Supreme Daytan People's Council

The Supreme Daytan People's Council is the executive government of Daytanistan. It has twelve members, all of whom theoretically have equal standing, but in reality the General Secretary of the Central Administrative Committee of the Daytan Communist Workers Party is its leader.

Composition

The Supreme Daytan People's Council's members, called People's Councillors, are appointed to the council as follows:

  • Six People's Councillors are appointed by the Central Administrative Committee of the Daytan Communist Workers Party.
  • One People's Councillor is appointed by the Provincial Conference of the Ashta Branch of the Daytan Communist Workers Party.
  • One People's Councillor is appointed by the Provincial Conference of the Kashoun Branch of the Daytan Communist Workers Party.
  • One People's Councillor is appointed by the Parshea Council of Socialist Trade Unions Conference (which performs the functions of a provincial conference of the Daytan Communist Workers Party in Parshea).
  • One People's Councillor is appointed by the Annual Dalysh Conference of the Daytan Communist Workers Party.
  • One People's Councillor is appointed by the Provincial Conference of the Jalaalalaal Branch of the Daytan Communist Workers Party.
  • One People's Councillor is appointed by the Provincial Conference of the Yshtafa Branch of the Daytan Communist Workers Party.

Appointments to the council are made for life, although if a councillor is convicted of a crime against the state, he loses office. If a councillor misses two consecutive meetings of the council without notice, he loses office. If a councillor appointed by the Central Administrative Committee of the Daytan Communist Workers Party dies, resigns or otherwise loses office, then the next meeting of the Central Administrative Committee (which meets monthly) will appoint a new councillor to fill the vacancy. If a councillor from a province dies or loses office, the vacancy will not be filled until the next meeting of that provincial conference. These meetings are held on an annual basis so the vacancy may exist for many months before being filled.

Meetings

The Supreme Daytan People's Council has regular fortnightly meetings and casual meetings as the situation requires. It generally meets in Yerbel, although it can meet anywhere. Its discussions are strictly secret, and it is a criminal offence punishable by death to disclose any part of them to non-council members except in ways authorised by the council. The council's quorum is three, and it is unknown whether it reaches its decisions by voting or consensus, although whichever process in place, it is likely just to be a formality to ratify the General Secretary's decisions.
