Introduction

The Republic of Carthago XIII, also known as Liberia, is a nation located in the region of Wysteria on the continent of Sharazia. Former Tseutse colony under the name of Freiheitreich, became 12 Carthages' colony Carthago XIII. After the referendum of 22nd December 2006, it proclaimed its independence, recognised by the The Federation of 12 Carthages. The Carthaginian Union was created to maintain the previouse economical and cultural relations that existed during the colonialist period.

History

Freiheitreich

A peculiar characteristic of the Tseutse history was the way the Avians pended between one extreme to the other. If at first they experienced an equalitarian regime based on a communist model, in the latter period they adopted a capitalist system. This last model also went into exaggeration, as the regime allowed more and more power to grow in the benefit of the corporations, until they became state-in-state organizations, invested with hugged privileges, such as full sovereignty over land and people, with even the right of its own legislation. As the corporations were getting out of the control of the state, the Tseutse state resembled more with a system based on a feudo-vassalic relationship between state and corporations. The summit of this process was reached when one of these corporations, MultiTek, established its own colony outside the borders of the Avian Empire, in the continent of Saharazia. Ironically the colony, which was recognized as a full politically independent state, was named Freiheitreich, “freiheit” meaning “freedom”. The freedom was not the one of the people, but the freedom of the corporation from the authority of the Tseutse state. As one of the purposes of the colony was to harvest prime materials, MultiTek brought thousands of Carthaginians as servile labor. As the Carthaginian work force was insufficient, they encouraged immigration from other nations, as for the militaristic Avian society, working in the lower sectors of the economy considered degrading for the Avian master race. The immigrants were getting a more decent wage than their country of origin, but the Carthaginians were legally serfs, having a lower standard of living. When the Doom Flu reached the shores of Freiheitreich and the entire avian race was exterminated, the colony went in anarchy, as its previous system suddenly ceased to exist. Most of the foreigners choused to leave the region for their home countries, but some remained next to the Carthaginian population.

The Colony

The first Provisory Government of the 12 Carthages sent a Proconsul to Freiheitreich, in order to govern the colony and restore order. Freiheitreich, now truly called Liberia, in the Punic Latin language, was thus organized on the same institutional and political principles as the mother country. While the Carthaginians of Liberia had no wish to cut the ties with their homeland, the suzerainty of the 12 Carthages was declared over the colony, while a large autonomy was granted for their internal affairs. The official name of the state was “ The 13th Colony of Carthage of Liberia” Liberia was organised as any other tribal state of the Federation, with the same institutions, although with some peculiarities. One of them was the unicameral legislative, with the absence of the Senate, which had no social justification, in the early post-Avian period. Another peculiarity was in the Consular College which consists of only 2 members, where next to the people elected Consul sits the Proconsul, appointed by the 12 Carthages’ Quorum. While the Liberian Consul had authority in the internal affairs, the proconsul represented externally the Colony, in the name of the 12 Carthages Federation. Also he administrated the departments of Monetary and Finances and Defense which were under the direct jurisdiction of the Federation, as the colony shares the same currency and the same army as the 12 Carthages.

The Republic

Following the last 30 years of reconstruction and economic development, there was a strong movement in the Colony to be declared as a full right member state of the Federation. The political party that assumed this role was Party for the United Equal 13 Tribes of Carthage , also known as the Equals. In december 2006, the Equals managed to pass in The Tribunate a resolution that summoned the 12 Carthages to revised the colonial status of Lberia, hoping that Carthago XIII would bacame the 13th state of the Federation. But the proposal was rejected by the 12 Carthages, and soon referendum over self-determination followed, which declared the independence of Carthago XIII. The Carthaginian Union shall replace the current colonial ties between the 2 states.
