INTRODUCTION

Umeltia is a large, temperate nation of around 6,000,000 square miles, centred around the area drained by the River Mel. Indeed, the name 'Umeltia' means, in Umeltian, 'the land surrounding the Mel'. The nation has recently emerged from a long civil war between the capitalist oligarchy of the 'Council of masters' and the eco - socialist (or Ecomentalist) movement of the 'People's Ecomentalist Party'. who eventually emerged victorious. The 'People's Ecomentalist Party' aim to rebuild the country along socialist and environmentalist lines, with specific focus on eco - friendly power generation and alternate fuel sources.

GEOGRAPHY

The western 2/3rds of Umeltia consists of heavily forested, mountainous territory concealing rich mineral deposits. the eastern, coastal 1/3rd of the country consists of flat, fertile land, where the majority of the urban population dwell, and where most of the industry is located. Of the country's 6,229,841 square miles, 35% is used for agricultural production, mainly of cereal crops. The nations main transport artery is the Mel, which is navigable for much of its length. Minerals are transported by water to the plains, where the major industrial cities are located.

GOVERNMENT

The current government in Umeltia consists entirely of members of the 'People's Ecomentalist Party'. The party took control in Milostaat following six years of civil war. All policy decisions are taken by the inner cabinet of the party, and political opposition is banned. The inner cabinet consists of:

John Kramer (chairman)

Age: 41

Height: 5'11"

John Kramer is the chairman of the PEP, and the single most powerful individual in Umeltia. It is his right to decide on party aims and strategies, and although individual departments are run by their own ministers, he can override their decisions. There is concern in much of the party about the amount of power wielded by Kramer, but only he has the skills and motivation to keep the party united in its goals. As regards personality, Kramer is exceptionally intelligent, determined and controlling, an individual who finds it hard to release responsibility over areas of government.

Vlad Skirmick (commander of SOTE troops)

Age: 36

Height 6'2"

Vlad Skirmick is the commander of SOTE troops in Umeltia, and so is the second most powerful individual within the PEP. Skirmick is both a talented commander and a skilled personal combatant, who turned SOTE from a handful of unemployed youths in the mining camps of eastern Umeltia into a fearsome paramilitary force operating supersonic aircraft and main battle tanks. An organiser to rival Kramer, Skirmick has little interest in politics, more interested in maintaining and expanding SOTE. Skirmick is cold natured and humourless towards most whom he meets, yet also fiercely protective of SOTE, which he considers himself to have a personal investement in.

Lionel Mueller (minister of ideology)

Height: 5'8"

Personable, humorous and engaging, Mueller is the intellectual leader of the party, an idealist who provided the political doctrine which allowed the PEP to gain widespread support. Formerly Minister of Propaganda, now the ideological head of the party. Well liked but minimally trusted in the party, Mueller is the chief voice of opposition to Kramer's policies within the inner cabinet, who he regards as a dull pragmatist. Mueller is outgoing and highly principled, but also egocentric and indiscreet in his opinions. In spite of his instrumentalist role in creating the doctrine of Ecomentalism, Mueller is suspected by many of being a closet eco - anarchist, a political standing that has fallen increasingly out of favour under Kramer's authoritarian rule.

Maria Shadwell (minister of propaganda)

Age: 29

Height: 5'6"

Maria Shadwell is the most recent addition to the inner cabinet of the PEP. She is the public face of many of the day to day PEP broadcasts to the Umeltian people, chosen for her ability to project trust and a common link to an audience. Although regarded by some in the inner cabinet as no more than a mouthpiece for the party's views, many suspect that Shadwell may very well be more intelligent and ambitious than she appears.

MILITARY

There is no state military as such in Umeltia.. Rather, all military forces consist of SOTE (Soldiers of the Earth) troops, whose loyalty is primarily to the People's Ecomentalist Party. These troops act as both the nation's armed forces and law enforcement personnel. Initially a guerilla force, SOTE still focuses on speed and unconventional tactics over superior firepower and numbers. Around 2% of the population are SOTE troops.

To calculate the size of current sote forces, multiply the figures below by the number of millions in the population:

20,000 infantry. Equipment is varied but consists primarily of: AK 47s, Glock 9mm pistols, 5.8mm submachine guns, RPG - 7s, mortars and dragunov sniper rifles.
