The Third World Open University was established by the Matebian Declaration, a joint declaration by nations of the Third World. Article 2 of the Declaration provided for the creation of a university which would provide courses free of charge to students from the Third World, and would be staffed by personnel from a variety of developing nations.

Campuses of the University were to be established in Tanah Burung, Xikuang, Hell Bovines, Watfordshire and Ariddia. The Ariddian campus is located in the city of Cité-Belle; President Seydou Diawara of Bashenk was once a student there.

Recently, Pacitalia has announced its intention to open a TWOU campus on its territory. This will be the first TWOU campus located in a developed country.
