Seaburg is the largest city of Hamptonshire. Seaburg is a 12 point Alpha (Global) world city, and the economic center of the country.


History

As a City-Province, Seaburg's municipal and federal government is fused into a combined administration. With ten percent of Hamptonshire's population, Seaburg is the most populated sub-national division of the Grand Archduchy of Hamptonshire.

The City-Province currently operates under the December 1913 Consitution of the City-Province while also abiding with all federal and imperial statutes. The head of Seaburg's executive branch is the Governor, who is popularly elected to a fixed 6 year term. The legislative branch is bicameral, it is comprised of the Metropolitan Assembly and Administrative Council. The Assembly has 650 seats. Fifty Councillors from each Greater District are appointed by the Supervisor according to proportional party representation and confirmed by each respective District Council. Members of the Metropolian Assembly serve 2 year terms after which new Councillors are appointed, or old Councillors reappointed. The Administrative Council has 52 elected seats and 14 non-elected seats. Each Greater District is alloted four seats to fill by popular election. The remaining 14 seats are filled by the thirteen Supervisiors and the Governor.

Seabug is divided into thirteen Greater Districts. Each Greater District operates as a nearly independent subunit of the City-Province. However, the only federally recognized political unit in the City-Province is Seaburg itself. Each Greater District is run by a 100 member District Council and an appointed Supervisor. Each District Council consists of 100 seats elected along party lines by proportional vote for a 5 year, unfixed term. The Supervisor may request that the Governor dissolve the District Council, leading to a new election within 21 days. The Supervisor is the leader of the largest faction or coalition in the District Council, and is automatically appointed by the Governor once each faction or coalition provides their Councillor list.
