New Khemrian society is based on close-knit extended families.  It is considered to be the duty of the extended family to look after the welfare of the other members of the family, as such the New Khemrian government has no social welfare provision since the extended family takes care of this and would reject any assistance in these matters due to pride.  Likewise were possible families will pay for family members to have private education and healthcare, however it is not always possible for poorer families to meet these expenses and as such as mentioned above the government will provide basic education and healthcare.

Freedom of religion is guaranteed by New Khemrian law and there is no state sponsored religion.  The majority (~60%) of the New Khemrian population is atheist, the main religion amongst the remainder of the population is Dravicianism which is a polytheistic religion.  There are also a small proportion of the population, mainly Dai'Lanian immigrants, that follow the Ravenist theology, and very small communities of other religious traditions.

New Khemri (full title: The Draconic Empire of New Khemri) is a large, economically powerful nation located in the Sevking region. Its UN category is Compulsory Consumerist State. The Draconic Empire of New Khemri is composed of mainland New Khemri and the fairly recently aquired protectorate of Gaurjan, this article deals with mainland New Khemri and those aspects that relate to the Draconic Empire as a whole.

Government

The government of New Khemri is closest to that of an absolute monarchy. There is a parliament, however the vast majority of the government's power is vested in the reigning Dragon Emperor. The purpose of the parliament is more as an advisory body that passes general public opinion on matters on to the Dragon Emperor. The precise amount of power invested in parliament varies, as the Dragon Emperor is able to make changes to the legislative process; the current Dragon Emperor Senacherib XIX has dismissed parliament entirely several times during his reign, though at present is giving parliament slightly greater powers.

Public confidence and interest in parliament is such not very great as it is widely known that many of the representatives are pawns of the Dragon Emperor, and many others are bought off by major corporations, with the legislative power of parliament as mentioned before being very limited anyway. Falling voter turnouts as a result of this were a large part of the reason behind the Dragon Emperor's decision to make voting in parliamentary elections compulsory (with exceptions for those not considered capable). Elections for all of the 64 seats in parliament occur every 4 or 5 years.

Although public confidence in parliament is low, confidence in the Dragon Emperor himself remains high, as he has continued to ensure that New Khemri is a successful economically powerful nation, additionally outspoken critics of the government have been known to disappear without trace.

In addition to the 64 members of parliament the Dragon Emperor also maintains an council of advisors who also take care of the day-to-day running of government ministries.

There are also numerous smaller ministries and bureaus, however their heads do not have places on the council.


Government Spending Priorities

Government spending in New Khemri focuses on Law and Order and Defence. In New Khemrian society (see society and culture below) these are seen as the primary roles of the government, to ensure the nations safety and stability. Towards promoting economic stability the government also spends substantial amounts of money to encourage businesses to develop, which combined with New Khemri's taxation policies, make New Khemri an attractive base for many multinational corporations, including many that are home-grown. The government also provides funds to ensure that all New Khemrian citizens receive basic education and healthcare as well as supporting the public transport network.


Taxation

Income tax in New Khemri is low, it has in the past been almost zero at which time the government did not provide any funding for education or healthcare and less for public transport and commerce as well. However a popular petition asked the Dragon Emperor to increase funding in these areas in exchange for higher income tax. The income tax rate is flat above a boundary, below which no tax is incured. The New Khemrian government believes in having a very open taxation policy and as such there are few other taxes besides income tax, for example there is no inheritance tax. The tax on corporations is also very low, which as stated above makes New Khemri attractive to multinational corporations.


Military

The New Khemrian armed forces are collectively refered to as the Imperial Armed Forces (IAF) within New Khemri, or the Imperial New Khemrian Armed Forces, when there is possibility of confusion with those of another nation. Similarly to the military of most nations the IAF has three main branches:


Imperial Guard (IG) - the branch dedicated to land based operations

Imperial Air Force (IAiF, not to be confused with IAF) - the branch dedicated to air based operations

Imperial Navy (IN) - the branch dedicated to sea based operations


Additionally there is the smaller branch, the Red Dragons, the elite of the New Khemrian military tasked with special operations and also the body from which the bodyguards of the Dragon Emperor and the rest of the Imperial Family are chosen. Each of the main branches has their own elite units in addition, however these are included under the umbrella of the branch to which the belong.

The Intelligence services are related to and work closely with the miliary, but do not fall under the banner of the IAS, instead having their own independent organisations.


Each of the branches of the IAF has its own chief of staff who is responsible for the overall running of that branch, and theoretically have tactical authority over all operations carried out by their branch, however in general they deal more with administrative matters and consult with other senior officers about ongoing operations. The Dragon Emperor holds ultimate authority over all of the IAF, but likewise will usually leave the details to the chiefs of staff and other officers.

It is compulsory for all male New Khemrian citizens to complete 18 months of military service between the ages of 18 and 25. Female citizens are encouraged to join the armed forces, however military service is not compulsory. Many New Khemrian citizens of both sexes choose the IAF as their career and the IAF is a major employer in New Khemri.

New Khemrian military technology is advanced and there are a number of research institutes directly connected to the IAF (tech level is just slightly PMT). One of the most recent new technologies to be developed by the IAF is that of EMP weapons. The technology was first brought to widespread attention after the use of an orbital EMP weapon in the Dai'Lanian civil war, since then New Khemri has been putting much research effort into it, particularly through the Strategic Orbital EMP Cannon (SOEC) program and now possess some of the most advance EMP technology in the region.
