In order to promote stronger ties between International Democratic Union communities, the IDU created the IDU Sister City Program. Villages, cities, towns, and even large metropolitan centers are paired with other geographically and politically distinct cities. Different terms are used to describe the paired cities, including sister city, twin city, exchange city, and partnered city. Paired cities often (though not always) have similar demographics or some other characteristics.
The program, in concept, is a "pen pal" system, where the pals are entire cities or towns. However, in practice twinning arrangements often lead to student exchange programs, as well as economic and cultural collaborations. The exact nature of the pairing between two cities is left up to the cities themselves. In some cases, signs in popular tourist destinations in a twinned city will be in both the local language and the language of the city's twin.
Though the original program was designed to enhance the relations of IDU member states, IDU cities are not prohibited from participating in larger international programs. The program has been successful in increasing tourism within the IDU.
