The Neo-Socialist nation of The Herrscher Wolfe is a communist nation comprised of four providences, three insular territories, and four contiguous territories. The Penavieve Ocean binds it on the east and the Vartial Passageway binds it on the west. It’s known by its residents for its outstanding compulsory military and civil service terms as alternatives to the older conscription laws.


Early Years and the GDC

In 1962 an ultra right-wing radical group of revolutionaries took possession of the regional capitol of Hyyne by a long-term coup d’etat that laid siege to the city. A small military force of former special operations soldiers began spreading propaganda and illegally selling firearms to citizens in hopes of starting a full-scale revolution. They named themselves the Global Destined Confederacy as best translated from the English propaganda flyers and pamphlets. The pamphlets accused the regional government of being fascist primarily because of the severe restriction and censorship of speech. Citizens were forced to pay a 10% increase in living taxes to pay for the dozen or so censorship committees that regulated everything from domestic mail to music and entertainment.

The citizens supported soldiers who were recruited by the Global Destined Confederacy (G.D.C.) usually by allowing them board and food. As the political debate and national elections neared, a regional delegate running for President was running unopposed before an official delegate from the G.D.C. party was selected. Highly favored to win, the G.D.C. candidate for the presidency subsequently dropped out of the race when the regional government imprisoned his family.

On September 6th 1967 the first of several short but intense military skirmishes took place on the main street of Hyyne between armed combatants of the G.D.C. and the regional government’s military and police forces. The regional government was ill adept to fighting urban conflicts and lost heavy casualties while causing massive damage to the city’s oldest area, Blue Block. With the destruction of Blue Block, many otherwise neutral citizens took up arms against the regional government. In retaliation of the gun battles that had turned their streets into killing zones, the regional government’s secret police, known as black ties, began rounding up anyone suspected of aiding and abiding the rebels. Public executions of rebel unit leaders became a common site in the late portions of 1969 and early 1970.

With near 90% of the citizen support, the G.D.C. took possession of the city of Hyyne on July 18th 1974, effectively removing the regional government from power. They instated a national policy of democracy, holding the elections for regional representatives immediately. The public enjoyed greatly the political and social freedom that they had recently gained, and for the time being, forgot all about the still in effect tax raise, although the censorship board had been disbanded. In the following years the G.D.C. under pressure of a failing financial budget and increased costs of military support, seen massive internal power struggles from members trying to stray from the party.


Streets of Blood

The G.D.C.’s reign of power had a profound impact on the citizens it resided over. Unfortunately, it was very short lived as power struggles became more and more common. Violence would escalate to a point where the regional delegates, who had minor military power, allied themselves together and attempted to over through the G.D.C. party. This lead to armed troops and lightly armored vehicles rolling and marching through cities and shutting off access ways for hospitals, police stations, fire stations, and other civil services.

On March 4th 1979, the G.D.C. declared marshal law in response to the assassination of President Bem Harlowe, who took power when the old regional government fell. A six-month investigation led back to the G.D.C. party and to who the media claimed was the instigator of the assassination, the former Vice President Randal Jackson Ashben, who had financed the deed. Jackson was executed within a week of his biased conviction and a twelve-year conflict took place between the vying factions in the region.


A New Government Emerges

In 1991 a political entity took ownership of the regional government with the assistance from neighboring territories. This political entity had fought skirmish battles in a dozen cities through out the country, were their results were mixed. A final confutation emerged when troops from a factional alliance marched into the capitol city and held their positions. The entire fate of the nation was decided by the single battle, however it came at a heavy price. Early reports shown that the new entity’s forces suffered a 60% loss as the casualties ranked into the hundreds of thousands. The six-week long battle and limited bombing campaign demolished thousands of homes and most of the capitol city of Hyyne.

The new political entity, once taking power, immediately put into effect a drafted version of a constitution, a new flag, and the new government name of the United Socialist States of The Herrscher Wolfe. New political ideas expanded and grew, but as they did, so did population and birth rates. The new capitol city was named Ookami City and was home to over 500,000 citizens.


Trouble at Home

With little in the restriction of military arms in the new political government, the trade and sell of otherwise illegal weapons took center-stage as a steep increase in domestic terrorism became painfully evident. Firefights once again erupted into the streets and the intense fighting disrupted industrial centers across the nation. Suicide bombings as well as mortar attacks of heavily populated residential and commercial area devastated the economy, which was already reeling from the power struggles. Thousands were killed in the Tocai Night Club bombing, where terrorists detonated vehicles filled with C4 explosives that leveled three entire city blocks.

The military of the new government quickly stepped up and swung into full effect to hunt the terrorists and arrest them. Over three years, 220 people were arrested in connection to the bombing and 30 of them were executed by the state. The new government had no other choice than declare marshal law once again, temporarily suspending both national elections and the new constitution.

The government once again renamed them to show the change in both political and military state to the Neo-Socialist Government of The Herrscher Wolfe.


Culture

Social ranks in the Herrschern culture are about equal to that of American society with less pressure on the working proletariat and more heavily taxed elitist classes. Traditional dance and costumes are still worn in the styling of silk robes and crown hats. Traditional music is more of a classical structure, including the anthem of the nation “Brandett Herrscher Wolfe”.

Traditionally the native tongue of the Herrscher Wolfe is German and most school systems still use it when printing textbooks. However, modern Herrscher Wolfe has a mixture of languages that include the minority dialects of traditional German and immigrated Japanese, and the more popularly spoken Herrschern English.

Architecture of buildings are unique in their shape and function. Houses are more round than square as compared to American society, this helps prevent natural disasters from destroying homes as they’re more suited for high wind and high vibration. Computerized homes are now common as factories became computerized in the late 1990s. The most popular colors in Herrschen Society are black, orange, blue, and green and these colors are seen on everything from automobiles to homes.

Manufacturing goods and services are in both the hands of private citizens and various offices of the government. The main industries are automobile manufacture, firearm manufacture, and the mining industries. The average family makes about φ16,000 per year, making the country’s GDP φ27,768,889,824,980 with most funds going to the police and military forces.

Food and cuisine in Herrschern society is a smorgasbord of meats and plants. The main courses are chicken, fish, beef, and pork but in more traditional areas haggis is still prepared and served along with borsht. The government promotes healthy eating habits and citizens have become more aware of rising obesity rates and the risks of heart failure, the country’s number one health problem. Japanese dishes like sushi and Raman as well as Germanic dishes such as sauerkraut are more dominate than pizza and hamburgers that used to be at the top of the demand scale. New waves of zero-fat foods have also became popular, such as no-fat salad with dressings. But the main thing in common no matter where in The Herrscher Wolfe you go, people love curryworst, or a sausage that has been stuffed with various degrees of spicy curry.


Banking and Trade

Government policy affects the citizens tremendously as curfews have been put in place after 10:00 PM in hopes of slowing domestic violence and to reduce the chance of innocent civilians getting killed or injured. Despite the problems the government administration is facing, government efficiency is at 90% while worker enthusiasm is at 74% and rising with consumer confidence staying steady at 76% and unemployment rates at a record low of 5.54%. Military and Police Power

The military, military police, and local police in the Herrscher Wolfe are well founded and superbly trained. However their weapons are aging and their tactics, by the standards of other nations, may seem a bit barbaric.
