The Holy Republic of Sikpawa is a small, pleasant nation, notable for its barren, inhospitable landscape. Its hard-nosed, hard-working population of 8 million have some civil rights, but not too many, enjoy the freedom to spend their money however they like, to a point, and take part in free and open elections, although not too often.

The medium-sized government juggles the competing demands of Law & Order, Education, and Healthcare. Citizens pay a flat income tax of 12%. A healthy private sector is led by the Retail, Gambling, and Pizza Delivery industries.

Voting is compulsory, the mining industry is making inroads into environmentally sensitive areas, a large-scale revitalization of the education system is underway, and nudity is frowned upon. Crime is moderate. Sikpawa's national animal is the Owl, which teeters on the brink of extinction due to widespread deforestation, and its currency is the Sika.

    History

    Prehistory

    The Holy Republic of Sikpawa came to fruition after a long and terrible civil, albeit not bloody, war (although it was more of a battle of wits) between the two main ethnic groups of the nation: The Hios and The Pivs. Friends for many hundreds, perhaps thousands, of years, it is still uncertain why these two peaceful groups of nations were provoked against each other. One popular theory is that a gentleman from the Piv group had a drunken one-night-stand with the son of the Hio ruler and didn't call in the morning. Another is that a boatful of hippies arrived from the United States and introduced marijuana to the groups not knowing that the Hios and Pivs had never been introduced to the drug before. Legislation has since been passed that one-night-stands are required to communicate the morning after, and all citizens must take classes on any new drug (illegal or not) that has been introduced to the country. Before Sikpawa, there was no formal national government to unite these two extrememely intelligent and advanced races except for an occasional letter between the groups.

    The Hios

    The Hios are a naturally peaceful group of people unless severely provoked. They have a pride unlike any other. They keep to themselves for the most part. Their laws and regulations are quite liberal although they do value tradition and precedence and look to it quite often for resolution in times of dispute.

    The Pivs

    Also a naturally peaceful people like the Hios. With an ancestry dating back thousands of years into antiquity, the Pivs have gained a natural knowledge of the world through natural religion. They are staunch protectors of their occupied territory because they believe it holds magical powers.

    The Fruition of The Holy Republic of Sikpawa

    After the civil, albeit not bloody, war, a man came forward with a resolution for peace. He has since been named His Royal Highness, King of Sikpawa. This is his official name and title. Both the Hios and Pivs were tired of the constant bloodless battles of wits and were eager to embrace a more civilized manner of living. HRH, King of Sikpawa saw the striking similarities between these two groups and believed that if they tried hard enough, they could, in fact, overcome their differences and make a successful nation: The Holy Republic of Sikpawa.

    Geography and Climate

    This section will be updated when The Holy Republic of Sikpawa is given a permanent residence in the Region of Gay.

    Government

    The Holy Republic of Sikpawa, is, as its name implies, a holy republic. HRH, King of Sikpawa is placed into office and also pontificated by the citizens of Sikpawa. As religion is important to both the Hios and the Pivs, they felt that a person who could unify both would be best. The legislative body is bicameral. The House of Hios and The House of Pivs are equal in power and number of delagates from each group. Even though every division is allowed four delegates, the Blue Division, which is the seat government, is subject to all laws passed by the Houses, but is allowed only two delgates: one to The House of Pivs and one to The House of Hios.

    His/Her Royal Highness, King/Queen of The Holy Republic of Sikpawa

    HRH,K(Q)oS is directly elected every five years by the citizens of Sikpawa. HRH,K(Q)oS's spouse is automatically elected to be the Supreme Advisor to the King or Queen. If there is no spouse, the King or Queen may appoint an advisor to be approved by The House of Pivs. This advisor will be called Advisor to the State. The title of Supreme Advisor is reserved only for the spouse of the King or Queen. Under the Sikpawan Constitution, HRH,K(Q)oS may be of either sex because the Consitution shys away from the all-too-common sex-based grammar afforded by the English language. Even so, the leader's title is not based on the leader's sex, but on how the leader wishes to be addressed. Therefore, a male leader could, if he wished, be addressed as Her Royal Highness, Queen of Sikpawa and vice-versa. HRH,K(Q)oS is granted veto on all legislation enacted by The Houses. The Houses may override the King or Queen's veto by a three-fourth's majority. If the majority is reached, The Houses must submit the legislation to the Court Superior for review and approval. Once the legislation has been approved by the Court Superior, it goes back to the King or Queen, who, then, is required by law to sign it into law. Also, the King or Queen is required to make appointments to the Court Superior. All appointees must be recommended and approved by The House of Hios.

    The Houses

    The Houses are made up of four delgates from each division. They are entrusted with the power to make legislation. The King or Queen may suggest acts of legislation, but may not vote on them under any circumstances. If legislation is suggested by the leader, The Houses may make any changes they see fit. The King or Queen may also require certain legislation to move through The Houses. If legislation is required by the leader, The Houses may not make any changes whatsoever. They must vote "yea" or "nay" on the legislation and send the result to the King or Queen. Furthermore, The Houses may organize themselves in whatever manner is best for them. They also may increase the number of delegates from each division if all divisions remain equal in the number of delgates they have in each House.

    The Court Superior

    The Court Superior Justices are appointed to ten-year terms by the King or Queen. The appointees must be recommended and approved by The House of Hios. The sole item of duty retained by the Court Superior is to preserve the Constitution of the Holy Republic of Sikpawa. The number of Justices is set at five.


    The Review of Power

    Although HRH,K(Q)oS's powers are broad, they are not absolute. The Houses may request a Review of Power meaning that an official declaration has been issued to HRH,K(Q)oS stating that s/he went out of the lines of what is considered precedence by a leader. Once a Review of Power has been issued and delivered to the King or Queen, the Court Superior must review it and make a decision based on the Sikpawan Constitution.

    Also, a Review of Power may be requested by the Court Superior. The only change is that The Houses must review it and make a decision based on the Constitution.

    A review of power requested by HRH,K(Q)oS works somewhat differently. There are two different names for what is essentially the same thing: A Review of Judicial Power and A Review of Legislative Power. If either is requested by the King or Queen, then an Electoral Review of Power must be called. This means that the citizens decide if the government body in question has outreached its limits.

    If any Review of Power is passed, the government body in question must issue a public apology and reverse its decision, action, or legislation. If a Review of Power is rejected, the government body is absolved of all wrongdoing. Once a Review of Power is requested for a specific decision, action, or legislation, it may not be requested again until a period of two years has passed.

    Human Rights

    The citizens of Sikpawa enjoy many personal freedoms including same-sex marriage, free nationalized healthcare, and free education. It is generally assumed that if a right or freedom is not expressly denied, it remains legal.

    Economy

    The Sika is the national currency. Fifty Kisas make a Sika. On a grammatical note, Sika and Kisa are always capitalized.

    Demographics

    Religion

    There is one national religion, but the practice of it is completly voluntary: it is a mixture of Catholicism brought by French missionaries in the 1800s and the natural religion of the Pivs. Even though there is one national religion, there are many other religions recognized and endorsed by the government. In order for a spiritual group to be recognized as a full-fledged religion, it first must submit an application to The Houses for approval. The spiritual group must affirm that HRH,K(Q)oS is, in fact, spiritual leader of the nation and that its files (e.g. books of prayer, sanctified writings, etc.) must be kept public and open for review in the National Religious Database, which is free to any Sikpawan citizen.

    Language

    The two official languages are English and French. All public signs must be in both languages by law. Any official government decree must be issued in both languages. Every government official must be fluent in both languages. Both English and French are required classes in all schools, public and private, from kindergarten to graduate school.

    Public Health

    Healthcare has been nationalized. Health insurance was made redundant when the current government came to be. If a Sikpawan citizen is in need of healthcare, all s/he needs to do is go to the necessary provider and fill out a form. The government covers the full cost of all healthcare and medicines needed by its citizens except for cosmetic procedures. However, a citizen may apply directly to the government for a special allowance to have the cosmetic procedure formed at no cost, but it is mandatory that the citizen attend counseling before the procedure is performed. All citizens pay higher taxes to have free national healthcare available to them.

    Education

    Free public education through high school is compulsory. Post-secondary education is also largely free but voluntary. If a Sikpawan student has a grade-point average of 3.5 or more, his or her college is completely free for the student to earn a bachelor's degree or a master's degree. If a student does NOT have a grade-point average of 3.5 or more, the government will pay for 80% of the student's college expenses for the student to earn a bachelor's degree or a master's degree. If a student wishes to pursue a degree beyond a master's degree, the government will provide 50% of all funding necessary in addition to a government position if the student graduates with a 4.0 grade average.
