History

Kirakenian history is usually split into five periods: The Three Kingdoms (1228 - 1742), The First Republic (1742 - 1855), The First Federation (1855 - 1929), The Second Federation (1929 - 1956), and The Second Republic (1956 - present.)

The Three Kingdoms

In this period, most of what is called Kiraken today was divided into three feudal kingdoms, Lorunda, Kaltura, and Cerisa. The Kingdom of Lorunda was founded in 1228 and lasted until 1855. A constitutional monarchy was established in 1728. Most of the present day provinces of Athyr and Rynonia were part of Lorunda, athough the population was concentrated in the coastal areas. The Kingdom of Kaltura was established in 1294 and lasted until 1742. Centered on Lake Kaltura, most of the present day provinces of Cylius and Nalin were part of Kaltura. The Kingdom of Cerisa was founded in 1347 and lasted until 1855. Cerisa established a constitutional monarchy in 1784. It was comprised of parts of present day Omuna, Runga, and Qianla, specifically, the parts along the Ceris River and around Lake Polosh.

The First Republic

While both the Kingdoms of Lorunda and Cerisa persisted as constitional monarchies until 1855, the residents of Kaltura, after revolting against their king, bypassed that step. Kaltura joined with their neighbors to the south, a small group of sparsely populated communities known as Onocia, to create the Republic of Kaltura-Onocia, founded in 1742. With the addition of the Onocian territory, Kalturan-Onocian lands included most present day Cylius, Nalin, and Emosy provinces.

The First Federation

In 1855, the former kingdoms of Lorunda and Cerisa united in a loose alliance known as the Federation of Lorunda-Cerisa. Their combined land included the present day provinces of Omuna, Runga, Qianla, Rynonia, and Athyr. By this time, Lorunda-Cerisa was on generally good terms with their northern neighbors, Kaltura-Onocia, and had established formal diplomatic relations with them. Both the Republic and the Federation lasted until 1929.

The Second Federation

The Republic of Kaltura-Onocia and the Federation of Lorunda-Cerisa united in 1929 to form the Federated Union of Kiraken. The Republic and the Federation were largely independant of each other, though some of the government was centralized. Their combined territory included present day Omuna, Cylius, Nalin, Runga, Emosy, Athyr, Qianla, and Athyr provinces, or, in other words, the territory of the present day People's Republic of Kiraken. In many ways, the Federated Union paved the way for the current People's Republic.

The Second Republic

The People's Republic of Kiraken was established in 1956. The goverment of the People's Republic was much more centralized than that of its predecessor. The People's Republic introduced a more socialist government to Kiraken.

Government

Kiraken uses a modified parlimentary system with some elements of the presidential system.

The current leaders of Kiraken are Premier Ashina Zhien, head of government, and President Neret Naluk, head of state. Zhien was elected on 2 December 2002; Naluk was appointed on 12 January 2003.

Elections

The Premier and Vice Premier, as well as Parliament members, are elected in a general election on the first Monday in December every 5 years. The last election was on 2 December 2002.

The members of Parliament are elected with a proportional representation voting system; the Premier and Vice-Premier are elected with an approval voting system

The President, Vice President, and Council of Ministers members are chosen by the Parliament the January following the election. If Parliament cannot reach an agreement on one or more of the posts by 7 February, the Premier will select a provisional appointee for that year. He/she will occupy that position until the following January when the Parliament decides to either renew the provisional appointee for a full term, in which case he/she will stay in the position for the remainder of the term, or select a new person to fill the position until the next election.

Parliament

Kiraken has a bicameral Parliament. The upper house, the Senate, consists of 120 members, or 15 Senators from each of the eight provinces. The lower house, the House of Representatives, currently consists of 612 members. Each province is allotted 1 Representative for every 800,000 residents.

Premier

The Premier is head of government and a member of Parliament. He/she is elected with the Vice Premier.

President

The President is head of state. Both the President and Vice President are appointed by Parliament (or the Premier, in certain circumstances.) The President's role is largely ceremonial, though he/she does retain some minor powers and duties, such as some appointments.

Council of Ministers

The powers and duties of Kiraken's Council of Ministers are somewhere between that of the Westminster system and that of the presidential system. The Council has no collective legislative influence, they serve primarily in an advisory capacity.

The Council of Ministers currently consists of 11 Ministers, each representing one of the following departments: Conservation, Defense, Education, Finance and Commerce, Health, Law and Order, Public Relations and Administration, Public Transport, Religion and Spirituality, Safety, Social Welfare and Equality.

Geography

Kiraken is bordered on the north and northeast by the Cheven River, on the east and southeast by the Lukau Bay and the Kosaku Sea, on the south and southwest by the nation of Morureki-Akara, and on the west and northwest by the Rayas Mountains.

Two main rivers run through Kiraken, the Onocia and the Ceris. The longer of the two is the Onocia, which begins in the Rayas Mountains of north Kiraken. The Onocia River runs through the Cylius and Qianla provinces and forms the eastern borders of Omuna and Runga provinces and the western borders of Nalin and Emosy provinces. It terminates in the Kosaku Sea in south Kiraken. The Ceris River also begins in the Rayas mountain range and flows through Omuna and Runga provinces before ending in Lake Polosh. The two largest lakes in Kiraken are the previously mentioned Lake Polosh, located in Runga province in western Kiraken, and Lake Kaltura located in Nalin province in northeastern Kiraken.

Provinces

Kiraken is comprised of eight provinces: Cylius, Omuna, Nalin, Runga, Emosy, Athyr, Qianla, and Rynonia.

Cylius is the northernmost province of Kiraken. It borders the Rayas mountain range. Its capital and most populous city is Vorotia. It borders Nalin Province to the south and southeast and Omuna Province to the southwest. The Onocia River begins in the mountains to the north and runs through Cylius, forming part of its southern border. Cylius has a population of 20.1 million.

Omuna is located in the northwest of Kiraken, just southwest of Cylius. It also borders the Rayas Mountains. The Ceris River starts in those mountains and runs through Omuna. Omuna borders Cylius to the northeast, Nalin and Emosy to the east, and Runga to the south. Its largest city is Miaren; its capital is Lorshi. Omuna is the third most populous province, with 80.1 million residents.

Nalin is located south of Cylius and east of Omuna. Its northeastern border is formed by the Cheven River, which marks Kiraken's eastern border. To Nalin's south is Emosy. Athyr borders Nalin on the southwest. Nalin's largest city and capital is Lebau. Nalin has a population of 47.6 million.

Runga is south of Omuna and north of Qianla. Emosy borders it to the east. The Ceris River terminates in Lake Polosh in southeast Runga. Its capital and most populous city is Rynton. 59.7 million people reside in Runga.

Emosy is located in the heart of Kiraken and is completely surrounded by the other provinces. It is bordered by Nalin to the north, Athyr and Rynonia to the east, Qianla to the south, and Omuna and Runga to the west. Emosy's largest city and capital is Cherayum. Emosy has a population of 24.3 million.

Athyr province borders the Kosaku Sea to the east and Rynonia to the south. Emosy is to its west and Nalin is to its north. Athyr's provincial capital is Molol. Kiraken's capital, Lorunda City, is located in Athyr, and it is the province's most populous city. The overall population is 76.2 million.

Qianla is Kiraken's biggest and second most populous province. Runga is north of Qianla and Rynonia is northeast. To the southeast of Qianla is the Kosaku Sea. Its largest city is Onali and its capital is Suobaon. Qianla has a population of 89.8 million.

Rynonia is Kiraken's most populous province, with 94.2 million residents. Athyr borders it to the north, Emosy to the northwest, and Qianla to the southwest. The Kosaku Sea forms Rynonia's eastern and southeastern borders. Its capital is Kelra and its most populous city is Oissu.

Cities

Lorunda City, Athyr is Kiraken's national capital. It is also the 4th most populous city in Kiraken.

Language

Kiraken has two official languages, English and Lorundan Kirakenese.

Kirakenese has three main dialects, Lorundan, Cerian, and Onocian. Lorundan, the most widely spoken, is spoken in the eastern half of Qianla province, Rynonia and Athyr provinces, and the eastern and southeastern protions of Emosy and Nalin provinces. Cerian is spoken in Runga province, most of Omuna province, and the western half of Qianla province. Onocian is spoken in Cylius province, most of Nalin and Emosy provinces, and the northeastern portion of Omuna province.

English is the predominant language used in government and business, and virtually all Kirakenians are fluent in it.

Kirakenian students are required to learn Lorundan Kirakenese, English, and a third language of their choice. Chinese, Japanese, French, Greek, and Russian are the most popular choices.
