The term 'Tenka Fubu' has multiple meanings. It may refer to the alliance, or to the region that is one of the alliance members.

Stated Purpose

The Tenka Fubu Alliance was first conceived as an 'empire'. As originally stated by Nobunaga's Revenge, Emperor and first Shogun of Feudal Japan in November 2005:

Tenka Fubu is an idea founded from experience with the failures of known defender regions to help those regions of NS that really need it. Smaller regions that try to peacefully exist in relative solitude and are constantly ignored and forgotten in their time of need. Invader regions constantly prey on these unprotected regions and cause serious harm to the nations that reside there. Wars between defenders and invaders seem to spill over and cause harm as they struggle for control. These situations are unacceptable.

What I propose is to build an empire that works to protect these nations and their regions - Tenka Fubu. We will build this empire through several means:

*Alliances with smaller regions that will agree to joint military actions in defense of helpless regions.

*Annexing dying regions directly into Tenka Fubu. Kokushus (highest rank of Daimyo) would then be placed in these provinces to rebuild and promote activity. All provincial members would be awarded the same status and opportunity as those of Feudal Japan itself.

*Taking on struggling regions as protectorates. Joshu (medium rank fo Daimyo) who wish to become Kokushu (highest rank) would be given the opportunity to help stabilize these regions.

This overview has been given to you in order for you to see what we are trying to achieve here in Feudal Japan.

Following the resignation of Nobunaga's Revenge from office, subsequent Shoguns (Burn up Blade, Knights of Zion) have steered away from the conception of Tenka Fubu as an empire and regard it as more of an alliance, although the government of Feudal Japan continues to have dominance over activities in the Tenka Fubu provinces.

The region of Feudal Japan has additionally negotiated alliances with regions external to Tenka Fubu, but these are not considered part of the integral Tenka Fubu alliance. Controversy

The region of Cathay, a former member of the Tenka Fubu Alliance during the Shogunate of Burn up Blade, established independence by democratic vote in the spring of 2006. Its founder did not approve of the direction Burn up Blade had taken the Alliance. The region of Cathay thereupon claimed to represent the 'true Tenka Fubu' (resulting in a situation comparable to RL China and Taiwan's dilemna). This dual claim to the term Tenka Fubu remains unresolved.
