The Confederacy of Panther Paintball is a nation in the Region of The Ghetto Revival The current leader, Kenneth Rogers is the head of the country's Conservative Party, as well as the Commander in Chief of the Military.

Politics

Treaties

The Confederacy of Panther Paintball is currently a signed member of North American Mutual Defense Alliance. Which, as the name implies, states that any attack on any signed member is considered an attack on all. The CPP also has shaky treaties with the Republic of Kriegspiere

Political Parties

The only current Political Party is the Conservative Party. Most other parties find it hard to form because the current government tends to frown upon what they view as "dissenters".

Structure of Government

Political system

The 142 provinces of Panther Paintball are all split into regional districts. Each district "chooses" a representative to the Senate, who then reports the the President with their local issues. With only one political party however elections are essentially a formality and Senators often do not even bother showing up to Senate meetings. The voting age is 19.

Federal

The Federal Government takes control of everything it sees as a National Interest. National Defense is something the Nation of Panther Paintball takes with great pride. Everyone must serve a mandatory 4 years in the Military starting at latest, age of 18. The 4 years can be served either with the Active Forces, or with the Reserve Force. After the 4 years a citizen may choose to take another path, or continue their service. The Government offers rewards and benefits to members in the military over the age of 25. The schools are regulated through the "National School Board Of Panther Paintball". Curriculum and construction of new schools is handled Federally, however issues of enrollment and employment are delegated to the Municipal level. The SCPB (School Board of Panther Paintball. If students choose not to attend school, they must enter the Military earlier than their peers. (The standard age of compulsory enrollment is 18.) There is one national Police force that's mandate is "To Serve and Protect from corner to corner" Funding recently hit an all time high, and Police have been granted more freedoms than ever to do their job. Arrest warrants can be attained retroactively and criminals often complain of being mistreated. Taxes for Federal jurisdiction are collected through the Panther Paintball Revenue Department, as are Income taxes. Taxes for Provincial and Municipal jurisdictions are collected by the respective Governments.

Provincial

The Provincial Government deals with smaller, or more location specific issues. This includes highways, parks, and museums. Because the Federal Government allows the Provinces to collect their own taxes, some provinces abuse this power, however, all the money collected is put back into to province as corruption in the government is viewed as High Treason. The Governors of the provinces are hand chosen by the President, and tend to be former Senators.

Municipal

The Municipal governments are left to deal with the "leftovers" All enterprises are run through Municipal government, and as such "chain businesses" are uncommon. The taxes collected at the Municipal level go towards funding things like Public Arenas, playgrounds and anything else the Federal and Provincial governments have overlooked.


Citizenship

Citizenship is a relatively easy thing to attain. All potential candidates must show evidence that they will not be a detriment to the society, they have something of value to offer, and meet the basic intelligence requirements. Anyone wishing to apply to be a citizen can do so through Federal Immigration and Deportation Department. After applying, applicants must have a job, place of residence and no criminal record. 4 years after application if they still uphold these standards, they will be granted citizenship. Anyone born to parents of Panther Paintball citizenship are granted citizenship immediately, and no citizen of Panther Paintball can be expelled from it's borders

Military

The military of Panther Paintball splits itself into 3 areas: Army, Navy and Airforce. Each branch has Reserve and Active components. The President is the Commander in Chief, and all the branches report directly to him. The ranks systems of the 3 branches are the same, and therefore allow for commanding officers to give orders to any member of the military and removing any confusion of rank structure. Rumors that the military purchases some of its arms from the black market have been totally denied by the President.

Army

The Army handles all land-based military activities. If necessary, this includes riot control if the Police request assistance. The Special Forces for the Army is only referred to as "The Corps." Information regarding The Corps is hard to find, as it is classified. However, to enlist in The Corps you must have been an active member of the army for 4 years and be in the best possible physical shape.

Navy

The Navy obviously handles any water based activities, and will often work on conjunction with the Army in times of national disasters. The Panther Paintball Navy is among the largest in the region, although the ships tend to stay within her own waters. Destroyers have been known to be seen escorting trade ships, and it is widely suspected that submarines patrol far out of Panther Paintball's waters. The Navy, like the Army has a special forces, known as the Navy SEALS. Entry into the SEALS is equally difficult to The Corps.

Air Force

The Air Force controls everything in the air. The Air Force uses naval ships to launch any water based attacks, but mainly relies on land bases. If in the future space travel becomes common, the Air Force will have mandate there as well. There is no known special forces in the Air Force

Reserves

The Reserve component of all three branches of the military is a part time alternative to active service. Any member of the Reserves is held to the same standards as an active member, but only spends one weekday and at least one weekend a month training. Reservists are commonly seen working as security and first responders during disasters.

The Reservist's Anthem must be memorized by every member of the Reserves and it's lyrics are as follows:
"Reserves, Reserves, Reserves;
I love the Reserves."

Culture

Art

Artists are rare because the Governments seldom spends money on public art, and citizens seem to share the same opinion. The people who do consider themselves artists mainly create art for themselves. Unlike other nations "artists" cannot make their living drawing ridiculous shapes and calling it art.

Music

Music is in no way regulated by the Government. Censorship is only for the most obscene lyrics, and seldom needed. Music groups wishing to play at a venue however, have to pay the municipal government, who also provide security. It is not unusual to see Government building blaring the latest album release.

Sports

Paintball

Paintball is the national Sport of Panther, and it is a mandatory class in schools. Competitions are held almost every week, and professional level players hold very high prestige in the public eye. Both speedball and bushball are widely popular and the matches are televised.

Fighting

Cage fighting and other forms of fighting, such as boxing, Judo, and wrestling are increasing in popularity, and being encouraged by the government.

Other Sports

Most other sports are not played above the amateur level, however hockey and football are beginning to become more popular in some of the more densely populated provinces.
