Introduction

The Thalassocratic Oligarchy of Prevania is a medium-sized multi-lingual nation ruled by a benevolent dictator.

History

Prevania was founded in 1238 by a group of Russian refugees, fleeing from the Mongol hordes. It was formally colonised in 1658 by a British expedition that stopped for re-supply on the way to New Zealand. The small fort was over-run in 1745 by French invaders who established the capital city of Libreville. In the early 1800s, the colony swung between Russian and German influence. During this period the capital city was renamed Prevograd. In 1845, a large British expedition arrived and quickly dominated the island. In 1902, the unpopular Governor was overthrown and a radical German group established a republic. Between 1910 and 1930, Prevania prospered, growing respectable Automobile and Uranium mining industries. It never participated in World War One. However, an interned German Zeppelin provided a starting block for the airship industry. During the Second World War, Prevania cleverly sided with the allies, providing a strong Pacific airbase and port. During the Cold War, the German-lead Republic suffered a communist revolution and in 1956, Prevania became a socialist state. However, guerrilla warfare soon toppled the government and, in 1972, a military coup, lead by the successful Air Admiral Boris Berovski established the dictatorship which still survives today.

Government

The Thalassocratic Oligarchy of Prevania is ruled with an iron fist by Direktor Boris Berovski of the People’s Autocracy of Prevania, Protector of the Nation, High Admiral of the Combined Fleets, Grand Marshal of the Army, Victor of the Seventh Prevanian Air War, Minister of Industry, etc. It is a benevolent ogliarchy in which only the ruling party is permitted, though elections are periodically held. The Direktor is the head of state. Under him are 6 main party officials:

1. The Minister of Finance
2. The Minister of Defence
3. The Minister of Industry
4. The Secretary of State
5. The Minister of Foreign Affairs
6. The Minister of Technology (oversees the RD and space program)

The position of Direktor is chosen by a public vote from amongst these ministers once the Direktor retires at the age of 70.

Constitution

The Prevanian Constitution is very long and conveluted, but can be summarised as follows:

1. The Direktor may not cause harm to Prevania, or through inaction allow Prevania to come to harm.
2. The Direktor must protect his existance, except where this conflicts with the First Law.
3. The Direktor must follow the desires of the Prevanian pulic, except when this conflicts with the First Law or Second Law.

Geography

Prevania is made up of four islands in a circular formation. Under the communist government they had almost unpronouncable Russian names. However, the revolution changed the names to Alpha, Beta, Gamma and Delta as part of the campaign to eliminate the memory of communism. Geologists suggest that it was made during the eruption of a mega-volcano that devastated most of the Pacific in about 17 million BC.

Industry

Prevania has a mainly heavy industry, dominated by Automobile and Airship Manufacturing. Most notable is the nation's giant airship industry: The nation never really adapted to the aircraft. As a result, much of the industry is dominated by the massive hangers for the construction of these, ranging from the small advertising blimps to the massive 800 metre Intercontinental Travellers. Also, there is a large sector for providing the helium used in the airships for lift: many liquid-air distilleries and gas-pocket stations can be found extracting the lifeblood of the fleets. There are 4 main companies:

Military

The Prevanian armed forces contain four sections:

• The Prevanian Army – The army is so small for such a large nation as Prevania is an island so its leadership vests its defence in other sections. It consists of about 1000 personnel and 100 armoured vehicles and is mainly involved in policing roles.
• The Prevanian People's Air Force – The air force is of a reasonable size and the aircraft are sourced from a variety of countries. There are 30 Su-47 fighter squadrons, 20 F-35 ground attack squadrons and 10 Tu-160 bomber squadrons (each squadron contains 10 aircraft). The air force also has a helicopter force of 20 Mi-28 Havocs and 25 CH-47s.
• The Prevanian Navy – As Prevania is on an island, the navy is a substantial. It contains about 500 ships of all sizes, including 3 V/STOL Comrade Class carriers (DS Trotsky, DS Lenin and DS Stalin), 9 cruisers, 81 destroyers and 3 nuclear submarines. With the exception of the nuclear submarine DS Resolute, all the ships have been made in Prevania.
• The Prevanian Air Fleet – Prevania is unique in that it is the only known country to have a military arm dedicated to rigid airships. Prevanian Vertical-Lift Technologies Ltd. and the German-speaking Prevania Aerospace Industries conglomerate are the main suppliers for the fleet. It comprises of some 144 rigid airships which are mainly used for attack, reconnaissance, command and transport. The 85 attack airships are divided up into four air groups, each lead by one of the four immense 800m Admiral Class missile cruisers:
• Air Group North (HDAS Scheer)
• Air Group South (HDAS Hood)
• Air Group East (HDAS Nelson)
• Air Group West (HDAS Holtzendorff)

Foreign Relations

Recently, Prevania has come into a mutual trade alliance with Alfegos. This mainly involves the trade of electronic goods in exchange for military hardware, such as two recently aquired Consul-Class Air Cruisers. However, the oil for airships program will now be limited to airships less than 600m long following the disaster of the Libreville Incident.

It is expected that in the future, Prevania will strengthen its bonds with its regional partner, and form a dual entente.
