Politics
Xiang Gang is a free, democratic republic with the rule of law. Its is a unitary state, but consists of several "political areas".
The Head of State and chief officer of the Central Government is the Chief Executive. He, along with his Executive Council, decides executive policy, with implementation left to the State Premier and his ex-officio State Council.
The legislature is multi-faceted: it consists of the National Congress and two of its standing bodies - the Standing Committee of the National Congress and the Legislative Diet.
The Legislative Diet is directly elected by district consituency vote. Along with these 800 members, 900 delegates are elected by proportional representation and 100 appointed to the National Congress. It elects an advisory Standing Committee to act as a forum for ideas while it is not in session; it meets only annually and is a constitutional convention with certain reserved powers. The Chief Executive is a politically-neutral leader elected by the Congress for five years from the citizenry; he appoints the Premier.
Administrative Divisions
The Republic consists of several political areas:
The Mainland Political Area, which is headed by the Central Government and is the main unit of the Republic, with the Chief Executive and State Premier as its heads.
The Special Autonomous Municipalities, the three of which have autonomy in all areas except defence and foreign affairs; they have their own currencies, immigration policies, customs policies and head of government, the Chief Secretary.
The Huangdao Special Political Area, which is headed by the Chief Administrator and has full autonomy except in areas of foreign affairs and certain defence policy, although it retains a "Special Militia", which is independent to the State Military Force.
