Proposal 998

Proposals 998 and 999 were put forward by the Spaamanian delegation to the NS football World Cup as the basis for establishing a formal World Cup Committee after World Cup 21. Met with much opposition by certain vocal parties, it nevertheless passed by plurality, and was codified as law, with few modifications, for over fifty (IC) years. It has since been superseded by Proposal 1093, which is based upon the previous proposals.

Proposal 998

This proposal supercedes any previous proposal or rule concerning the WCC.

1) The WCC for a particular World Cup shall be formed only of nations which have posted rosters during both that World Cup and the previous, and the previous World Cup hosts.

1a) Any nation eligible for the WCC must signify their acceptance to the President (2). The list of nations will be announced in public.

1b) Should more than one eligible nation belong to the same entity, the only one of said nations can become a member of the WCC.

1c) Should an entity not declare all member nations (including puppet nations) belonging to itself, then that entity, and all its nations (including puppet nations) shall be permanently banned from that and all future World Cups. Said entity can appeal the decision, but result of such appeal is entirely subject to the discretion of the WCC.

1d) Any member nation can be removed from the WCC and/or the Emergency WCC (3), by the Emergency WCC (3). This can only be done by a majority vote.

1e) The role of the WCC is to vote for the next World Cup hosts, the President (2), any decision that the President (2) chooses to put to vote (2d), and any other roles that this proposal sets out.


2) The President of the WCC shall be elected from among the WCC by public vote after every third World Cup.

2a) The candidates shall each be nominated by two WCC members. No WCC member can nominate more than one candidate or themselves. If there is only one candidate there shall be no election.

2b) In the event that the election does not result in a majority, the two nations with the most number of votes shall participate in an auxiliary election. Should this not result in a majority, or it is not possible to get two such nations, then the President shall be elected by the Emergency WCC (3).

2c) The Emergency WCC (3) can initiate an election at any time. This can only be done by majority vote.

2d) The role of the President is to maintain the list of nations in the WCC, make decisions, and any other roles that this proposal sets out. Such decisions can include putting a decision to the WCC (1d).


3) The Emergency WCC shall be formed by that subset of the WCC that are previous hosts of the World Cup.

3a) The Emergency WCC can be invoked by the President in the event of a decision that needs to be made within 3 RL days.

3b) The Emergency WCC can overrule any decision by the President, and vote on such a decision. All details pertaining such overrule must be announced in public to the WCC. The President can require that the WCC vote on such a decison in such event.

3c) The Emergency WCC can in extreme cases remove the current hosts of the World Cup. This can only be done by a majority vote. It is the role of the President to choose the replacement hosts, but this decision can be overruled by the Emergency WCC (3b).

3d) The role of the Emergency WCC are only those set out in this proposal.


4) The Vice President of the World Cup shall be the runnerup in the election for the President.

4a) If there is more than one runnerup, the Emergency WCC can either decide which runnerup shall be Vice President, or initiate an election for Vice President.

4b) The role of the Vice President is only to act as President should the President be unable to function in their normal capacity.

Proposal 999

This proposal supercedes every single other proposal and rule, except Proposal #998. Point E) Was modifed by Proposal KR2 during WC25

The hosts shall have complete control over the World Cup EXCEPT for

A) The WCC.

B) Various hosting rules: e.g. 4 cup rule, 2 host rule, etc...

C) Various signup rules: e.g. one puppet rule, non-puppet over puppet rule, etc...

D) General organisation of the World Cup proper: 8 groups of 4, 3 matchdays (every team play every other in the group once), top two teams in each group proceed to knockout stages, though the manner in which they do that is up to the hosts. 3 points for win, 1 point for tie.

E) Tiebreaks: Prospective hosts will decide the tie-break format for their bid during the bid phase (i.e. before voting opens). This must be submitted in the bid thread. If no format is submitted, then the order will be: Goal Difference, Goals Scored, Head-To-Head, Lots.

There shall be no other rules. The hosts shall be responsible for any screwups.
