History

The Republic of Koryan arose out of the collapse of the Sultanate of Al Bahrain. The sultanate fell into anarchy in September 2006 following a serious of misfortunes. Koryan started as two separate entities – the province of Kuwait, which was a battleground between Islamists and the Army/Air Force, and the province of Qatar, which was a battleground between Anarchists and the Navy/Marines. Kuwaiti forces were lead by Lt. General Shakti after he killed his superior officer and assumed control of all armed forces in the province. In Qatar, “peacekeeping forces” (which was actually just a combination of police, former soldiers, and armed volunteers) were lead by Admiral Qusay onboard the ABNS Fahd. With foreign assistance, Admiral Qusay and his forces achieved full control of Qatar and then assisted Kuwaiti forces in securing their province. With the end of revolution, a republic was formed but with heavy military influence.

In October, the Empire of Safehaven in India fell into anarchy. Seeing the similarities to Al Bahrain's demise, the Koryan people weren't about to watch India fall into ruins. Koryan forces invaded the Karnataka, which was under Safehaven military control, and supported democratic forces in Tamil Nadu. In the end, both provinces came under control of Koryan forces and an Agreement of Union was signed by the leaders of both provinces and the republic.

Demographics

Administrative Divisions

Arabian Region - Kuwait, Qatar Indian Region - Karnataka, Tamil Nadu

Religion

Koryan is made up of a mix of religions, with the majorities being Islam and Hinduism. In the last census, 38% of the country claimed Islam as their religion, 41% claimed Hinduism, and a combination of Atheism, Christianity, and Buddhism made up the other 21%. The fastest growing religion is ironically Atheism, growing at an estimated rate of 2% a year. The Buddhism and Hinduism are also growing in popularity. The Bureau of Demographics believes this is due to citizens that lived and worked in India and East Asia, were converted, and then returned to Koryan. There is no national religion and the government does not support religions, although there is an Islamist political minority.

Education

Education is very important in Koryan due to the scarcity of employment. Federal laws require a city-funded university in all cities with a population over 500,000 and a minimum of one elementary, middle, and high school for every 250,000 residents. Free education and free lunches are provided throughout Grades 1 through 10 (High School ends at 10th Grade) and 2-year federal scholarships are provided to students who do well in High School and serve at least 1 year in the National Military. Most High School students take advantage of this by performing basic training during summer break and then serving their senior year in the reserves. Teacher-led prayer is prohibited in public schools, although students are allowed to pray in between classes in special rooms.

Government

The Koryan Government is loosely based on the Roman model of a Republic. The federal government's powers are greatly constrained and the National Constitution is the supreme law of the land. According to the constitution's preamble, it is the duty of provincial and local governments to safeguard the rights and property of it's citizens. The Koryan Government is divided into three branches to create a system of checks and balances.

The Koryan Senate

Current Seats (8)
4 - Liberal Democratic Party
2 - Nationalist Conservative Party
1 - People's Labor Party
1 - Independent Runner

The Koryan Senate is the stronger of the two chambers of the Koryan Legislative Branch. In the Senate, each province is equally represented by two Senators elected through bi-yearly elections. Senators can also be removed prematurely from office through a province referendum. In case of this, an emergency election is held in that province and the newly elected Senator is allowed to continue the former’s term. Each Senator can serve a maximum of five terms in office but cannot run again if they are ejected by a referendum. The Koryan Senate meets once a week and can convene in any province’s capital, although they usually assemble in the national capital of Doha. They can also hold emergency meetings in any location as long as at least ¾’s of the Senators are present. The Senate has the ability to veto almost action by the Consuls or People’s Assembly, excluding tax laws and treasury budgets.

The People’s Assembly

Current Seats (60)

The People’s Assembly is the weaker, although larger is number, of the two chambers of the Legislative Branch. With each Representative representing four million people, this house is sometimes considered the more democratic of the two houses although it favors the more populous Indian provinces. The People’s Assembly has the ability to create and remove laws just as the Senate as well as the ability to veto the actions of the Consuls, although the Senate can, in turn, veto any actions of the People’s Assembly. The real power of the People’s Assembly comes in their sole ability to control taxes and distribute treasury funds. Each Representative has a 4 year term with half of the Assembly elected every bi-yearly election. Unlike Senators, there is no limit on the number of terms as Representative can serve. The People’s Assembly meets once every two weeks and can meet in any province’s capital, although they usually chose the national capital. Unlike the Senate, only 80% of the Representatives must be present.

Regional Consuls

Current Consuls
Arabian Consul – General Shakti
Indian Consul – Admiral Qusay

Consuls are elected once a year by each region. These Consuls represent not only the interests of the entire region, but have control over the nation’s military and intelligence agency. In addition, they must deliver monthly speeches explaining the actions of the Senate and People’s Assembly and address any current issues such as natural disasters or protests. Due to their control over the military, the Constitution placed a number of power checks on the Consul position, including the ability of one Consul to veto the actions of another and both the Senate and People’s Assembly’s abilities to veto the actions of the Consuls. The Consuls lack any control over their budget or the province militias, further restricting their military power. There are numerous qualifications a citizen must have before running for this office, including at least five years of military service and at least one term in either the Senate or the People’s Assembly.

Military

Due to the nation's small land area and high population density, any invasion must be stopped as quickly as possible to avoid mass devastation. This has prompted the government to take a very pro-military stance and spends a considerable portion of the federal budget to ensure some of the best training and equipment in the world.

Nuclear Program

Koryan currently does not possess a nuclear program that the media and international community is aware of. Nuclear generators are used to power military vessels and plans have been announced to build nuclear power plants, although construction has yet to begin due to the lack of a stable trade partner with uranium exports.

Economy

Natural Resources

Over it's short lifespan, Koryan has had a capitalist economy in which the government is only allowed to intervene in "situations considered threatening the nation's well-being". With steady GDP growth and large amounts of natural resources within all of it's provinces, Koryan has maintained a stable economy since it's birth and low unemployment rates.

However, Koryan's uncontrolled market economy has already begun to show it's dark side. Personal wealth inequality is growing at alarming rates as is provincial equality, with Qatar and Karnataka's economies and populations growing over twice as fast as the Tamil Republic's and nearly three times as fast as Kuwait's. In addition, quickly growing cities and industrial sectors are threatening the delicate agricultural sector of the nation.
