Government Structure
The basic governmental structure of the National Legislature of the New Titanian Democracy of Aornia is as follows:
The TD is a nation with an extremely complicated quinticameral legislative branch, a powerful executive branch, and a small, but influential, judicial branch.
Executive Branch The Executive Branch of New Titania is composed of the President (the head executive of the nation), the Prime Minister, and the National Governor. (The latter offices will be explained in greater detail shortly.) The President of New Titania (who can serve an unlimited amount of four year terms) has the power to appoint ambassadors, judicial members, and members in his cabinet. He has the sole power to declare war on a nation, but that war can be stopped by the Legislature if it is seemed unfit. The President is also the head of state and the commander-in-chief of Titanian military forces.
Legislative Branch The Legislative Branch of New Titania is, without a doubt, the most complicated, extensive, and largest part of the federal government. It is quinticameral, meaning, it has five seperate branches inside of it.
•The Parliament• The Parliament is the first branch of the legislature. New Titania was split into fifty Parliamentary Regions (based on population). One territory could be split into two regions. Each region is given two seats in the Parliament, therefore, there are 100 members of Parliament. The Prime Minster (head of the Parliament) is elected nationwide for a term of three years. Each region is allowed one vote in the election, and the residents of that region decide who that vote goes to. Thus, to win the office of Prime Minister, you must have 26 regions supporting you. Candidates for Prime Minister are required to have served in the Parliament for at least one term prior to the race. The Prime Minister is the second-in-line for the Presidency, if the President should die. The Prime Minster also is the main writer of the yearly national budget and has Veto power over a budget. Members of Parliament serve terms of three years--Prime Ministers, terms of six (unless the Parliament unanimously agrees to remove the Prime Minister from office).
•The Senate• The Senate is the second branch of the legislature. Each territory in New Titania has three Seats in the Senate. Thus, if there are, for example, 50 territories, then there are 150 Senate seats. These Senators are elected within their respective territories by a pure majority vote. The President of New Titania serves as President of the Senate. Senators serve terms of four years.
•The House of Governors• The House of Governors is the third branch of the legislature. Every territory elects a governor. This governor automatically serves in the House of Governors. The National Governor is selected by the members of the House of Governors. The National Governor is in charge of "territory's rights" issues, and insures that the territories of New Titania remain entact.
•The House of Delegates• The House of Delegates is the fourth branch of the legislature. Every county in the territories of New Titania is given a Delegate Number every census. That Delegate Number is based on population and shows how many Delegates can be elected from that county. Larger counties could have 3 Delegates, and smaller counties could have a number of .01. Counties that have not yet reached a whole number above "1" do not have a Delegate. They must join with other counties nearest to them (so that they all equal over "1") to form what is called a "Parish". The Parish then elects their number of Delegates. Delegates serve terms of 1 year.
•The House of Burgesses• The House of Burgesses is the fifth and final branch of the legislature. There are 30 seats in the House of Burgesses. Each Burgess is elected nationally every six years.
The first two branches of the legislature are what's called the "Action Branches" of the legislature. If a bill, for example, is passed through the Parliament and the Senate, then it is put on the President's desk for signing into law (or to be vetoed.) The last three branches of legislature are called the "Review Branches" of the legislature. If a majority of all three houses wish, the law can be brought into the Review Branch for vote, and it must then pass all three review branches. HOWEVER, while the law is put through a vote of the review branches, it is still law unless a majority of the three houses vote against it.
Judicial Branch The Supreme Court of New Titania is the main judicial body of the nation. It can call for a bill to be brought to the review branches of the legislature. Its main goal, however, is to ensure that ALL members are not acting in a corrupt way.
