Applying for Membership
Before submitting their application to become a Kuni province of the Tenka Fubu Alliance, the prospective applicant region should ensure the following requirements are met:
- the region has an active founder who supports the application (any additional nations residing in the applicant region who are prepared to actively participate in the region's revitalization will be considered an asset);
- the theme of the applying region will be unique within the Tenka Fubu Alliance (e.g. another region based on the theme of Japan's feudal era will not be found acceptable), and is not based on invader/defender activities;
- the region has less than forty nations, and a smaller population than Feudal Japan.
The applicant must provide a list of the region's active nations who are prepared to assist with developing the region further; a summary of the region's theme and how the applicant would like to see it be developed; and a brief statement as to why the Tenka Fubu Alliance should accept the applicant ahead of any other region's requests it may currently be entertaining.

History of the Alliance
The mission of the Tenka Fubu Alliance was initially conceived as the second element in the establishment of an empire by Nobunaga's Revenge, Emperor and first Shogun of Feudal Japan.
In November 2005, the Emperor stated that the concept of Tenka Fubu was an idea founded upon experience with the failures of known defender regions. Its intent was to help smaller regions that try to peacefully exist in relative solitude but which are ignored and/or forgotten when preyed upon by invaders. Nobunaga's Revenge outlined three initiatives by which Feudal Japan would lend its assistance, via the Tenka Fubu mission:
- Establishing alliances with smaller regions that agree to joint military actions in defense of helpless regions.
- Annexing dying regions directly into Tenka Fubu. Kokushus (highest rank of Daimyo) would then be placed in these provinces to rebuild and promote activity. All provincial members would be awarded the same status and opportunity as those of Feudal Japan itself.
- Taking on struggling regions as protectorates. Joshu (medium rank fo Daimyo) who wish to become Kokushu (highest rank) would be given the opportunity to help stabilize these province regions.
