The Grand Empire of Smoky Burnouts is a huge, economically powerful nation, notable for its compulsory military service. Its hard-nosed, hard-working, cynical population of 995 million are kept under strict control by the oppressive government, which measures its success by the nation's GDP and refers to individual citizens as "human resources."
It is difficult to tell where the omnipresent, corrupt government stops and the rest of society begins, but it juggles the competing demands of Defence, Law & Order, and Commerce. The average income tax rate is 100%. Private enterprise is illegal, but for those in the know there is a slick and highly efficient black market in Uranium Mining.
Smoky Burnouts's army is full of 2 metre tall super-soldiers, waste is frequently shipped to other countries, police officers are seen patrolling the streets armed with satellite-guided truncheons, and religious organizations are being forced to leave the country or pay income taxes like everybody else. Crime -- especially youth-related -- is totally unknown, thanks to the all-pervasive police force. Smoky Burnouts's national animal is the hobo, which teeters on the brink of extinction due to widespread deforestation, and its currency is the lugnut.
