Societal and political structure

The Nomadic Republic has long been proud of its culture and heritage, as a result the structure of Sannae society has remained the same through all the long centuries of existence. A central tennant of the society is that each person is not born equal, but rather is born with equal potential if not rights - a belief that has lead to greater and greater genetic manipulation of embryos while still within the womb. The result of the this belief has led to the tribal structure currently used.

The various tribes are all led by a ruling Lord, who heads his own family within the tribe. It is he who makes most decisions for his Tribe or Clan depending on what is in their greater interest. In major decisions the various Tribesmen or Clansmen (a difference that will be adressed shortly) will put the issue to a vote. Whatever conclusion the people of his tibe come to will be worth two of the Tribe/Clan's three votes in the Council of Clans. The other vote is used by the Lord depending upon his/her own personal leanings.

Elections are held within Tribes/Clans not in order to determine who will rule them, but rather to grant how much power within their Tribe/Clan the Lord has - a popular and talented ruler will generally be given greater control over the Tribe/Clan as a whole, while a foolish one will find him/herself with only a small hold over his Tribe/Clan's Roving.

Sannae society as a whole is split into three major groups, The Society, The Tribes Major and the Clans Minor.

The Society is the group that rules over the populace as a whole and is led by the Lord/Lady of Sann, who renounces their Tribe/Clan Name and takes up the name of Sann. For example, if the Lord of Tribe Ys, named Jaryth, were to be elected to be the next Lord Sann he would go from being named Lord Ys Jaryth to Lord Sann Jaryth. High ranking civil servants are normally considered to be members of the Society during their period of service/office and so also take the title Sann rather than that of their tribe. This also applies to the Purifier (head of the Office of Medicine) and other important members of society. Highly decorated citizens of the Nomadic Republic are also occasionally adopted into the Society if they accept, and it is considered a great honour to be adopted in such a manner - an honour that often leads to further promotion.

The Tribes Major is a collection of the greater, more influential Tribes of Sann. Even individually they have a large amount of power, with some of the greatest biological and medical knowledge even among the Sann peoples. The foremost among them is the Tribe Ys, which controls not only a large amount of trade but also a huge reposity of biological agents (both beneficial and malign) and has the largest number of ships.

The Clans Minor are the Clans not powerful enough to classify themselves as one of the Tribes Major, but are certainly worthy of respect and consideration. The greatest of the Clans Minor is the Clan Ri, as it is powerful enough to be considered one of the lesser Tribes Major, but has remained with the Clans Minor.
