to unionize and they were cast down. The nobles and plantations began taking rights away from these minorities through the Southern Provincial Senate. It seemed likely that the representatives would vote to secede unless the Empire took a step.

Secession Scare

To the surprise of even the Emperor, Crown Prince Randolf Finchard stormed the Legislature with a company of Infantry. For several months he suspended the Southern Provincial Senate and the General Staff took control. Reform was instant. The plantations were smacked down and the minorities were given government funds to compensate back pay. To reimburse the Empire, the General Staff instituted a much higher tax on plantation owners.

Ileousan Union War

The South maintained a grudge against the Finchard Dynasty and the Ileousan General staff up into the early 21st Century. With no warning, the South rose up and sparked the Ileousan Union War. It lasted several months, with much foreign intervention. For most of the conflict, Ileou was fighting againstt he Southern Dominion and her foreign allies. Though after the Battle of Nordeou, the Southerners committed war crimes and brought the wrath of the more modern foreign powers. It didn't take much longer after that until Ileou crushed the rebellion and executed it's leader, Jim Green.

Military Modernization

Following the Union War, Ileou hired a regional power, Corzia, to modernize the Ileousan military in preparation for another conflict.


Dominions of the Empire

While the Empire is generally divided into the East, South, and Northwest; each of these dominions are confederations of many smaller provinces. The three dominions are drawn according to where each individual province sends its delegates, as each large dominion seats one legislature.

Eastern Dominion

The Eastern Dominion, is the most liberal of the three dominions and is the most philosophical. The Ileou Revolution had many of its leaders hailing from the East. Of the three dynasties that have held the Imperial Crown, two hailed from the East. The Gray Dynasty, from the Northwest. The Northwest may have the most in the means of population but it is unavoidable that the Eastern Dominion has a controlling stake in the Popular Senate. Of the three major political parties, all of them have their leadership almost all coming from the Eastern Province. The leaders, being the leaders of the party, control most of their parties’ votes. Whether a Whig, a Liberal, or a Constitutional hails from the other two dominions, the Eastern politicians remain in control of those votes. The arts, philosophy, and even the most apt politicians of the Empire typically hail from this Dominion. The South looks on this Dominion with more spite than it does with the Northwest and the Northwest is resentful of the prosperity of the East compared to them who are constantly in civil unrest between the Unions and the Capitalists.


Northwestern Dominion

When the Industrial Revolution hit Ileou, it was the Northwest that seized the moment. A mountainous region, the Northwest quickly put the mountains to use with mine after mine after mine. In the north, a tiny farming community became the largest city in the empire by 1820. Lodom’s citizens hired themselves out to haul raw materials the last stretch of the way to the coast where it’d be shipped. But as the 18th Century dawned into the 19th Century, Lodom’s urban sprawl nearly reached the sea and the city became a destination itself. Once part of a larger province, in 1879, Lodom voted to secede from that province to become a province in and of itself. To the south, Leitreou city was growing as well. It had been the seat of the Dominion Legislature for as long as the Dominions had been established which was before the Ileou Revolution. The government center of the Province as well as the central road from the South, Leitreou city overtook Lodom as largest in the empire by 1860 Much richer than the Southern Dominion but not as prosperous as the East, the Northwest is a dominion with more strife than either of the others. The Union strikes that plague the nation nearly all take place in this Dominion. While a handful of tycoons control much of the Dominion, the Communist Party has control of the Dominion Legislature. Despite the “incorruptible” Anthony Gerio (Communist) as Chief of the Legislature, many of the representatives are bribed by the tycoons. The Communist Party and the Workers party together share a controlling majority in the Legislature but payoffs and private donations, despite Imperial laws, prevent much change in the region and the Union strikes continue. The “province” around Ft. Gray is not represented in the Dominion Legislature by an elected official. That “province” is in fact a Military District under jurisdiction of Ft. Gray. While several forts exist throughout the Empire, only two forts hold enough importance not to be represented by civilians. Ft. Gray is represented by a Colonel Major


Southern Dominion

The Southern Dominion, though poorest of the Dominions, has the wealthiest citizens. While plantations in most other countries have died out, they remain constant here. The old families who owned the plantations have since incorporated into Plantation Corporations. Minorities are used to field the plantations for the most part and thanks to very liberal Emperors, they are given as many rights as any white man. The Dominion has three super provinces. These provinces are each centered around a township where most plantations stem from. The townships aren’t as populated as cities in the northwest but hold a much higher esteem here. Life revolves around the gossip circulated in the township and in the face of the telephone and the Internet, township lifestyle carries on. Fort Dynastic, like Fort Gray, is a military district. It is the largest bastion of liberal policies in the region and the most densely packed with minorities. Militias are not allowed to train or set foot in Ft. Dynastic in formation or on troop transport. In the Southern Dominion Legislature, Ft. Dynastic is represented by a Commandant. Since the Ileousan Union War, the Southern Dominion Party has been severely censored and the Whig, Liberal, and Consitution parties handed many seats in the Southern Legislature.

The Military of Ileou

In the aftermath of the Union War, the Allied States of Corzia was hired to compltely modernize the militias and armies that make up the Ileousan Armed Forces. What was once a rag-tag group of conscripts equiped with Soviet equipment that was past its prime in 1973, the new forces are largely based off of the armed forces of close ally, the Free Land of Natesi.

The IAF uses many Corzian weapons with some systems provided by Kreigzimmer, the Confederacy of Katkiller 5 and a few US designs. Battlesuits are issued to every soldier, though a more economical design, the BDU-23 Ashigaru was chosen over more expensive designs such as the BDU-64 'Samson'.

The forces are not designed to invade foregin powers, but instead to hold their own in the case of internal conflicts or outside agression. The IAF is not completly isolated though, as it has the ability to send peacekeepers vast distances and mount invasions against any neighboring countries.

The forces are still in the process of reformation and most protection is handled by the United Armed Forces of the Allied States of Corzia (UAFASC, or more commonly, the UAF) from its base in the north of Ileou, Aspis Military Base.

Ileousan Dynasties

3 Dynasties have ruled the Empire of Ileou.

The Frementia Dynasty, (1794-1853). In the beginning, there was the Frementia Dynasty. This Dynasty consisted of the first three Rulers, Empress Isabella the Maternal; Theodore I and Theodore II. Picking up after the Frementia Dynasty was the Gray Dynasty.

The Gray Dynasty, (1853-1944). Inheriting the throne when Emperor Theodore II passed away, the Gray Dynasty was ushered in with Emperor Stafford. Stafford was the first of five Emperors of the Gray House, ending with Emperor Leonato.

The Finchard Dynasty, (1944-present). In 1944, the longest lasting and current dynasty took over. Emperor Randolf I took the reigns of the Empire, following the death of Leonato.
