Lapalam has a fiercely sponsored national Security Guard.
Due to its open minded voting system and it's founders respectful beliefs, people in Lapalam tend to respect laws.
The Security Guard is a "militar" phalanx with the power to arrest people and fine them for violations to Lapalam laws. Every citizen is equal in Lapalam, so, Security Guard isn't different, guards can be arrested or fined for violations. Everyone can call a guard and point out the violation he/she witnessed or suffered.
Security Guard is a huge presence in everyday life in Lapalam, a good third of the population is involved in national security, guards have their own uniform and an emblem (to wear when off-duty), CSG's have their own emblem and finally judges wear a particular symbol (their emblem could be found on rings, bracelets, necklaces, piercings, tatoos).
It's quite usual to see a person addressing to a Security Guard (friendly called "SGs") and asking if someting happening could be a violation or not. The telephone number for media or commercial violation is 03 and it's 24/7 active. Due to the "strange" economic system, these violations are rare, but still of high importance.
The Security Guard is the only prosecutor in every trial (so that no reprisal, or at least fewer, could take place after the treatment).
The only pistol the Security Guard can use is the GC54 SAPL (12x50) with rub bullets, every abuse is punished with a small treatment.
The working level of every Security Guard is 0, a sum of all good intervention could lead to other levels, after 10 bad intervention or after 3 cumulative year of treatment, the guard is dismissed, assigned to another six months of treatment and cannot be part of the phalanx again.
