Isla Pena is the former delegate of Cuba, succeeding Sandbern in that position after he had to leave. Isla Pena won the delegate election against Muerto en Llegada by 2:1 votes.
Sanbern left Cuba in a stronger position than it had been at the start of 2004, gaining membership of the Globabl Revolutionary Dominion (GRD) in June. In August the GRD dissolved and left Cuba once again open to numerous and continual invasion.
The RLA had contacted Sandbern on several occasions about possible Cuban membership, but the offer was never accepted. Through the TPC embassy, IP approached the RLA for membership in the hope that Cuba would be stabilised and allow for a government to be established.
The first invasion was the result of the UN glitch on 2004-09-26 and since then, IP survived 3 more invasions as delegate - each one symbolised on the flag.
On 2004-12-01, Isla Pena announced an imminent drop in activity due to RL constraints. The delegacy was passed to La Tropicana with the intention of elections in the new year.
