Imperial Government

Executive Branch

Emperor

The Executive Branch is headed by the former Admiral of The American Privateer, Jack Ray, who is the new Emperor of the Five Nations. The Emperor is voted upon by the Combined Houses in the Grand Hall whenever the former Emperor dies.

The Emperor is granted one of the largest amounts of power, including the right to declare war, the right to veto or approve legislation, Commander of the Military, Ratify and Propose Treaties, and Craft and Propose Legislation for the Houses.

Adjuncts

The Adjuncts are voted on by the members of their nation, and serve as the Executive Representative from each of the Four Nations who are not in Power. Each one has Rights and Powers assigned to them by the Nation that sends them to 12 Tower Place.

Grand Theologian

Currently headed by the Grand Master, Juan Diego de Guadalupe, the Grand Theologian is the head of the Imperial Catholic Church and the Irish Catholic Church.

He is advised by the Ecumenical Council, which is made up of the other major religions of the Empire.

The Grand Theologian has various powers, in association with his power as the head of the various Catholic Churches, has complete Religious Authority over the citizens of the Empire. However, the Grand Theologian is not able to surpass or supplant the Emperor, and Religious Edicts that encourage martial opposition to the Emperor can be struck down by the Emperor

1st Councilor

The 1st Councilor, currently the Ghost Artemis, is the Head of the Council of XIII, and is the Emperor’s official voice inside the Cyberverse.

The 1st Councilor is elected by the Council, which is made up of Thirteen Councilors who can be replaced by the people at any time.

Due to the Sensitivity of the Internet, laws pertaining to the Cyberverse are considered to be Null and Void, unless the Council of XIII gives it the nod.

King of Ireland

The King (or Queen) is the oldest member of the Royal Family of the O’Neill Clan, and is currently the position held by the widower, Aidan O’Neill.

The only position in the Empire guaranteed by Birth, the King of Ireland is also the Joint Commander of the Armed Forces.

The King technically has complete Control over Strategy, Deployment, Logistics, Intellegence, etc., though in Practice, he will always consult with the Emperor on such details

Ryukage

The Dragon Shadow, the Ryukage is the head of the Ninja Village, Ryumaru, and of the Dragon Jedi Temple. The Current Ryukage is the former ghost, Ryu.

The Ryukage has complete control over the Special Operations Teams of the Empire, comprised of Joint Shinobi-Jedi teams.

The Ryukage has complete control over the nation of the Dragon Clan, and controls the curriculum of the Temple and the Shinobi Academy.

Legislative

The Legislative Branch is made of Six houses, each comprising of different groups.

House of Ghosts

The only house that Ghosts may hold positions in, the House of Ghosts meets entirely on the Internet, and can vote a referendum on all but the Top IV of the Council of XIII

House of Knights

The House of Knights is the only House that the Knight-Priests of the Longinean Order are allowed to run for, the House of Knights is considered to be a step down for the Knights, but those who do so are respected in custom, due to their willingness to place the welfare of the Empire ahead of their own Glory.

House of Lords

Made up by the Entirety of the Irish Lords of Niall Noiglach, the House of Lords has very little power, due to their lack of gaining the Electorate’s approval.

House of the People

The House of the People is available to any of the average members of the Five Nations not restricted to a single House by Birth or Career.

Jedi Council

The Jedi Council is made up of the Elected Representatives of the Jedi Temple, and are chosen for various terms based on their support with the people. Terms can be stricken down to months if the rest of the Jedi feels they are becoming corrupt

Council of Shinobi

The Shinobi Council is considered to be the most unreachable council, the Shinobi of the Council focus almost entirely on the Draon Clans.

Capital City

The Capital of the Empire, Port San Lucas, is a large, former TAP'ian City and is the home of the Imperial Naval Academy. The City of Port San Lucas is a massive metropolis that tries to remain true to it's humble, terran origins.

Imperial Center

Imperial Center The Imperial Center, the home of the government, is centered around one large, futuristic building, with the Imperial and Adjunct Offices being housed in the upper floors, and the various houses controlling descending floors in terms of size, with the largest houses being housed on the Ground Floor.

Academy District

The Academy District is almost completely space borne, connected to Port San Lucas by a series of high speed Space Elevators.

Though not all of the Academies are located on the world of New Shiloh, the Air Force and naval Academy operate large, Low-G Academies over the city.

Military Academies

Gakuen no Ryu no Shinobi

The Gakuen no Ryu no Shinobi is the home of the Ninja Academy, the most powerful group of Special Ops units in the Five Nations. All of the Shinobi come from families specifically bred for the purpose of creating Kekki-Genkai, or Inherited Techniques.

The Academy trains it's Shinobi up to Chunin Level before allowing them to go out on missions.

Only Twelve teams of Three Chunin will Graduate every year.

Jedi Temple

The Jedi Temple is the only location for Force Sensitive citizens in the Empire.

The Temple focuses on a more Aggressive interpretation of the code, but still emphasizes that defense is better than Offense for a Jedi.

Imperial Naval Academy

The Only place for the training of Naval Officers, all cadets are what where once known as "Mustangs" and have to earn the right to attend the academy through merit of service and mind.

The Academy orbits over Port San Lucas, and is connected to the city by a long space elevator.

In terms of spatial location, the Academy is located directly opposite the world of Whitewood, and it's moon, Brightside, the location of the Central Imperial Naval Shipyard.

Imperial Air Force Academy

Also known as The Rookery, the Airforce Academy operates on a similar basis to that of the Naval Academy, although it also allows talented pilots from the civillian sector to enter for the probationary position of Flight Leader.

The Imperial Air Force Academy is located over the city of Shortfall, which is the largest Fighter Manufacturing facility on New Shiloh.

MI Training Facility

The MI Training Facility is the only training camp with facilities in Space and on the Ground. The Camp takes twelve months to complete, but when a soldier leaves, they are living weapons, and can take on a platoon of enemy infantry without anymore weaponry than a knife.
