The Empire of the Abyssian Legion, often called The Abyssian Legion or the Empire, is an empire that controls the entire Rundocian System. The Abyssian Legion is ruled by The Emperor. The capital of the Empire is The Emperor's Palace-Fortress, known as Eolifol. The Empire is split into two divisions, the Inner Empire and the Outer Empire. The Inner Empire is made up of the former Kingdom of Abyssia, and is inhabited by humans. The Outer Empire encompasses everything else, and is inhabited by hordes of undead. Although the Empire controls the entire Rundocian System, the only planet that has more than 15 permanent inhabitants is the capital world of Palacia, which has a population of about 1.08 billion.

People

The Inner Empire is the home of the humans. They are divided into the classes of nobility and serfs. The nobility have specific government jobs, such as law enforcement, forging weapons, and governing a city. They are in turn given land by more powerful nobles. The serfs do not have specific jobs, but usually are expected to pay a certain tribute to the noble who owns the land on which they live. An example of a tribute some serfs are required to give are large ammounts of algae harvested from a lake. If the serf does not pay these tributes, they will be punished. (see Judicial Branch)

The Outer Empire is the home of around 750 million undead. Most of them are stupid and inefficient warriors that roam the Outer Empire in search of humans to feast on. These warriors may be called upon by their masters, which include the liches and overlords, to fight or for massive construction projects. The undead do not need to eat or rest, so they make the perfect slaves. They are also used in the army of the Abyssian Legion. (see Military)

Life in the Inner Empire

The serfs lead a poor, hellish existence. They have to find their own food, which is next to impossible in some locations. This leads to high death rates from famine. Water shortages, while still a major problem among the serfs, is not as threatening as famines because the serfs can often dig wells to get to the large underground water supplies in the planet's crust. Disease and infections are also major problem for the serfs, since there is no healthcare available to them. The serfs must endure back breaking labor in order to pay off the tributes of the Lords. Serfs also have to endure the nightmare of frequent raids by the hungry undead of the Outer Empire, who, against the will of their masters, cross the borders into the Inner Empire to capture serf families to eat.

Life is much better for the nobles, whose food and water needs are supplied by serf tributes and whose land is given by the more powerful nobles they serve. The nobles have better jobs, massive homes, and a lot of leisure time. The most common leisure activities among nobles is going to banquets hosted by other nobles. Women in the nobility are generally considered to be the prize of the men, and rarely achieve a position in power.

Government

The Empire is ruled with an iron fist by The Emperor. The Emperor is the head of all three branches of the Empire's government: the Legislative Branch, the Executive Branch, and the Judicial Branch. The Emperor is assisted by several advisors. Some autonomy is given to these advisors, because The Emperor does not have time to go over every issue himself. The Emperor can override decisions made by his advisors, however, and has the final say in all matters of government.

The Emperor's name is not known to even the most educated Abyssians, and even if someone does know The Emperor's name, it is not allowed to be mentioned. The word Emperor is always capitalized, as is the The preceding it.

Legislative Branch

The Legislative Branch is made up of The Emperor and all his advisors, as well as some representatives of the Outer Empire. This branch discusses laws, standardizations, and military issues. Meetings of the Legislative Branch only occur at the request of The Emperor. Meetings are held in Doomsday Hall in Eolifol.

Executive Branch

The Executive Branch is made up of all the military and law enforcement forces of the Empire. The three parts of the Executive Branch are the Legion of Discord (or Army), the Imperial Navy, and the Watchmen (law enforcement). These will be covered later in the military section.

To coordinate the Executive Branch, frequent hologram meetings are held which include The Emperor, overlords of the Outer Empire, and human naval officers in the Imperial Navy. These meetings discuss war declarations, war strategies, military budgets, military technologies, and law enforcement. These meetings only occur at the Emperor's request.

Judicial Branch

The Judicial Branch assigns punishments to criminals captured by the watchmen. Criminals are brought before judicators, where the judicator examines a crime and determines the proper punishment. The criminal is then sent to prison towers or certain locations in the Outer Empire where their punishment is carried out. Depending on the crime, it may be determined that members of the criminal's family also need to be arrested and punished. The Judicial Branch only operates inside the Inner Empire, as there are no laws in the Outer Empire.

There are four main punishments for crimes: Exile of Criminal, Exile of Criminal and Criminal's Family, Execution by Torture and Starvation of Criminal, and Execution by Torture and Starvation of Criminal and Criminal's Family. Exile means that the Criminal and possibly his or her family is exiled to the Outer Empire. This punishment is more similar to an execution, as the criminal(s) are normally hunted down and killed by the ravenous undead of the Outer Empire within a matter of minutes or hours from being deposited there. Like the name implies, criminals with the punishment of Execution by Torture and Starvation are tortured until they die of starvation. Criminals with this punishment are sent to prison towers, where they are left to the Sandmen. Sandmen are sorcerors with particularly sadistic minds that are selected and hired by the local nobility to run the prison towers. Torture is used as a primary deterrant for crime, and surveys have shown that it is the primary reason why serfs choose not to commit crimes.

It is against the law for serfs to report crimes, which is why crime between serfs is so common. If a law enforcement sorceror catches the serfs while committing a crime, however, the serf will be arrested and punished. Many law enforcement officers abuse their power and arrest serfs who are innocent. Serfs are not given trials, instead they are automatically given punishments based on the description of the crime provided by the officer that arrested the serf. Also, most law enforcement officials don't even bother to arrest nobles who commit crimes against serfs. The only major exception to this rule is when a group of nobles try to kill rival nobles' serfs.

In the event that a noble is caught committing a crime, a trial is given and the suspect is innocent until proven guilty.

Inner Empire Government Structure

The highest level of administration in the Empire is The Emperor and his advisors. The advisors are the leaders of the major cities in the Inner Empire. By far the most important of these advisors is the Grand Vizier of Gothelrelm. Gothelrelm is the capital of the Inner Empire, and the Grand Vizier of Gothelrelm (often called just the Grand Vizier, because all of the other nobles with the title of Grand Vizier are insignificant) is the representative to The Emperor of the overlords of the Outer Empire.

After The Emperor and his advisors, the next level is the City Lords. Every city in the Inner Empire has a Lord in charge of it (some Lords may have titles other than Lord, such as Grand Baron or Grand Vizier). Each Lord has his own council, much like The Emperor's advisors. The council members usually have their own town that they are in charge of, and their own council. This hierarchy extends down to the smallest villages. The leader of each city, town, or village has their own serfs which are required to pay tribute to them.

Outer Empire Government Structure

After The Emperor, the ruler of the next highest importance is the Overlord Deathicus, a powerful overlord who rules the Outer Empire from its capital of Mausolium. Deathicus is assisted by his lower overlords and his liches. All of the overlords and the liches can issue orders to any of the undead servants merely by thinking about it. This, combined with the enormous numbers of undead servants, allow massive construction projects in the Outer Empire, such as the building of shipyards, capital ships, and planetary defenses. Because of their fierce warrior nature and their fanatical love for battle, the undead servants are also used as soldiers in the army of the Empire, known as the Legion of Discord. Geography

The Empire covers the Rundocian System, a system that includes the star Rundocia, the planets Palacia, Timit, Leonsia, and Nonsion, and their moons.

Rundocia

Rundocia is a main sequence star at the center of the Rundocian System. It is about 1,255,000 km in diameter and is estimated to be 11 billion years old.

At about 160 million kilometers away, Palacia is the closest planet to Rundocia. It is also the capital world of the Empire. Palacia is about 7477 km in diameter. It has two moons, Dosem and Vink.

Palacia used to be a planet full of life. It had trees, grasslands, and many animals. Then, in 535 BC*, a giant meteor hit Palacia. The meteor blasted rock and dirt into the atmosphere, creating thick clouds formed over the planet that block out all sunlight. All the rivers on Palacia have dried up and almost all forms of life have died. Humans, a few species of insects and worms, some grasses, and large ammounts of algae in the seas is all that remains. Since there is no more rain, the land is very dusty. Frequent dust storms plague the planet.

The Planet's land is divided into four continents. From biggest to smallest, these continents are Antaria, Rivalrio, Malaedar, and Helmiar. The land in Rivalrio and Helmiar is mostly flat, whereas the land in Malaedar has many hills, and Antaria has several tall mountains and plateaus, as well as deep valleys and chasms.

Dosem and Vink

Dosem and Vink are both small, rocky moons without atmospheres. Dosem has a diameter of about 31 km and Vink has a diameter of about 45 km. These moons are primarily used by the Empire for mining purposes.

Timit

Timit is a large planet with a thick, toxic atmosphere. Timit is about 12,428 km in diameter. The planet is rocked with constant seismic activity and volcanic eruptions. The Empire uses this planet mainly for military drills. It's only moon, Remon, is about 890 km in diameter. It has no atmosphere and is used by the Empire to mine all the metals contained in it's crust.

Leonsia and Nonsion

Leonsia and Nonsion are both gas giants. Leonsia is about 55,914 km in diameter and Nonsion is about 51,259 km in diameter. They have many small, rocky moons. The only inhabitants of these planets are scientists in space stations orbiting around the planets. The planets are sometimes used for military drills involving spaceships.
