− | ====SUBMISSION DEADLINE====
| + | |
− | The details in the bid template above, as submitted and approved by the host selection chair, would then be posted in their own thread, by the host selection chair, with no reference to which nations have actually submitted the bid, and labeled simply as Bid A, Bid B, Bid C, etc... by the chair, at the conclusion of World Cup Qualifying. This means that all bids should be submitted to the host chair by the end of World Cup Qualifying for the cup prior to which the bid is being submitted for.
| + | |
− | | + | |
− | ====QUESTION PERIOD====
| + | |
− | Each of the anonymously posted bid threads would then be open to the posting of questions/concerns/praises/discussion from the voting public for a period of 1 (One) Week after being published by the host chair. During this period, no questions will or concerns will actually be answered, and those applicants may not post in their thread nor announce publically which bid they have submitted.
| + | |
− | | + | |
− | ====BID ANNOUNCEMENT AND RESPONSES====
| + | |
− | After this 1 (One) Week period has passed, the host chair will announce in the thread the nations which the bid belongs to, allowing the host applicants to begin addressing the questions and concerns posted about their template bid during the week before. This is also the time when applicants may begin posting their "Bid Fluff" Such as Logos, Stadiums and their individual hosting experience to enhance their bid resume.
| + | |
− | | + | |
− | ====VOTING PERIOD====
| + | |
− | After this second 1 (One) Week period has passed, a total of 2 (two) weeks after the original posting of the bids, coinciding with end of World Cup Qualifying, voting will open for all those eligible via current WCC regulations. The voting period, also, will last 1 (One) Week, coinciding roughly with the completion of the In-Progress World Cup Finals.

− | ====VOTING RESOLUTION====
| + | |
− | SHOULD the winning bid receive less than 51% of VOTES CAST in favor, the bid receiving the fewest votes will be eliminated, and the host chair will contact directly, and privately, those who supported the dropped bid, and ask for these nations to re-vote for one of the remaining bids, or abstain. Abstinations will not count in the total VOTES CAST. This process will repeat if necessary until the winning bid receives at least 51% of votes cast. (Note: In order for a winning bid to receive less than 50% of votes cast, at least 3 bids must receive votes. If only two bids receive votes, and each receives an equal 50% of VOTES CAST a tie breaking process is necessary. The first tie-breaker would potentially be the tallying of all VOTES CAST by EWCC members. If the vote remains undecided, a popular vote open to all those entered in the cup in which the bidding is made for will be held, not limited to those eligible via WCC regulations.)

− | == The President ==
| + | |
− | Current President: Bazalonia<br>
| + | |
− | Vice-President: Ariddia
| + | |
− | ===Out-of character duties===
| + | |
− | The WCC President acts as something of a figurehead for the World Cup Committee, and is elected from a list of nominees nominated by the WCC. In the event that the election does not result in a majority, the two nations with the most number of votes shall participate in an auxiliary election. Should this not result in a majority, or it is not possible to get two such nations, then the President shall be elected by the EWCC. The President calls for and collects the votes (via telegram, instant message, smoke signal, carrier pigeon, etc) for World Cup Host, Cup of Harmony Host and WCC President votes. The President is usually a pillar of the World Cup community and is currently Bazalonia.
| + | |
− | | + | |
− | The runner-up in the Presidential elections becomes the Vice-President, ready to take over in case the President is inexplicably unable to perform their job for whatever reason.
| + | |
− | | + | |
− | ===In-character duties===
| + | |
− | Starblaydia has attempted to bring more of an IC role to that of President by having Simeone Di Bradini serve ICly as President, followed by Giovanni Lopez upon re-election after World Cup 27. The Current IC President is James Gaines, ex-head of the Bazalonian national soccer association, the BFSA.

− | === Rules for WCC President Nominations ===
| + | |
− | * You may nominate one, and only one, candidate.
| + | |
− | * You may not nominate yourself.
| + | |
− | * A candidate must receive at least two nominations to become a candidate.
| + | |
− | * A candidate may refuse nominations.
| + | |
− | | + | |
− | WCC Presidents are elected every three cups. Next election is due after World Cup 36.
| + | |
− | | + | |
− | == The Emergency World Cup Committee ==
| + | |
− | The Emergency World Cup Committee (EWCC) is made up of representatives from all still-existing nations that have hosted a World Cup at some point in the past. As a lot of these experienced nations hang around in #sport, they provide most of the discussion and ideas for World Cup reform. As such they are consulted in 'Emergency' situations when fast decisions are needed. They also constitute the old 'Host Selection Committee' to decide the host of the Cup of Harmony.
| + | |
− | Formerly, these were the only nations allowed into the WCC before Spaam's proposals, making the WCC appear to be somewhat of an "old boys' club", particularly centered around #nssport.

Following the recognition of the requirement of updated rules and requiredments, Commerce Heights and Vilita proposed new rules and procedures which were passed by the World Cup Committee called Proposal 1093 for the Commerce Heights rules and procedures and requirements for Hosting Bids and Host Selection written by Vilita, are contained below.
Members may only be excluded from the WCC by general consensus.
This proposal nullifies all previous World Cup Committee rules.
Instead of the current method of jazzed up bid threads doing more to emphasize the names of the bidders than the formats of their proposal, it is the intent of this proposal that all bids be not posted in a thread by the applicants, but submitted to the WCC President, or an official which the President appoints to oversee the host selection process.
The Contents of this bid may include as much information as the applications would like. HOWEVER, the following information about the bid will be required for all applications, as a standard hosting bid template to be approved by the WCC, to be approved upon by consensus not in conjunction with this proposal, if necessary.
