Structure

Though the Commonwealth of Rosdivan is nominally a republic, with sovereignty invested in the Rosdivani people, the Lord Protector, who is both head of state and head of government, has much of the trappings of a monarch. He is a ruler for life, the final court of appeal, with great political power, and is addressed as "His/Your Majesty." However, the Protectorship is an elected office, with the ruler selected from amongst the members of Parliament. As a matter of long-standing tradition, with the effect of law given the unwritten constitution of Rosdivan, the new ruler is one of the Lords of Parliament and not a relative of the previous Lord Protector.

The Parliament of Rosdivan is unicameral, with an unofficial but very real distinction between the lifelong members of Parliament, the Lords of Parliament, and the more numerous members who serve a five year elected term. The Lords of Parliament are appointed by the Lord Protector in reward for service to the Commonwealth. This service may run the gamut from military heroism to taking on a large administrative task (most notably so in the case of Lord Tudor, first governor of the Havenite colony and organizer of the colony's foundation).

Though the Commonwealth of Rosdivan tends to be fairly lenient politically, the Communist Party, and all other parties related to communism, have been banned since a failed Communist uprising on the assassination of Lord Protector John Melkovich.

The Commonwealth of Rosdivan, though dwarfed in population and total economy size by many members of the Greater Prussian Empire is actually the second most prosperous nation in the Empire, behind Derscon. While divided, most analysts believe that this is in large part due to Rosdivan's far lower taxes, which have made it an attractive location for foreign businesses to invest in. Major trading partners of Rosdivan include Derscon, Cherry Ridge, Northford, and Small Countri.

The largest industry by far in Rosdivan is the construction and sale of nuclear fission reactors, followed closely behind by uranium mining itself. Because of the geographical scarcity of fossil fuels and the large abundance of uranium, once the nuclear age arrived, the Commonwealth of Rosdivan made the creation of a nuclear power industry a top priority, with large government subsidies and initial foreign investment (much of which was bought out by the government and either merged into the government owned Rosdivan Electric or sold to domestic interests). As a result, a large industry for the construction of nuclear reactors was built up, especially in shipbuilding. Although a large amount of petroleum was available in Derscon, and Derscon remains the primary exporter of petroleum to the Commonwealth, its limited availability, and government encouragement of nuclear propulsion (through tarriffs on oil and subsidies for powerplant construction) resulted in a very large trend towards the use of nuclear marine propulsion, especially with experience gained building reactors for the nuclear navy. Because of this, there are actually several models of nuclear marine reactors that are mass produced and available on the open market for installation into ships.

Shipbuilding forms the third largest industry and is a natural result of Rosdivan's situation as an island chain. Almost all inter-island commerce is conducted through shipping, with the closely related flying boat responsible for much of the rest. In addition, because of the heavy use of nuclear propulsion, and its resultant lower cost of manufacture and installation in Rosdivan, Rosdivani-built ships can be a popular choice for foreign customers who desire the long range or lack of refuelings that are the province of nuclear propulsion.

Recently, the defense industry has become a major contributor to the Rosdivani economy. Items such as Zivka's F-132 Zephyr point defense interceptor and Devalt Industries Shepherd and Rufous anti-ship missiles have earned trillions of dollars on the international arms market and become standard equipment for great powers such as Questers. The Rosdivani economy flourishes doubly so from the foreign influx of money and the job creation as almost all of these armaments are built within Rosdivan proper or the colony of Havenite Rosdivan, leading to over a million new jobs for these products alone. Though Rosdivan stayed neutral in the war between the Questerian Commonwealth and the Gholgoth and NATO powers, numerous industries benefited from the increased demand for war materiel and a shortfall in consumer goods in certain nations such as Northford.
