General Information

The High Kingdom and Holy Empire of Little India is a massive, safe nation, notable for its compulsory military service. Its compassionate, hard-working population of 1.286 billion have some civil rights, but not too many, enjoy the freedom to spend their money however they like, to a point, and take part in free and open elections, although not too often.

It is difficult to tell where the omnipresent government stops and the rest of society begins, but it juggles the competing demands of Law & Order, Public Transport, and the Environment. The average income tax rate is 87%, and even higher for the wealthy. A robust private sector is dominated by the Information Technology industry.

Major cities shut down as their local sports team takes to the field every day, shanty towns are forming in the suburbs of major cities, graffiti artists spend lengthy periods of time in jail, and there is now a private sector based on doomsday devices (Little India has found 1 easter eggs). Crime -- especially youth-related -- is totally unknown, thanks to the all-pervasive police force and progressive social policies in education and welfare. Little India's national animal is the Pilau, which frolics freely in the nation's many lush forests, and its currency is the Rupee.

History

Ancient History

Founded more than 40,000 years ago, The High Kingdom and Holy Empire of Little India was built to the designs of the Lord Ithilanor, first High King, and Saviour of the Little Indian people.

After living as slaves to the Diboran Visigothic Princes for millennia beyond count, the people now known as the Little Indians looked to an inspiring young immortal Prince: Ithilanor. The scion and last living member of the Noble and Most Ancient House of Vís, Ithilanor pleaded with the Chief Prince of Dibora to free his people from slavery.

Lord Metacé, Sovereign Prince of Dibora, denied Ithilanor the right to lead his people to freedom. The Little Indians were at the time building a new palace for Metacé, along with a Pantheon and a parade ground with giant statues of the thirteen Princes.

Despite the oppression and the refusal of freedom, the people continued to work, but built in secret a fleet of white ships. Chief of these ships was the ship of Ithilanor, with a swan-head prow and a sail woven with silver thread.

The Beginning of Freedom

Again, Ithilanor pleaded with Metacé for freedom, and again it was denied. Ithilanor is reputed to have then cursed Metacé and all of Dibora. Leading the people away in the boats in the middle of the night, Ithilanor and his fleet of a thousand white ships were blown by gentle winds for thousands of miles to the East. After exactly sixty five days at sea, the White Fleet sailed through the Yaranin, the towering cliffs that guarded the entrance into the Great Bay. Ahead was a perfectly flat island, surrounded by a continent, surrounded by sea and encircling cliffs. This island is where the people settled. Eight kingdoms were founded: Veruna, Parrlay, Imrathon, Eleni, Tulpas, Frida, Protea and Noroharn, each with a separate King. Ithilanor was crowned King of Noroharn, and High King of all Little India, as the island was called. The capital city was named Ihayel, the city of Light, and gradually grew to become so large that it was given Principality status, with Ithilanor as Grand Prince and High King over it. Walls were built around Little India also - depsite being a peaceful people, they felt it necessary in order to protect themselves.

After five years of peace, the government was strong, and the treasury was overflowing - not through overtaxation though. However, a fleet of Diboran ships was sent to find the Little Indians and return them to Dibora, and sieze the sovereignty of their lands. A single ship floated through the Yaranin, and landed at the port of Silbréa outside the walls of Little India. A small crew were taken into the city, and the newly built White Tower of Ithilanor, where they were to be judged by the High King and the Council of Kings. Inadequate records have survived to give a full and accurate account of what happened, but the High King was shot dead as he sat in the High Throne. He was succeeded by his only child, Donna , the Crown Princess of Little India and Regent of Noroharn. She became High Queen Donna I in the summer of year V of Little Indian independence.

High Queen Donna ruled, together with her husband, Lord Andaer of Othilia, a mortal Prince blessed with long life, for a mere century, until Andaer died. Grief stricken, she gave the crown into the hands of her only child, Ethamar Nandarniol Ithilanorus, and threw herself from the blacony of the White Tower. Her body smashed against the white marble of the ground three thousand feet below. Ethamar was only eleven.

Since that day, Little India has lived in peace, for over 40,000 years, and High King and Holy Emperor Ethamar rules still.

Over the 40 millennia of Ethamar's rule, many new nations bought their people close to Little India, settling on the surrounding continents. Because of this, the continental group became known as New Italy, and the High King of Little India added "Holy Emperor of the Peoples of the East" to his numerous titles.

Recent Developments

Home Developments

A statement has been released from the Palace today, stating that Donna, the youngest child and only daughter of the High King and Lady Representative of Noroharn, is to be initiated as Crown Princess.

Due to take place in the Pantheon next year, the investiture will include the Princess' ordination as Chief Priestess of the Rolls, making Her the most senior religious figure in the land after the High King.

At 29,653, this position is one that Donna has worked for all of Her life. And it has not been forthcoming. Having sat on the High COuncil of Kings since the age of 119, Her Highness is said to be "overjoyed" at the appointment, and "thrilled" that She can now occupy the Crown Prince's Throne beside Her Father in Council meetings. It is unknown whether Caunidhrenen or Lsfn will sit in Her place as representative for Noroharn.

The investiture will also include a Parade and a festival, and the High King is said to be thinking of making the day a national holiday.

Foreign Affair Developments

Government

Upon the foundaton of Little India, the High King Ithilanor developed a new political system, to allow the nation to be ruled fairly. Three legislative houses were established. From lowest to highest, The House of Representatives, the Senate, and the High Council of Kings.

The House of Representatives

With 900 seats, the House of Representatives is the lowest but largest legislative House in Little India. It is comprised of popularly elected members from each of the separate divisions of the High Kingdom: 100 from each Kingdom (800); 50 from the Grand Duchy of Vís (50); and 50 from the Exalted Princedom of Ihayel (50); equating 900 total members. The head of this body is the Viceroy, who is appointed by the High King upon an election in the House.

The Senate

With 45 seats, the Senate is the second largest and second most powerful House. Like the House of Representatives, it is comprised of popularly elected members from each of the divisions of Little India: 5 from each Kingdom (40); 2 from the Grand Duchy of Vís (2), and 2 from the Exalted Princedom of Ihayel (2). A special seat is also designated for the Sovereign (the High King) or His Represenatative. Legislation passed in the House of Represenatatives must be passed in the Senate before it can pass to the High Council of Kings. The head of this body is the Chancellor, who serves as Head of Government, and, like in the House, is appointed by the Sovereign after a vote within the Senate.

The High Council of Kings

With only 8 seats (plus one for the Sovereign or a Regent), the High Council of Kings is the smallest but most powerful branch of Little Indian legislature. The King or Queen of each Kingdom of Little India sits on the Council, and the Sovereign must also sit. As the King or Queen of Noroharn traditionally holds the title of High King, Grand Duke of Vís and Exalted Prince of Ihayel, the Sovereign's oldest child sits on the council for Noroharn. The Sovereign is sent as the represenatative for Vís and Ihayel. All legislation passed in the Senate must receive a simple majority vote in the Council, but the Sovereign must also agree to the Legislation. If the Sovereign disagrees with the legislation, it must be sent back to the House of Representatives to be altered.

Ihayel

Occupying 6,000,000 square miles at the heart of Little India and with a population of roughly 600 million people, the Exalted Princedom of the White City of Ihayel is effectively a country in it's own right. The first city in the country, and the largest, Ihayel was given Principality status after the first High King, Ithilanor, saw that it was so large that required it's own government. The Exalted Princedom sends fifty representatives to the Little Indian House of Representatives and 2 to the Senate, but has it's own government system. With two legislative houses, the Ihayel government is much smaller than the combined Little Indian legislature.

The Council

The Lower and smaller of the two houses, the Council is comprised of 100 popularly elected inhabitants of the city. The head of this body is known as the Prime Minister.

The Senate

Comprised of appointed hereditary nobles, the Senate has 50 seats, plus an extra seat for the Sovereign, who acts as the City's representative in the Little Indian Council of Kings.

Background Information

Built on a hill, the city has twelve levels, each higher than the last. The entire city is built from white marble, and the buildings get progressively larger as you move up the hill. The largest houses are situated in the eleventh level. The twelfth level houses the White Tower, and the Sovereign Palace, an immense building that combines a Palace for the Sovereign, seven smaller palaces for each of the Seven Kings of Little India, the House of Representatives and the Senate of Little India, the Senate Chamber for New Italy and the Pantheon - officially called the Sacred Pantheon of the Holy Father and Mother.

Economy

The Little Indian treasury is overflowing, and many Little Indians have bank accounts spread over the world in numerous names, containing many thousands of Rupees. The High King and Holy Emperor maintains 306 such accounts - at last count - all holding in excess of LIRup10 billion.

New Italy

As many nations, seeking the freedom and liberty that the Little Indian people had gained, moved to the continents surrounding the island the Little Indians called Home, the government of Little India called for the binding of all the nations on the continent together, to form a region, with a single Government and leader.

These dreams were realised, and the continental forms are now known as the Divine Impeium of New Italy (officially it is called: IVNCTVS GENTICVM AMBROSIVS IMPERIVM NOVVS ITALIÆ [Iunctus Genticum Ambrosius Imperium Novus Italiæ, the United Nations of the Divine Imperium of New Italy])

The legislative body of the region is the Senate, and it's head is the Chancellor, who is appointed by the High King. His deputy is the Viceroy, also appointed by the High King.

With the foundation of the United Nations of the Divine Imperium of New Italy, the style of Holy Emperor of the People of the East was added to the title of the High King.

All nations within New Italy reserve their Sovereign power, but the government of the region as a whole lies in the hands of the regional Senate.


Religion

The Holy Father and the Torithi Scriptures

An ancient religion whose foundation coincided with the declaration of the Little Indian independent state.

After living in thrall to the oppressive Diboran Visigothic Princes for innumerable millennia, the nation now known as Little India declared itself a free High Kingdom under the absolute rule of the High King, Ithilanor. A mystical figure that was the wisest of all the Little Indians, Ithilanor was known to be at least eighteen thousand years old, and was thought to have created the Earth and the stars, and created all life. It is for this reason that he was given the title "Holy Father."

Ithilanor was an immortal. The scion of a noble and most ancient house of Lords, Ithilanor's sires were all killed in the long and turbulent wars that culminated in the Diboran annexation of what is now part of the Othilic Empire.

He had a daughter by his wife, Silína, an immortal Princess, and She inherited the throne when he was assassinated by Diboran raiders that sacked the city of Ihayel five years after independence.

As High Queen, Ithilanor's daughter Donna laid down specific rules for the religion that her people devised with Ithilanor as the Holy Father and absolute deity. These rules are known as the Torithi Scriptures.

Our High King is the son and only child of High Queen Donna, and has ruled since High Queen Donna took her life after a century of rule after her husband, a mortal Prince, died.

From that point on, the High King claimed the Throne atop the White Tower at the centre of Ihayel.

Another great religion in Little India is Wiccan Worship. Many Little Indians, including His Serene Imperial Highness the High King and Holy Emperor, are devout Religionists, but also Worship the God and Goddess, and practice Witchcraft and Sorcery. It is to be noted that these people practise Green Magic, and are White Witches, and do not practise Black Magic or Dark Arts of any kind. Green Magic is in fact a form of magic to enrich the life of onesself and others around you. This religion was transported over from the days when the Little Indian nation was non-existant, and when it's people lived under the oppression of the Diboran Visigothic Princes and the Othilic Emperors. Witchcraft was practised by the Oppressed Lords, the sires of Ithilanor, to make life fairer for their people, and to bring their oppressors to justice.

Many foreign visitors to Little India find Wiccan worship odd, and often intimidating. However, it is perfectly normal to the Little Indians, and is not to be feared.

The Religion (the combined religion of The Holy Father and Wiccan Worship) - known simply thus in Little India - is practised in glorious temples throughout Ihayel. Instantly recognisable from their shimmering windows and golden adornments, the main temple is the Sacred Pantheon of the Holy Father and Mother, which is attached to the Sovereign Palace in Ihayel. The Holy Father is Ithilanor, and the Holy Mother was His Mother, Hecate, also called Goddess, who created Life.

This is simply a brief overview of The Religion, and it is practised by all Little Indians.

Major Industries

Little India's major industry is Information and Communication technology. Produced in fully-automated, underground factories, the major exports are computers and mobile telephones. Living in a high technology society, the Little Indians are at the peak of technological advances, although never using their considerable knowledge for weaponry of any kind.

The Monarchy and it's Position in Society

Whilst many Monarchs are Constitutional and hold little real power, the High King has full authority in Little India. Although he entrusted this power to the House of Representatives and the Senate, he can dissolve both Houses and assume complete and autocratic rule in a national emergency. This power has never been utilised. The High King can also overrule any Senate action, and can veto any legislation.

However, the High King has never assumed the full role of Autocrat of Little India, even though it is -a long abandoned - part of His title. His position is Constitutional in all but name.

The Monarchy in Little India plays a very important role, not only in society and public life, but also in legislative, executive and judicial decisions. The High King sits on and presides over the High Council of Kings, the Highest legislative house in Little India. He sits for Vís and Ihayel, and represents the nation as a whole. Also, the monarch must approve all legislature; all laws bear the sovereign's cypher, signature and seal, and all proclamations are made in the Sovereign's name.

The monarch of each individual Kingdom of Little India plays a significant role in representing the people's views in the Council, and also take part n local festivals and proclamations.

The Sovereign, that is the High King of Little India, is a symbol of unity, and is the symbol of the state, and is symbolic of peace. Through Him, the many diverse peoples that call Little India home are irrevocably bound, and cannot be put asunder.

The Monarchy also features in certain religious ceremonies. The Sovereign Family - that is the High King and His immediate Family - appear at festivals, and at talks and openings, and receive foreign Ambassadors and Ministers, as well as initiating alliances by signing treaties.
