Pastus Wilhelm was one of the first class of Senators elected into office after the Pastocian Communist Revolution. He is the cousin of one of the founding fathers of the country, First Consul Nasty Pasty and was a mid-level commander for Pasty in the revolution.

Wilhelm was known as a centrist in his policies, attempting to please every one of his citizens in some way. He was for the partial legalization of private industry, but demanded that a large portion of the profits still go to the government.

Aside from being a moderate leaning Senator, Wilhelm is also a supporter of industrialization and modernization in Pastocia. He supported the renovation of the public school system, and is progressive in his policies in healthcare and education. He also supports the downsizing of the Imperial Pastocian Armed Forces, but is in favor of making them more advanced in the fields of weaponary and tactics.

In early 2052, Pastus Wilhelm was elected to the position of Second Consul over fellow Senator Matthew Gregory. He replaced his cousin, Nasty Pasty after he resigned from the position.

The first months of Wilhelm's term as Second Consul, he did much to improve Pastocia's internal structure, revamping the entire educational and healthcare systems. He also broke away from his communist roots by being the first Pastocian politician to allow a partial free market, albeit a controlled, economy. The lessening of immense nationalization tariffs allowed foreign companies to pour into Pastocia, skyrocketing the economy.

But in late 2052, Pastocia's closest ally, Yugopatomia declared war on Anubinia and the rest of the "Holy Dominion" after suffering a crippling EMP attack. Soon after, Pastocia and the rest of the COMECON alliance were dragged into the region-wide war, which Wilhelm was a strong supporter of. During the war, Pastocia was invaded on two fronts, by the armies of Terre Argente and the Obsidian Order. The invading armies came to the outskirts of the Capital of Pastantinople, when Wilhelm and the rest of the Imperial Senate were evacuated to the Eastern Outlying Territories. But after weeks of fighting, Pastocian troops were finally able to push back the invaders, and the politicians were allowed to return.

In the last months of the war, Consul Wilhelm and the rest of the Pastocian government realized the severe lacking of Pastocia's armed forces and began a huge modernization campaign, creating a brand new Naval fleet and airforce while at the same time vastly improving the weaponary and capabilities of the Army.

In the fall of 2053, Wilhelm came under heavy fire from outside politicians and opponents in the government for threatening the Obsidian Order with an invasion after their refusal to pay reparations for their costly invasion of Pastocia in the Dominion Wars. Because of this, his opponents cast votes of no confidence, ousting the consul from office. He was succeeded by Senator Matthew Gregory, who then became Third Consul. Wilhelm took Gregory's former seat in the Imperial Senate, and thus became a Sub-Consul.
