General Information

The Badger Free Forum of Lizaria is a huge, economically powerful nation, notable for its barren, inhospitable landscape. Its hard-nosed, intelligent population of 700-800 million have some civil rights, but not too many, enjoy the freedom to spend their money however they like, to a point, and take part in free and open elections, although not too often.

The medium-sized government juggles the competing demands of Law & Order, Commerce, and Healthcare. The average income tax rate is 17%, but much higher for the wealthy. A powerhouse of a private sector is led by the Arms Manufacturing, Furniture Restoration, and Cheese Exports industries.

Constitution of the Badger Free Forum of Lizaria

Preamble

We, the lizards of the Lizaria, in order to form a more perfect herd, establish justice, insure domestic tranquillity, provide for the common defense, promote the general welfare, and secure the blessings of liberty to ourselves and our posterity, do ordain and establish this Constitution for the Badger Free Forum of Lizaria.

Article I

Section I

All legislative powers shall be vested in the Dragon Council.

Section II

[1] The Dragon Council shall be made up of 10 members, elected by the citizens of Lizaria.
[2] One member of the Dragon Council shall be put up for reelection every year. This gives Dragons a term of 10 years.
[3] The Dragon Council shall vote for an Elder Dragon.
[4] When the current Elder Dragon is put up for reelection, when the election is over, a new Elder Dragon must be elected. The previous Elder Dragon may bid for reelection if he/she chooses.
[5] In case of a death or permanent incapacitaion of a member of the Dragon Council, a new Dragon must immediately be elected.

Section III

[1] Any lizard may bring a measure to the attention of the Dragon Council as long as he/she has support of 1000 lizards.
[2] The lizard proposing the measure and all supporting lizards must provide their names and addresses and be willing to appear in front of the Dragon Council if summoned to explain the measure and why they support it.
[3] The Dragon Council will discuss the measure among themselves and may summon the proposing lizard and any supporting lizards to speak about the measure.
[4] The Dragon Council will vote on the measure. The Elder Dragon's gets an additional vote. He/she may vote twice for the measure, twice against the measure, or once for and once against the measure.
[5] Any measure that receives a majorite vote will become law.
[6] Notices must be sent out to inform lizards of this new law.
[7] Once a measure is passed, it becomes law after one week.

Article II

Section I

All executive powers are granted to the Elder Dragon.

Section II

[1] The Elder Dragon shall be Commander-in-Chief of the Army, Navy, and Air Force of Lizaria.
[2] He/she shall have power to make treaties; and he/she shall appoint ambassadors, other public ministers and consuls, Arbiters of the High Tribunal, and all other officers of Lizaria.
[3] The Elder Dragon will appoint another member of the Dragon Council as Aged Dragon. The Aged Dragon shall act as the Elder Dragon in times when the Elder Dragon is not able to function to his/her full ability.
[4] In case of a death or permanent incapacitaion of the Elder Dragon, the Aged Dragon shall act as the Elder Dragon until a new one can be elected.

Article III

Section I

The judicial power of Lizaria shall be vested in one High Tribunal, an Appealate Tribunal, and in such inferior tribunals as the Dragon Council may from time to time ordain and establish.

Section II

[1] The judicial power shall extend to all cases, in law and equity, arising under this Constitution and the laws of Lizaria.
[2] All cases, except for ones invollving treason, a member of the Dragon Council, or concerning an act of war, shall be tried by an inferior tribunal.
[3] Inferior tribunals may defer their cases to the High Tribunal.
[4] Any lizard my appeal a decision by an inferior tribunal. The Apppealate Tribunal shall poll a random set of 1000 lizards. If there is a majority vote, then the case shall be brought to the High Tribunal.
[5] Any decision taken by the High Tribunal is final and can not be appealed.

Section III

[1] The High Tribunal shall be made up of 7 Arbiters.
[2] One High Tribunal Arbiter shall be put up for reelection every year. This gives Arbiters a term of 7 years.
[3] The High Tribunal shall vote for a Chief Arbiter.
[4] When the current Chief Arbiter is put up for reelection, when the election is over, a new Chief Arbiter must be elected.
[5] A Chief Arbiter may only be reelected twice, giving a total of three terms.
[6] In case of a death or permanent incapacitaion of an Arbiter of the High Tribunal, a new Arbiter must immediately be elected.

Article IV

Section I

[1] All citizens of Lizaria will be known as lizards.
[2] Citizenship of Lizaria will be granted to all lizards. Lizards are members of the following suborder:

  • Domain: Eukaryota
  • Kingdom: Animalia
  • Phylum: Chordate
  • Subphylum: Vertebrata
  • Infraphylum: Tetrapoda
  • Superclass: Amniota
  • Class: Reptilia
  • Subclass: Diapsida
  • Order: Squamata
  • Suborder: Sauria

[3] Entry into Lizaria shall be granted to all species.

Section II

[1] The only exception is the badger. No entry shall be given to any badger.
[2] All badgers must be killed immediately. If a lizard is not able to do this, then he/she must notify the proper authorities.
[3] Badger meat is very tasty. Especially when barbecued.

Article V

The Dragon Council, whenever at least 6 dragons shall deem it necessary, shall propose amendments to this Constitution.

Military

Army

The Lizaria army is made up of 3 ranks.

  • Komodo - There are 7 Komodos in the Lizarian Army. They are under direct command of the Elder Dragon. Each Komodo oversees approximatly 100 Iguanas.
  • Iguanas - There are approximately 700 Iguanas in the Lizarian Army. Each one reports to a different Kodomo. Each Iguana oversees approximately 1000 Geckos.
  • Geckos - There are approximately 700000 Geckos in the Lizarian Army. Each one reports to a different Iguana.

Navy

There are two types of units in the Lizarian Navy.

  • Monitors - Monitors are small and weak compared to their larger cousins, but they are a lot cheaper to build, they require less lizards to run, and they are faster and good at launching sneak attacks. Each monitor has a crew of 5 lizards. Lizaria has approximately 2000 monitors.
  • Leviathans - Leviathans are large bulky sea vessels that are quite expensive and difficult to run. However, they are very powerful and intimidating. Each leviathan requires 100 lizards to operate. Lizaria has approximately 30 leviathans.

Air Force

There are two types of units in the Lizarian Air Force.

  • Chameleons - Chameleons are light and fast air craft that require one or two lizards to operate. They are not as powerful, but they are good at lightning strikes. Lizardia uses approximately 4000 chameleons.
  • Wyverns - Wyverns are large air fortresses. They are the ultimate powerhouse of the Lizardian Armed Forces. They have extremely powerful weaponry and are heavily fortified. Due to their vast size and strength, wyverns require 200 people to operate. Lizaria owns approximately 25 wyverns.
