The Law Code of Imperial Prussia acts as a constitution for Greater Prussia, primarily concerned with the Imperial succession and the powers of the Emperor.

ARTICLE ONE: GOVERNMENT

Section One: Concerning the Powers of the Crown

  • The Power of the Crown is complete and absolute on all matters concerning the protection and Preservation of the Greater Prussian Empire, its Economy, its heritage, its People, or its laws.
  • The Crown is vested with all temporal Power accredited to the State, and is the obligation of all those possessing the title, or exerting the influence of the Imperial Crown to always be mindful of the wellbeing of the citizens of the Empire, yet never overstep one's bounds and over use one's power.
  • The Emperor as head of State, is also the Supreme Commander of all the Imperial Armies, Navies, Airforces, Special Operations Forces, etc. etc. and his power is to remain unquestioned in these areas. However, it is the responsibilty of a good Emperor to delegate power to others if he is unlearned in these areas to better protect and defend the State, yet still maintain power over the entire structure.
  • The Power of the Crown, when the Emperor is dead, or incapacitated, is to be transferred to the Imperial Arch Chancellor unless the Emperor has already named a successor.
  • The Emperor has the power to appoint and remove any and all officers and tennants of positions within the government, including the posts of the High Command, at will. The authority of none is absolute but that of the Crown.
  • However, it is strongly advised that all Emperors heed the will of thier people, and look within themselves, and pray daily to ensure that the absolute Power conferred in them never becomes a corrupting influence, and they are always able to think with fairness and clarity.

Section Two: Concerning the Qualifications for Emperor

  • Any Emperor of Greater Prussia cannot have gained the throne by ill means, that being intrigue, murder, or other such crimes.
  • Upon the death of the current Emperor, his designated heir, or the Arch Chancellor shall assume powers of the Crown excepting of course, that their candidacy is revoked through violation of the first paragraph, or they are unqualified due to the restrictions of this Section.
  • Should their candidacy be revoked, it is the responsibility of the House of the Imperial Family, currently, the Leipzig-Thompson House, to select the Emperor. If the Imperial Family proves unable to select an Emperor, then the decision shall be passed to a special assembly of the Estates General that shall be given power only to select the Monarch, yet make no other changes.
  • Any Emperor of Greater Prussia must profess the Protestant Christian Faith. He not only must profess it, but must in his daily life demonstrate his practising and true belief in the faith, and attempt to further the faith at every opportunity. No Emperor of Greater Prussia may be or marry a non-Protestant, as the effects of heathen influences are seen all around this fallen world, be they the iron chains of the Vatican imposed on those submitting to her, or the dives of iniquity that are found in other secular forms of government. In order to maintain a pure and righteous Empire for our Children to grow old in, and to prevent the oppression seen in the pre-Reformation days of Reichskamphen, we must Preserve the Protestant Crown.
  • If any Emperor should not meet these qualifications in any regard, all subjects and nations of the Greater Prussian Crown shall be hereby absolved of allegiance to him.
  • These conditions are non-negotiable and non-amendable.

Section Three: Concerning the Estates General

  • The Estates General is an assembly of representatives from all nations of the Greater Prussian Empire. It is a forum where their voices can be heard, no matter how loud or soft, and their concerns brought to the forefront. The Estates General is an advising body to the Crown that possesses no governing powers, but it is my advice to my successors to heed the advice of the Estates General in most manners as it behaves you as a Monarch to listen to the feelings of your people.
  • However, the Emperor at any time for any reason possesses the right to call to order a special Assembly of the Estates General which will be called together from either all nations, or specially appointed nations, to discuss a specific issue or issues. The Emperor can choose to, but is not obligated to, give such an assembly temporary legislative Power.
  • The Emperor also retains the right to disband either temporarily or permanantly the regular Estates General, or any special assembly thereof should its influence prove to be detrimental to the Crown or to the State, or otherwise endangering the well being of the Greater Prussian Empire and her people.

Amendment I

  • There shall be no political parties within the Estates General. Each nation that has a population below 2 billion shall have 1 vote. Each nation that has a population of 2 billion shall have two votes and another vote shall be added for every subsequent billion so that a nation with 5 billion people shall have 5 votes. Each vote is to be cast by a differant delegate. If your nation has more than one vote, you must send the appropriate number of delegates.

ARTICLE TWO: UNENCROCHABLE RIGHTS

Section One: Concerning Tolerance

  • While I here recognise and affirm that Greater Prussia is a Protestant Christian region, it behoves me to also recognise and affirm that the Crown of Greater Prussia supports toleration of all nominally Christian religions.
  • Let it also be said that the Imperial Crown, acting as the Greater Prussian Head of State, at no time, for any reason, has any right to persecute or otherwise infringe upon the rights of any religious or ethnic group simply due ot their beliefs and or ethnicity or pass any law having that effect.
  • Furthermore, if any successor of mine, or any future governing body should change or seek to change this decree, the allegiance of all nations and peoples in Greater Prussia is no longer bound to that Person or body and that Person or Body shall no longer retain any legitimate governing influence.

Section Two: Concerning National Sovereignty

  • The Crown at no time possesses any right to interfere with the internal affairs of any member nation, no matter how serious the situation is, unless it becomes a threat to the Greater Prussian Empire as a whole, or unless asked by nation in concern to intervene.
  • National Sovereignty is respected as a right, and should any Monarch intervene unjustly in the affairs of a member nation, that being without their being a danger to the Empire, or being otherwise asked, the citizens and governments of Greater Prussia are absolved of all allegiance to him.

ARTICLE THREE: IMPERIAL MILITARY FORCES

Section One: Concerning the Imperial Guard

  • The Imperial Guard is the Elite section of the Imperial Army that swears a personal oath of allegiance to the Emperor himself.
  • If any of the Guard be found guilty through military tribunal of breaking such an oath, they are guilty of treason, and sentanced to Death.

Amendment I: Concerning the Guard's Position with Regards to National and Imperial Laws

  • The only law that the Imperial Guard abides by is the word of the Emperor. No national, regional, or any such law shall supersede it. Within the Imperial Guard, the Emperor has established an internal system of control and ordinance and any that break that system and ordinance shall be punished accordingly. This ordinance provides for punishments of theft, wrongful death, rape, and other such capital crimes as well as for procedural matters.
  • No member of the Imperial Guard when they are not in the nation in which they hold citizenship, can be brought to trial under any law other than the Guard's internal law. An Imperial Guardsman can be brought to trial only if the crime he is accused of took place in the country in which he holds citizenship and it was while he was on leave or otherwise not an active member of the Imperial Guard.

Amendment II: Concerning Deployment of the Guard

  • The Imperial Guard may be deployed solely upon the Emperor's sovreign discretion for any time that he sees fit. The Emperor is not bound by necessity to explain his reasons for deploying the Guard either then or in the future to any body or person.

Section Two: Concerning the Imperial Gendarmes

  • The Imperial Gendarmes serve a threefold Purpose: Intelligence Gathering, Crime Control, Crime Prevention.
  • Intelligence Gathering: It is the job of the Imperial Gendarmes in conjunction with whatever organisations may be assisting it to gather intelligence for the Empire on enemies foreign and domestic by any means that they deem necessary.
  • Crime Control: The Gendarmes shall also serve as the Elite Imperial Police. Crimes that cross national borders within the Empire, relate to the Imperial Government, or violate an Imperial Statute shall be investigated by the Imperial Gendarmes with the assistance of whatever organisations it deems necessary. In addition, crimes that the Emperor may himself select, no matter what their nature, can be investigated by the Gendarmes. Any officer of the Gendarmes may arrest any citizen for any reason at any time with the exception of the Emperor and members of the High Command, unless the Emperor gives his personal express consent.
  • Crime Prevention: The Gendarmes are also charged with prevention of crimes by any means necessary and keeping track of, and if necessary, eliminating those who may become a detrimental influence to the Empire.
  • The Gendarmes are at no time obliged to comply with any law structure or to hand any suspect over to anyone at any time for any reason unless the Emperor has given his express order that it should be done. The Gendarmes are, like the Imperial Guard, above any and all law except their internal statues devised by the Emperor and the word of the Emperor himself.

Amendment I:

  • Concerning Jurisdiction and National Sovereignty:
  • The Gendarmes are at no time allowed to take pre-emptive measures against any person or group within the borders of a GPE nation without that nation's government's specific approval.

Amendment II:

  • The right of Habeas Corpus, a God-given right to all of humanity, shall not be denied to a person arrested under Imperial jurisdiction. Should a detained person arrested by the Gendarmes enact this right, which he shall not be in any way denied by the Gendarmes, the Gendarmes have thirty-six hours since the hour of enactment to show evidence for detainment. This right may be suspended on a case-by-case bases by an Imperial Decree of the Emperor, but only of the Emperor.
  • It is also strongly recommended that individual nations within the Greater Prussian Empire grant their subjects and citizens the right of Habeas Corpus.

Section Three: Concerning Just Use of Military Force

  • In order for the Imperial Armies of Greater Prussia to be deployed, there must be a perceived appreciable threat to the well being and safety of the Empire at the time of attack. An Emperor may choose to act pre-emptively upon a threat if necessary, but no Emperor at any time may order a military action without the perceived presence of a Threat.
