I. The Council Federation of Kaspelvania (Das Konzil Forderation fur Kaspelvania
The Council Federation of Kaspelvania is a federation of Community soviets - or councils that are united by the Council Consitution o f Kaspelvania and a General Confederation of the Councils (GKK/GC C) a organ that is made up of re-callable mandated delegates that are sent from every part of the federation and are responsible for the coordination and cooperation of the community councils and the people's collectives in national issues - whatever they decide is sent to their individual community soviets (councils) and people's collectives. Then the decisions would be certified by the various communities through consensus - or real communist direct democracy.
