There is one seat for every 5000 citizens and six seats representing other species. Each species elects its caucus democratically amongst its populace, or by consensus. There are no political parties because councillors are elected by their species, which acts as a pseudo-political party. The Council legislates mainly by consensus and compromise. A chief is elected every year to lead the Council and preside over it. The chief also oversees day-to-day business of the government. A chief retains his voting seat in the Council. Terms of Office are one year and there is no term limit. Most councillors step down after a few years or take a break to allow someone else into the Council.

They hear civil disputes and act as a balance to the Council by being able to strike down laws that violate the Constitution or are "counter to the values and beliefs of Veitau". It decides cases unanimously to ensure the best decision is made. The oldest two members of each citizen species make up the Elders. They hold their position until death. The oldest member of the Elders presides over it, however it rotates by species, since humans are known to live the longest of all species.
