Rolatia is a large country in the middle of Albion. It is renowned for its first class political freedoms and civil rights. Despite having a third-world economy, it is a paradise for those who are oppressed in their own countries. It spans most of western Europe, currently from the west coast of France and Portugal to Poland and the Balkans. It is expanding often as the country experiences rapid population growth, with 928 million people and still growing

It has a mainly English-speaking population. However, Japanese is regarded as a semi-official language as it is spoken by many academics in the country. It is not the main language but as Japan is one of the premier technological powers, it is used by enough people to regard it as an offical language (albeit a secondary one in most cases). There are also a decent amount who can speak French and German plus various other languages thanks to their roots

History

Roleplay

Rolatia was originally a colony of England formed from a patch of land after it was taken from the Soviet Alliance in the European War of 2008 to 2011. It was set up to establish a land base for the drive against the enemy army. After peace was declared on the 8th August 2011, the colony of around 4.5 million people became redundant. By 2013 the population was 5 million. On 1st January the colony was declared independent from the UK. However, they took until mid-January 2015 to withdraw completely . Dr Edwards's government had come to power in the first election on the 9th November 2014. It soon joined the formation of the Albion alliance a few months later.

Rolatia was one of the founding members of the Governing Council of Albion, a establishment set up by five countries early on in Albion's history to determine voting protocols on such things as UN votes. Of these countries, Rolatia is sadly the only survivor but there is hope as the former governor of Brashlandia is hoping to reform the country in the next year or less.

During the massive hostilities between the Eastern Bloc (the result of the alliance of 20 to 25 states in eastern Europe and Asia) and Albion (then at about 12 to 15 states in Western Europe), Rolatia's scouts reported the enemy plans to Albion and helped quite a lot during the conflict despite having little troops of their own. However, a terrorist state called Ooodles caused chaos in the Eastern Bloc and Albion.

The severe hit to the countries lead to deteroitation. The states fell into anarchy and slowly disappeared, replaced by anarchic wastelands. However, the Albion alliance stayed alive despite all the trouble experienced. Four more countries have joined with Rolatia and Elizocracy in the past decade to the Albion alliance. The people in the alliance have the benefit of a strong government, and the terriories are constantly expanding as the countries move into the wildernesses of the anarchy lands.

Actual

Rolatia was set a few days before the foundation of Albion in mid-March 2005. It joined the Eastern Bloc where it had links with other members, but followed those members out to Albion. The country ended up being kicked out a total of twice in the wars between Albion and the Eastern Bloc. During that time it was war correspondent (almost) as all news from their region was reported in Albion. This made Rolatia a very unpopular figure in the Eastern Bloc. Government Goals

The government is built around the premise of civil and political rights for all, and the education and welfare of its many citizens. Its economy has fallen by the wayside but it still stands strong as a shining beacion of hope. It has been forced to adopt the controversial strategy of trade concessions for humanitarian aid recently, but it declares this is not an attack on freedom of refugees but a necessary step to boost the economic prowess of this huge nation, as right now it cannot quite afford some of its technological aims to make Rolatia the most advanced nation on Earth - the great dream of Dr Edwards, a keen technologist and an expert in the field of computers. They have driven the basic cost of living down extremely low making life better in total

Technology

The Rolatian army is not particularly large, at a size of 0.02% of the population currently, and is not particularly advanced technology - it is there to occupy new parts of the anarchist lands and defend Rolatia from potential invaders. However, their technological status is currently post modern (see Tech Level in many scientific fields, and despite having no special military technology, they have highly advance computing systems. Their systems are around the best in the world and are getting to a state where they are starting to resemble primitive future-tech systems. They are also extremely cheap, with systems that would be almost supercomputers in 2005 (5GHZ, 1TB hardrive, 4GB RAM) selling for as little as 300 generis (that's around $10) due to their technology becoming almost obsolete. This is good, despite the GDP being only $85 a person (they are recovering from an economic implosion). They also have achieved tiny food costs thanks to superb advances. It has cost the nation finacially in total but it had made sure their necessities are met for so much cheaper. The Rolatia technological base is geared to peace, not war

The Leader

Dr Joseph Edwards is the current Prime Minister of Rolatia, and has been for many years. His oppossing parties have gained some foothold in government, but their strength changes majorly each election and they have never topped 40% total power. Dr Edwards was born in south-east England. He enjoyed a privileged upbringing in total from a working-to-middle class family. He was very intelligent and went on to go to Oxford University, where he gained his doctorship in Information Technology. He also had many qualifications in the fields of Mathematics, Physics, Geography and Chemistry among other things. He rose to power when in 2014 the 5 million strong Rolatia was made independent. His LibDem Socialists rose to power on the November 9th elections that year in spite of quite tough opposition. He was a left-wing radical, commited to helping provide for the people better, improving education and helping immigrants who wanted to live here among other things. He guided the country to its huge strength today. His pioneering projects in agriculture and information technology helped people live for much less money than before. He also made the country a civil rights and political freedoms haven. The typical Rolatian is well-fed and free from persecution. His advances have come at a steep downside. The economy is currently struggling, with a GDP per capita of $500 per year. This is the reason his opposers in the far right "All for Himself" capitalist party have gained some support, at between 15 and 30% a year on average. He himself has retreated slightly from the left wing in an attempt to boost an ailing economy, but he still is determined that rights and freedoms come first

Political System

The Rolatian system is one where political views are allowed to be expressed freely. The only slight exception is the crack-down politically on Neo-Nazi views (any person belonging to the RNP is outlawed from public service sector jobs) due to the diversity of Rolatia. Other than that, there is no laws against even extremist views (it IS freedom of speech after all). There are elections quite regularly, with a maximum 5-year gap in extreme circumstances but it is more usual to have then annually

Due to this, there is a diverse range of parties in Rolatia, many of them radical left-wing or right-wing stance. The system of governing is that the nation is divided into counties. From each of these counties come many representatives from different sub-sections in themselves. The counties have separate admin centres. These could be in old capitals, other towns or custom made towns. The counties with their corresponding adminstrative capitals and representation are:

The representation shows how many Members of the House each county has (it depends on the amount of sub-counties). Each year an election is help and the winners are elected to the House of Democracy. The Prime Minister is elected depending on which party gets the most seats.

The government has a simple administrative system. At the top is the Prime Minister, who oversees everything. Next is his Cabinet (the system is similiar to England) who are appointed to certain categories. This is then passed down to the leaders of each county, then to the sub-county leaders. The importances of MHs (Members of the House) is on new laws. They vote on new laws and therefore decide on the general governing direction.

2038

2038 is the first year on record with political records about it (the records are lost for the previous elections)

In the election, the LDS still kept its dominating status despite losing some grounds The Demo-Christs and Tories also gained ground, while the Neo-Comms, All-Self and RNP fell proving that the population is not going to accept over-radical ideology. Here is the figures:

• LDS: 86 (-7)
• Tories: 33 (+13)
• All-Self: 17 (-10)
• Demo-Christs: 13 (+5)
• Neo-Comms: 3 (-1)
• RNP: 0 (+0)

A lot of the swing in key areas came away from the LDS to the Tories, especially in the German zone where a lot of the voters want to take sacrifices to themself for economic gain, with a total number of 33 seats for Tories (+13) and 86 for the LDS (-7). Luckily for the LDS, the Tories are supporting the LDS's drive to try and improve the economy in total while still maintaining rights. The Tories are slightly more radical though, and this could influence more extreme policies. The Neo-Comms, once edging on a real alternative, fell a bit further from 4 to 3 seats (-1). The Demo-Christs acquired 5 more seats to 13, edging on All-Self now on 17 (-10)

2039

2039 opened with the controversial issue of privatised prisons. The government has taken a rather unusual far-right approach of handing over prison to private businesses due to the boost to the economy. Dr Edwards signalled this was not a start for radical right-wing policies as wanted by the All-Self. The small army of Rolatia has also just marched into the Balkan area, with the reasons stated by Edwards being that Rolatia is desperately short of room and needs to slightly expand.

The prisons project was opposed by some , but it did wonders for the economy. The generi became worth triple the amount, along with the GDP tripling without rights and freedoms change. This was regarded as a huge success by Dr Edwards, the LDS, Tories and All-Self alike. The official UN category was switched from Left Wing Utopia to Civil Rights Lovefest, which was heradled as a disaster for the Neo-Coms, who supported the strict restriction of business

With greater earnings came greater government budgets. With a budget level of slightly over $15 billion for the military (at 2% military budget total), the Rolatian government decided to buy arms to properly arm its soldiers at a cost of $14.2 billion. This brought about a military force of 33,000 standard infantry, 550 light tanks, 1275 jeeps, 200 SAMs and more. The correct terminology can be found in the Military section. All of the weapons for this first round of arming came from the Kriegzimmer industrial store.

The economy did not keep its vibrance and soon went back to old levels. The government spent another $8.9 billion from its budget on increasing the military again, which has further helped the defence capabilities of Rolatia

However, an absolute disaster occured in late June. The economy basically imploded, bringing the budget for the military to $1.5 billion, bring the average GDP per person to $80 and turning the country back to a Left-Wing Utopia. The LDS suffered heavy criticism, but Dr Edwards cooled the mood by promising to recover the economy from this crisis situation. The government still managed to buy 10 fighter jets to defend from navy and air attack, and 117,000 pistols for basic armanents for the unequiped soldiers in the 180,000 person military

The economy was still in chaos in July. Despite this, on hearing that youth-related crime was massively high, Dr Edwards grudgingly accepted an anti-crime surveillance system. However, the big changes that occured soon after was a large reshuffle of the county system. The major changes were:

• Norway and Sweden were combined into the Scandanavian county - their representatives will be cut next election slightly due to the overwhelming size
• The N. France - S. France border was adjusted slightly, with N. France gaining some western ground and S. France gaining some eastern ground
• Holland gained more land in the south at the expense of Germany
• Soviet Lands gained more land in the south-east of Germany
• Alpinian took the old lands of Austria from Soviet Lands
• S. France lost a great deal of land in the south-west to Hispania
• The chief cities were changed to the following:
  • Holland - Redmofo
  • N. France - Paris
  • S. France - Marseille
  • Hispania - Lisbon
  • Ireland - Dublin
  • Alpinan - Rome
  • Germany - Berlin
  • Scandinavia - Stockholm
  • Soviet Lands - Warsaw

This move was opposed by some from S. France and Germany, as some of the seats would be moved over to other counties in the next election, but it was widely supported, especially in the change of cities section as the new cities were all former capitals of nations (save Marseille).

After more prisons were released to the private sector, it again did wonders for the economy. The government increased 10-fold and the GDP about 6-fold. This was hailed as a massive success, and brung Dr Edward's popularity up higher than a NASA rocket

The governing powers were extremely pro-rights and pro-freedoms, which is why Rolatians were allowed to vote for people on local officials. However, there was still a strong drive for total freedom for many years. The English government refused for nearly 25 years, before finally breaking down in 2039 and releasing the country

Year-by-Year History

2039

On the 15th of September, the first Rolatian elections were held to signify the new independence of Rolatia, a 900-million strong yet tiny colony in Europe, encompassing Holland, Belgium and Luxembourg. The winner of the first election in the 35-strong House of Reprensentaties were the Liberal Democratic Socalists, winning 20 out of 35 seats. In second came the Centrist Party with 12 seats and third the Liberal Capitalists with 3 seats. The non-elected parties were the Conservatives and the Green Party. Quick legislation within a hour of the election results saw Dr J Edwards become the leader of the LDS and Prime Minister, and a new election was scheduled for November 9th 2040.

6 hours later, Dr J Edwards received greetings from The Libertarian Concordance of Czardas. Diplomatic relations were opened with a diplomat being flown in to Czardas, and a verbal agreement was made not to intrude on each of the other's land. The next move involved Sierra Leone. A total of 3600 medium infantry and 10 fighter jets were used in the conflict, with 700 men dieing, but after 9 days the territory was captured.

After the conflict, an appeal was made to the international community to help transport troops. Czardas offered 300 aircraft as a loan with a possibility to buy, which Rolatia accepted eagerly and bought 2 weeks later. In that period however, troops were sent to Sierra Leone and El Salvador. War was declared on the latter country, and a tense fortnight of fighting followed. The end result was out of 22550 Medium Infantry, 7500 Heavy Infantry, 2800 Medium Infantry - R, 1500 Medium Infantry - M, 200 Medium Infantry - TC&M, 950 Armoured Jeeps and 50 Light Tanks deployed, 7050 Medium Infantry, 750 Heavy Infantry, 20 Armoured Jeeps, 5 Light Tanks wre destroyed but the territory was captured. In the next few days, the Rolatian government passed a bill to privatise prisons and were elated with the results - the economy picked up so muich the budgets increased 10-fold

On the 7th of October, a law was passed saying that El Salvador and Sierra Leone would receive 11 and 15 seats in the house respectively, along with an increase for Holland from 17 to 21, Belgium from 14 to 19 and Luxembourg from 4 to 5. This was passed quite narrowly 21-14, due to fears that the new Members (especially in the recently taken territories abroad) could be disruptive. The total increase in the new House next year was from 35 to 71, just over double the amount with an increase of 36 members. About a week later, a military order was put in that would make the air force much more powerful. Equipment for 12750 more heavy infantry and 25000 more medium infantry were made for the men, 250 Heavy Tanks, 250 Rocket Launchers and 1000 Artillery Guns helped the offensive especially in highly destructive large weapons. However, the air force acquired 2 Stealth Bombers, 25 Tactical Fighters and 100 Helicopters at an expense of around $10B (the others combined cost $3B
