The Kingdom of the Kruusland is a relatively new nation, undergoing major change. A referendum recently passed establishing a popular monarchy with minor ceremonial duties, but with the title of "Head of State".

His Majesty, King Kruus I, was originally the President of the Federation, but established the monarchy in hopes of pleasing the two major political parties, the Royalist-Christian Democratic Coalition and the Republican-Labour Coalition. In doing so, he lost considerable power as part of a deal between the new parties, but built a national tradition that was thought about for centuries.

Kruusish Government Theory

Before the Royalist Referendum, there was a federal parliamentary system of government with four distinct branches of government, as there are today. There was Federal Parliament (the legislature), Cabinet (the executive), the High Court (the judiciary), and the Citizen's Coalition (the citizenary). The Citizen's Coalition, which is a rare feature in government, dealt with regular referedums, recalls, and initiatives. The Federal President also controlled the armed forces, and could bring up issues in Parliament.

The new government now has a more centralized system of government (although still has the properties of a federation). The Royal Parliament of the Kingdom of the Kruusland, or Parliament for short, can re-arrange provinces, determine which laws concern the provinces, and can veto provincial laws (Parliament needs the consent of the provinces, however.)

The Executive is headed by the Chancellor of the Kingdom of the Kruusland and his cabinet. The Chancellor is appointed by the Head of State (the monarch), which is by tradition the Leader of the Party with a pluarality of members in Parliament's Council Chambre. The Chancellor then appoints Members of Parliament to Cabinet positions.

Parliament is bicameral, and is composed of a Council Chambre and a Senate Chambre. The Coucil Chambre has a system of porportionate representation, and the Senate Chambre has a system of equal representation. The Council Chambre has considerably more power, as it is democratically elected by the people, whereas the Senate Chambre is appointed by provincial legislatures. The Senate Chambre's main responsibilities are to preside over a Prime Minister's motion of no-confidence, and to handle Supreme Court nominations. They cannot veto the bills proposed by the Council Chambre, but they can veto a Citizen's Coalition initiative or referendum (but not recall, and their veto can be overridden by the Council Chambre.

The Supreme Court of the Kingdom of the Kruusland is an eleven-member final court of appeal, and their decisions cannot even be overridden by the Prime Minister, Cabinet, or Parliament. The only group that can reverse Supreme Court decisions is the Supreme Court itself. All court cases are handled as if they were crimes against the King himself.
