History of Unification and Organization

United together following the Pronouncement of Sovereignty Accord from the North Pacific Region on May 1st in the first year, the Allied States of Kuczerica was founded on the principle of greater freedoms and autonomy for citizens north and east of the Great Sea, Ontario, as well as the formalized alliance of the Common Trading Consociation Partnership. The original allied states to form Kuczerica included the Province of St. Paul, the Province of Cornwall, the Province of Welland and Silesia Province.

Paul Stephen of the Province of Welland was granted the transitional title of plenipotentiary in the first year of the Allied States of Kuczerica as transitional processes continued to occur between the new nation and the North Pacific Region between the first and tenth years of existence. Paul Stephen had previously acted as Ambassador Envoy of Ministry, East Division, for the North Pacific Region.

Between the first and tenth years under the guidance of Paul Stephen, governmental departments were organized in the capital city of St. Paul. Many political parties began forming to run in the first national elections which were to be held in the tenth year. During these years, three major political parties were formed: the progressive-based Federation Party, the conservative-based BlueFront Party and the reactionary-based Kingstonian Party.

During this period, the Allied State of William Province was united with the Allied States of Kuczerica in the sixth year following its partition from the Republic of Cornwall subsequent to the Autarchy Referendum held in the 5th year.

The Allied States of The Province of Kingsland, St. Joan Province, Western Niagara and Laurier Isle also united with Kuczerica in the 9th year following the dissolution of the Federated Nation of Southern Niagara earlier that year. These four allied states voted through a referendum to join the Allied States of Kuczerica, although Eastern Niagara voted to form its own nation, using the former 'Federated Nation of Southern Niagara' as the new nation's formal political title.

Early in the 13th year, the Dissociation Referendum was launched on behalf of the governing Federation Party led by Governor Paul Frost. The purpose of the referendum was to propose a division of the 9 provinces and create in their place 72 smaller, localized Federates. The overwhelming support in favour of the Dissociation Referendum by a total of 78% of the vote led to divisional proceedings within the nine provinces during the 14th year. Dissolution of the Allied States and existence of the Federates came into being on January 1st, 15.

The Allied States of Kuczerica were renamed the Federation of Kuczerica after the dissolvement of the Allied States in the year 15.


Government

The first federal-level elections took place in the early part of the 10th year with Paul Frost of the Federation Party being elected as first Governor of the Allied States of Kuczerica. Government services are centralized in the capital city of St. Paul which borders on the Federates of St. Paul and Cornwall West.

The federal government of Kuczerica is made up of three separate levels of government supervision. Justice, Federated Sitting and Federal Sitting. Justice (South House) is made up of 72 elected high-court judges (one from each Federate) who deal with matters of law and guided by the 'Curia Regis' (the judge elected with the most number of votes from their constituents). The 144-member Federated Sitting (West House) is elected based on party representation and deals with matters of the national ministries and is run by the elected Governor. The 72-member Federal Sitting (East House) is elected based on number of votes received to a political party and deal with Federal matters as well as being responsible for sending representatives to each of the Federal ministry meetings for their respective areas of expertise. The Federal Sitting is managed by the annual rotational position of Premier who is elected by their peers within Federal Sitting.

Kuczerica is a founding member of the Region of Kingston which came into being immediately following the creation of the Allied States of Kuczerica. There are currently five nations within the Region of Kingston. The purpose of the Region is to enforce trade tariffs on nations surrounding Kingston, to unify the locality of the lands north of the Ontario Sea and to provide a military alliance for strategic defence. The current consuls to Kingston Regional Directorate include Emissary Paul Frost, Emissary (Gov.) Stephen English, Emissary James Thorold and Emissary (Dr.) Leon Colborne. Until the 12th year, the Region of Kingston was under full administration of the Allied States of Kuczerica. There are now 54 elected consuls directing Regional Government, four being elected from each of the eleven nations.

Federated governments within Kuczerica are responsible for local infrastructure, education and health under the guidance of the Federal Government of the Allied States of Kuczerica.

Military, immigration and social services excluding health and education are currently administered under guidance of the government of Kuczerica. Taxes are currently the responsibility of each of the three levels of government.

The Federation of Kuczerica are a current member of the United Nations.

Military

Kuczerica's Defense is governed by the Ministry of Federation Defense and contains over 1,200,000 regular servicemen and women as well as another 345,000 reservists. It is divided into three military services: the Landguard, Seadefense and Airguard. Each service has one Marshal who reports to the Minister of Federation Defense. The rank of command is similar within each service, being that under each Marshal is one General, three Commodores and fifteen Brigadiers.


Industry and Commerce

The major industry of Kuczerica is the automobile manufacturing industry where four of Kingston's five major vehicle corporations have manufacturing plants. The Brawn Motor Corporation has its main offices located in Silesia City on the southern coast of Kuczerica. Other major industries in Kuczerica include computer manufacturing and distribution, lumber, steel and plastics. Kuczerica's extensive network of hydro electric dams and wind stations provide ample energy to power industries in remote regions of Kuczerica and for selling to of excess power to neighbouring nations.


Banking & Financial Institutions

There are currently four major and twenty-three localized national financial institutions who are licensed through the Ministry of Finance. The four major banking institutions include The Royal Bank of Silesia, Kuczerica National, Federation Bank and Cornwall Provincial. These institutions all have local branches in Kuczerica's major cities with over 100,000 inhabitants. [[1]]


Population & National Census Bureau

The National Census Bureau of Kuczerica or 'NC' was created in the second year to replace the Census of the North Pacific Region. The First National Census occurred in the 3rd year, defining the total population of Kuczerica at 7 million. This has since been followed up by National Census' held every five years. Former national figures were based on previous census information collected by the Census of the North Pacific Region. As of the 15th year of existence, the populace breakdown is currently divided amongst the former allied states which ceased to exist on January 1, Year 15. Population figures are now based on data received from the 72 individual Federates which collect census data on behalf of the Federal government. Kuczerica is currently the most populated of the eleven nations in Kingston, followed closely behind by Swineparrot.


The National Flag

The national flag of Kuczerica called the White Honour was brought into exercise by bill KB0002 in the third year to replace the former East Pacific Regional Flag. It was created by the National Culture Committee with input from hundreds of applicants from throughout Kuczerica. The white background of the flag represents the purity of the nation's existence while the red cross takes into account the Christian heritage of Kuczerica's citizens. The two red maple leafs in the second and third quadrants represent the heritage of the Kingston Region of which Kuczerica belongs. The small red crosses in the first and fourth quadrants represent the strength of Kuczerica's armed forces and citizenary. The gold cross in the middle of the red cross represents the riches of the nation that stretch to all corners of the allied federation, from people to resources. The red 'K' in the middle of the gold cross represents the royal roots of Kuczerica's citizens dating back to the formation of Kingston's royalty.

Kuczerica's National Holidays require all non-essential services to be closed on the particular day. Employers are required by bill KB0001 to pay out 1/4 of an employee's regular daily wage on those days. The following are Kuczerica's National Holidays:

Media Networks

The government oversees the Kuczerica Media Organization (KMO) under the Ministry of Information which in turn provides licensing to all media networks throughout the Federation of Kuczerica. Kuczerica is home to hundreds of local, national and multi-national media corporations, the most promenant among them being Kuczerica Network Corporation (KNC), National Media Network (NMN) and Federal Communications Press (FCP). These companies represent 65% of Kuczerica's national media sources in print, radio, television and internet services.


Sports

The national sport of Kuczerica is Ontario hockey. Kuczerica has two major sports teams in the Skeetshootingolf (SSG) League. The Kuczerica Blackfire and the St. Paul Shock both based in St. Paul have begun their inaugural seasons in 2007. Kuczerica also has its own hockey league, the Kuczerica Hockey Association (KHA) made up of twelve teams from across Kuczerica and one each from North Jerboa, Patershire, Scifi and Daniel.
