The modern descendant of a Dark Age empire that has seen its glory days slip into history, the United Empire of Romulus Britannia encompasses all of Australia, New Zealand, Papua New Guinea, and a few Pacific Ocean islands. Nevertheless, Britannians hold fast to their traditions and strive to regain their old influence. Centered on the eastern coast of Australia, Romulus Britannian culture is a unique mix of ancient Roman, medieval Britain, and frontier Imperialist eras. The majority of the population is descended from British and other European colonists. Minority populations, especially ethnic Polynesian Islanders and Austro-aboriginals, are struggling to maintain a voice within the gilded halls of Canberra.

Britannian tradition holds that the current system of government has its roots in the days of Roman expansion into the northern Rhineland. The Imperial House has its mythical roots in the tribes of Germanica. In fact, the Germanic leader, Arminius has been said to be the ancestor of Britannian royalty. The House has its historical origins during the late Roman Empire and was very much Roman in culture. However, marriage into the family of the Anglo-Saxon king, Ceawlin reaffirmed the House's legendary Germanic roots. The Anglo-Saxon conquest of England during the 5th-6th centuries marked the rise of the Imperial House. With the Western Roman Empire no longer a factor, the Imperial House was able to hold positions of very high power in Britain and directly controlled portions of the Low Countries. This hold on power withstood the Carolingian Kingdoms but eventually crumbled after the Norman conquest of 1066. The Imperial House spent the next six centuries in obscurity, too weak to challenge the new rulers of Britain. When the British Empire expanded to the Pacific, the Imperial House, now the House of Ceawlin Valenti, left its European roots and joined in the rush of imperialism.

Lord William Lorenzo Ceawlin Valenti was given a royal edict to colonize British possessions in the Pacific. During the late 18th century, widespread discontent at the British use of western Australia as a prison split the Imperial House. Two branches, the Sydney and the Fremantle soon dragged the country into civil war. The Sydney branch advocated obedience to the British crown while the Fremantles desired independence. After two decades of intermittent war (known as the Wars of Fraternal Independence) with each other and Great Britain, the Fremantles were victorious and the Sydney branch was exiled. Despite this original rift between Romulus Britannia and Great Britain (including a short conflict over control of Cylon), the modern era has seen the two nations return to very amicable terms.

The government is a constitutional monarchy with the Imperial Senate (originated after independence to reward the upper class supporters of the Fremantle branch) providing a modest counter to the power of the Emperor, currently HIH Emperor Geoffery (the II) William-Lorenzo Vittorio Ceawlin Valenti of Fremantle, Imperator Romulus Britannia, Rex Nova Zelandia, Rex Papua Nova Guinea, Pax Australis. The promise of new expansionism and a return to the legendary days of power is one of the only things keeping the empire's elite from demanding more power for the Senate and the people themselves.
