NOTE: Often times the role of one of His Majesty's Ministers, and a Great Officer of State will be in the same. But in these cases, the Officer of State takes precedent, and is usually the immediate superior of the Minister. The Minister therefore serves as a sort of Deputy and co-head to the Great Officer of State.

Provincial and Local Government

Each of the 20 provinces of Aerion has an Royal Governor, appointed by the King. The Royal Governors take varying interest in government, but many live like Kings themselves living in the Provincial Palaces within the Provincial Capitals. They in turn appoint the Regional Governors, and Lord Mayors, who run the major cities where population is usually concentrated the most. Metropolitan counties are most often directly under the Royal Governor, who appoints the Lord Mayor rather than the Regional Governor.

Lord Mayors appoint Mayors of Metropolitan Districts. Ward Councillors, however, are elected officials. Regional Governors appoint County Commissioners, who appoint Rural District Commissioners and Township Mayors.

Each chief officer appoints his council to help him run his government such as County and City Councils.

Counties vary in size, but may be rather large if they contain rural districts which are largely unpopulated. The number of counties in a region vary, but may be up to 40.

Royal Governor's Power

Royal Governors have vast power, almost as subordinate kings, though vast responsibility as they are the ones to blame if something goes wrong in their province. Megacorporations who dominate the province may put pressure on the Governor as well. Many live their life in luxury, however, holding "court" at their Governor's Palace while leaving the real work to their lackeys. Each Provincial Capital has an Governor's Palace, which is usually quiet elaborate, and the annual salary for an Royal Governor is rumored to top 2 million Gold Leaves.

Political Divisions of Aerion

Rural Districts - District Commissioner

Local Royal Ministry Offices

Many functions of local government are handled by the local offices and huge bureaucracy of an Royal Ministry rather than the local government. For instance, the Ministry of Education directly runs all schools on every level, and the Ministry of Transporation handles all transportation and roadways down to the township level at which the local council will directly supervise things such as streets.

Police forces on all levels are supervised by the Department of Public Security of the Ministry of the Interior, and directly managed by the Department on the regional, county, and rural district level. Metropolitan police forces are jointly supervised between the Department and a Lord Mayor's appointee who is usually known as the Commissioner of Police of the Metropolis.

This top to bottom organization leads to standardized procedure on all levels of government, meaning that directives can come straight from the Royal Governor or King himself and be implemented immediately on local levels.

Intelligence Agencies

The Royal National Security Agency (RNSA)

Supposed to "not-exist", but most higher ranks in government and most in the media know that the King has secretly put this agency into place, but not much else. Their supposed headquarters have been placed in an strange old castle deep in the Aerion mountains, under Astevane (the capital), or even within the Royal Palace itself. There are whispered rumors alledging that King Wasterin X appointed some of the secret police of old regimes to fill the ranks of the RNSA to make it more "efficient", though most do not give any credibility to these wild stories. The true purpose and activities of the RNSA are not sure.

Royal Intelligence Service (RIS)

The Royal Intelligence Service is the primary intelligence agency for the Royal Government. It is also an umbrella organization of most Aerionian intelligence organizations. Their functions are clear, and they function much like any other intelligence agency in other nations. Their responsibilities are collecting, analyzing, and disseminating intelligence from other nations as well as other assumed "espionage" related activities. They are also responsibile for counter-intelligence operations. The Director of the RIS reports directly to the King himself, and is a de facto member of the Privy Council.

Royal Military Intelligence (RMI)

Similar in function to the RIS, Royal Military Intelligence specializes in providing special intelligence to the various branches of the Royal Armed Forces to aide in offensive, defensive, and clandestine operations. It is also responsible for counter-intelligence within the Royal Armed Forces, and internal security issues. The Director of the RMI reports directly to the Lord High Marshal, and is a member of the Royal High Command.
