Much of this is due to the nation's defeat in the Grecco-Russian War against Murkadia and then being subject to the punitive sanctions placed upon the nation by the Settlement of Tiraspol that ended the war. Among other things, the Settlement of Tiraspol forbade Greater Laodicea from building an army of more than 20,000 troups (a laughable number considering the nation has a population of over 300,000,000).
