Omega-XIII exists in a distant future, several billion years A.D., at the end of time. Although the collective consciousness of the nation normally treats humans as little more than humans of our time would treat a species of insects that died out several million years before we began to exist, Omega-XIII is known to ally with - or rather to keep as pets - notable world powers of today's time period. Therefore, although the nation does not exist in the current time period and will only manifest itself in the final days of NationStates marking the beginning transistion to NationStates 2, there are several nations that incarnate and manifest Omega-XIII in the current time period. Similarities of Omega-XIII's way to influence the current time period to the way Sorceress Ultimecia controlled Sorceress Edea, reaching back through time, and thus controlling Galbadia, are intentional.

Omega-XIII appears to be perceived by the human consciousness as a dystopian Limbo: An apparent megastructure bearing resemblance to a massive, endlessly stretching Industrial Revolution-era machine, broken up by ocasional miniature worlds in which apparently time stands still, preserving a random possible state of all possible timelines for all eternity. However, it is highly impropable that this is the actual, physical reality of Omega-13, since different people perceive it in totally different ways. In fact, there is doubt of wether there is any physical reality at all, or wether Omega-13 isn't simply a state of mind rather than a location, time period or material entity. Fact is that Omega-13 is apparently totally made up of psionic particles - thus pure psychic energy. Wether such an entity would require any physical structures at all, is controversial. Sophia, who has closer connections than anyone else with the nature of Omega-XIII mentions the true nature of Omega-XIII resembles an infinitely complex muscal theme, a mathematical formula, a piece of architecture of infinite complexity into fractal geometrics, but "far more violent, louder, bare of mercy, than Angelus-VII".

Little is known about the history of Omega-XIII, since it apparently exists inherently, the way history takes through the ages being only a path leading to it, not the causal reason for its existance. It is hinted, however, that it was preceeded by a civilization that was rapidly progressing through transhumanist, or rather - taking into account that the civilization was possible not human, or at least neither in its source nor exclusively human - transentient development, ultimately leading to a Mental Omega Point and a Technological Singularity, combined with the collapse of the universe - either caused by the immense power of Omega-XIII, or through other causes, possibly the universe had simply reached the end of its expansion phase. Omega-XIII appeared similar to the Imperium of Man from Warhammer 40,000 at some point, though without restrictions on artificial intelligence, its inhabitants mainly cyborgs, often merged mentally and sometimes physically with their machinery and vast artificial intelligences. A hint is given that at some point in time, this civilization forced "GOD to incarnate, and put HIM on trial for all the pain and suffering...", though this is later revealed as a legend that spread on Earth during the invasion (it could still be true, though, unrelated to the myth that could have spread independantly, as it is never denied, but this is unlikely, considering Rusakov physics).

The Rusakov particles of Omega-XIII can actually be injected into lifeforms, not only lifeforms we would consider to be singular entities, but actually, planets bearing life can themselves be injected with Omega Rusakov particles, altering the course of evolution through affecting the rebirth cycle. Dead stellar bodies supposedly can also be brought to life both by Omega Rusakov particles and Earth's (or any other living planet's) natural Gaia Rusakov radiation, as can dead lifeforms by reinjecting the lifeforce that was released back into the planet through a terminal event (supposing the reason for death is removed in the first place, or massive amounts have to be used to cause the dead tissue to regenerate by itself). Metropolis used Omega Rusakov radiation to create its supersoldiers. However, before receiving Rusakov treatment, these soldiers had to be enhanced in extreme ways merely to form a basis for the Rusakov powers - eugenics, genetic engineering, cybernetic enhancements, variosu forms of alien technology, extreme training methods and various esoteric practices served to create beings that were actually disciplined and powerful enough to control Omega Rusakov radiation. Subjecting unfit personell to the treatment would cause "distortion of the mind, first, and then, of the body, as the mind forgets the " - in effect this shows as severe madness first (which is actually merely the misinterpretation of Omega-XIII's telepathic signals through the human mind that can now perceive them) and culminates in the transformation of the victim into a huge, cyber-organic blob of sorts, resembling the final form of Tetsuo from both the manga and movie Akira. Even in fully-fit soldiers require constant drugging to maintain integrity, and severe trauma in battle can lead to loss of control and initiate mutation, as can a sudden and unanticipated death, when the lifeforce lingering in the body attempts to restructure it after the controlling consciousness has flown out. The esoteric pratices, played down as pseudoscience by several characters, actually do serve a purpose, as the control of Omega is closely tied to telepathy, and Magic is supposedly a method of connecting to immensely deep layers of the mind.
