Summary
The Colony of Lysertia is a tiny, socially progressive nation, renowned for its absence of drug laws. Its hard-nosed, hard-working, intelligent population of 6 million have some civil rights, but not too many, enjoy the freedom to spend their money however they like, to a point, and take part in free and open elections, although not too often.
The small government juggles the competing demands of Law & Order, Religion & Spirituality, and Social Welfare. The average income tax rate is 11%. A robust private sector is led by the Door-to-door Insurance Sales, Trout Farming, and Furniture Restoration industries.
Voting is voluntary. Crime is a serious problem. Lysertia's national animal is the falcon and its currency is the mark.
Geography
Lysertia is almost entirely made up of small towns around the basin of the Jules River, which flows past Locus into a vast ocean, which has not yet been crossed. The lands immediately surrounding Locus are older tropical rainforest (some of which has already been cleared to provide farmland), but further towards the ocean, the land is marshy and as-yet unusable. Further inland, the river basin is an ideal area for agriculture - many thousands of acres of forest have already been cleared for use in growing crops or keeping livestock.
People
The people of Lysertia are a hardy bunch. Many of them are fleeing the lack of opportunity available on more developed planets or, in some cases, prior criminal records. New ships full of colonists in stasis arrive daily, causing massive population growth.
Military
Lysertia has no organized military. Law and order are kept by a troop of two hundred sheriffs, half of whom are based in Locus (where they have access to several rugged armed helicopters), and the other half are spread throughout the river basin. The sheriffs are currently somewhat undermanned, which means that common sense is often valued over governmental edict and it is not uncommon to see communities take the law into their own hands. Crime is a serious problem, but is being increasingly dealt with harshly.
Politics
All matters of policy are decided upon by a council of elected representatives from each region (note that the representatives are not in fact present in Locus - most prefer to use telepresence to go about their duties). The Marshall, who is nominally the head of the government, is the commander-in-chief of the police force and little else.
Economy
The economy of Lysertia is currently largely subsistence-only. Towns upstream of Locus use what they can and send the excess down the river, where it is traded for manufactured goods from offworld. Several rare types of wood, as well as unique herbs, can be found on Verilion IX, giving Lysertia a good balance of trade.
