==Status==
The Mars Treaty Organisation was originally a trade organisation however, poor administration amongst other issues led to it's downfall and eventual closure. Several years later however, with the opening of the Mars Diplomatic Forum, the Mars Treaty Organisation was re-founded with a new un-written charter: to make peace through the planet, to stand tall against all who opposed it and to improve the lives of all MTO citizens. For the first few months, the organisation was administered by United States of Mars who helped set up the organisation. After a resolution was passed which made the leader of the MTO be elected for a three month period, United States of Mars called an election and Alutia won the role of Secretary General. The next election for MTO Secretary general must take place on or before the 4th of Septmember of this year.

Member nations have control of the organisation and power cannot be transferred from any nation to the organisation without the agreement of that state. Another side to the argument is that the MTO should have no bussiness in the placing of land in Mars.

The Mars Treaty Organisation, or MTO, is a intergovernmental and supranational alliance of 13 nations from both the Mars Region and The Planet Mars. The organisation was established in 2075, several years after the original MTO ended operation.

The Mars Treaty Organisation covers a wide variety of affairs including Diplomatic Relations and Martian Defense as well as introducing new Martian laws. The MTO has rejected a common single market and so has little to do with the economies of nations however one of the key aims of the MTO is to promote trade.

September Elections

The MTO Secretary General, Alutia, called an election in September 2005. The incumbent Secretary General put himself up for re-election and seven days without another candidate, it seemed that Alutia would win by default. At the last minute, Gusev_Crater applied and they were both up for election.

Alutia won the election with 4 votes to 1 and gained another 3 month term as MTO Secretary General.

In the past month we have come a long way, in the forming of the new MTO amongst other things. The question is, do we go to the next level?

The next level is voting for two key positions:

MTO Secretary General UN Regional Delegate

The role of MTO Secretary General is basically an administrator. They would we given Moderator power over the MTO board (like the UN Delegate is Moderator of the Senate board). Their job will be to update MTO information, to update the Proposal Queue etc. They would basically do the jobs which I (United States of Mars) have been doing in the past few weeks. Voting for this role would have a one week election campaign, starting whenever the MTO Secretary General wants but within 3 months, and at the end of the campaign, people would vote in a poll.

We all know what the UN Regional Delegate does but I'd like to go into the voting. The UN Regional Delegate would choose when he would like an election at anytime during their three month term. At the start of the campaign, everyone would get rid of their endorsments and at the end of the campaign, UN Members would endorse whoever they like (as many people as they want) and then the person with the most votes after, say, three days would become UN Delegate.

I think that by doing this, we would not only bring some excitment to Mars but this also bring some variety.

The Passport Act

Since the MTO is an alliance of nations who trust each other, it would only make sense for all MTO citizens to not have to go through as much paperwork and hassle when going into other MTO nations. Just showing a passport, proving MTO citizenship, would be enough for a citizen to get through. Any nation would still have the right to reject anyone from entering their country.

SO, the question: Should MTO Citizens only need to show a passport to enter other MTO countries?

The Borders Act

With the creation of a new map of Mars I got to thinking that my population which is over 1.5 billion would be very crowded in a 9 square area and also noting that there is more than half of Mars un claimed.

I am proposing that since much of the land of Mars is unclaimed that all Mars Residents should be allowed to acquire more land, whether it be on land or sea.

(1) A system of giving out land will work like this. Every nation under 500 million in population will be given a standered 5 squares of land.

(2) For every 100 million in population increase one square will be given.

(3) After a nation reaches 2 billion they will only be given one square of land for every 500 million in population

(4) Regardless of whether or not you are in the MTO does not effect how you recieve land.
