Would this be possible or would it be easier to make a settlement category and then add the cities one to add? | ||

I'd like to change the title of the Category:Cities in Sorthern Northland to Category:Settlements in Sorthern Northland and then have Cities in Sorthern Northland etc as sub categories. Would this be possible or would it be easier to make a settlement category and then add the cities one to add?
