The Government
The power of the Government is vested in the Imperial Throne, and it is understood, however unofficial, that the Emperor shall consult the Congress of Royal Houses on matters of great importance, leaving local matters in the hands of the Dukes and Barons whom in turn serve to further the goals and ambitions of the Emperor.
Instability of Power
The stability of the Empire has always been a fragile one, replete with competing forces who only concern themselves with solidifying their own power above all others. There is the Imperial Throne, the Congress of Royal Houses, and a spectrum of religious organizations, the most powerful of which is the Bene Gesserit.
Bene Gesserit
The Bene Gesserit existed for millennia, before the betrayal of House Atreides, appearing as a semi-mystical school that trained women for service to the Empire as Truthsayers or mates. In reality, they were subtly controlling the Empire behind the scenes in order to help humanity become more mature. They developed a large-scale breeding program in order to create a superbeing that they could use in order to gain control more directly. To do this they sent breeding sisters to mate with those whose genes they required.
For nearly a millennium since the betrayal of Duke Leto Atreides by the Emperor, the Bene Gesserit have conspired to regain control of the Imperial bloodline through breeding programs, secret pacts with the lesser Great Houses, and outright assassination attempts; despite their public alliance to the Imperial Throne, which is made out of a necessity for access to “spice”.
The power of the Bene Gesserit has remained strong enough to prevent their annihilation, however the ‘Eternal Order of Muad'Dib’, which forbids Bene Gesserit from setting foot in Arrakis, has been reissued by Emperor Logan "Farad'n" Rautha.

Logan, or his Fremen name Farad’n which he prefers; is the only nephew of former Emperor Harkona Rautha and his twin sister is Harulan Rautha. His mother is the Lady Helena the sister of the former Emperor. His father is unknown, however it has been rumored that the Bene Gesserit had a hand in the birth of his sister and him, although there has never been any evidence to substantiate the claim. Farad’n ascended to the thrown at the age of 19 after the assassination of his uncle which is believed to have been the work of a rouge house which had been expelled from the Imperial Court. In accordance with the wishes of his uncle, Farad’n does not share power with his twin sister, which has been tradition for nearly millennia, however it is rumored that Farad’n has no desire to take a wife or concubine in order to sire an heir leaving that responsibility to his sister Harulan, whom would become Empress should any misfortune fall upon Farad’n. Farad’n has been widely accepted by the native Fremen for restoring their way of life and for following the teachings of the God Emperor Lato the Second, son of Paul Muad'Dib Atreides who ruled the universe for thousands of years long ago. He has also been critized for restoring Muad’Dib’s eternal order, forbidding the Bene Gesserit Revenant Mothers from stepping foot in Arrakis. Farad’n has opened the Empire up to international trade, turning his back on precedent set by his uncle, whom many regarded as xenophobic.
